නාවලපිටිය නගර සභාවේ මාසික සභා වාරය (10) දින එහි සභාපති අමල් ප්‍රියංකර මහතාගේ ප්‍රධානත්වයෙන් පැවැත්වුණා .

එහිදී සභාපතිවරයාගේ පෞද්ගලික ප්‍රකාශයේදී පසුගියදා පස්බාගේ  කෝරළේ ප්‍රාදේශීය ලේකම් කාර්යාලයේදී පැවති කෘෂිකර්ම අමාත්‍ය ලාල් කාන්ත මහතා සහභාගි වූ  පස්බාගේ කෝරලයේ සංවර්ධන කමිටුවේදී එදින න්‍යාය පත්‍රයට පිටින් යමින් අනවසර ඉදිකිරීම් පිළිබඳ සාකච්ඡාවක් ඇති කර සභාපතිවරයා ලෙස තමන්ට අයිති ඉදිකිරීමක් බවට ප්‍රකාශ කරමින් පෞද්ගලිකව තමන් ඉලක්ක කර සංවර්ධන කමිටු සභාපතිනි තුෂාරි ජයසිංහ මහත්මිය විසින් සිදුකළ ප්‍රකාශය පිළිබඳ තමන් කනස්සල්ලට පවත්වන බවයි. 

ආසනයේ මන්ත්‍රීවරිය ලෙස තමන්ට අයත් යැයි චෝදනා කරන අදාළ අනවසර ඉදිකිරීම තමාගේ නමින් ඇති දේපලක් නොවන බවත්, නාවලපිටිය නගරය තුළ අනවසර ඉදිකිරීම් 266 කට ආසන්න ප්‍රමාණයක් තිබෙන අතර, ඒවා පිළිබඳව පසුගිය සභා  වාර වල ජාතික ජන බලවේගයේ මන්ත්‍රීවරුන්ගේ සහාය ඇතිව අදාල තීන්දු තීරණ ලබාගෙන තිබියදී මෙසේ සියලු නිලධාරීන් ඉදිරියේ තමන් අපහසුතාවයට පත් කිරීම මන්ත්‍රීවරිය සිදු කිරීම ප්‍රශ්න ගත බවයි සභාපතිවරයා කියා සිටියේ.

එසේම තමන් ඉලක්ක කර එසේ චෝදනා කරන්නේ නම් වත්මන් නගර සභාවේ විපක්ෂය නියෝජනය කරන ජාතික ජන බලවේගයේ අසුරබලි හා පතාන් වැනි මන්ත්‍රීවරුන්ගේ අනවසර ඉදිකිරීම් හා කුඹුරු ගොඩ කිරීම් පිළිබඳ සඳහන් නොකළේ මන්දැයි ප්‍රශ්න කර සිටියා.

එසේම ජාතික ජන බලවේගය සම්බන්ධීකරණ කාර්යාලය, පසුගිය දිනවල ජනතා විමුක්ති පෙරමුණේ කාර්යාලය ලෙස පැවති අනවසර ඉදිකිරීම් පිළිබඳ සඳහන් නොකිරීමත්, එසේම මන්ත්‍රීවරිය පදිංචි නිවසෙහි ආරක්ෂිත තාප්ප පවා අනවසර ඉදිකිරීම් බවයි  නාවලපිටිය නගර සභාවේ සභාපතිවරයා කියා සිටියේ.

 වත්මන් රජය යටතේ නීතිය ඉතාමත් හොඳින් ක්‍රියාත්මක වන බැවින්, එයට බිය වී හෝ තමන් ඇතුළු සමස්ත රටවැසියන්ම අනීතික කටයුතුවල නිරත නොවන බවත්, මෙම මතභේදාත්මක අවස්ථාවේදී කමිටුවට සහභාගි වී සිටි ලාල්කාන්ත මහතාගේ ක්‍රියා කලාපය දැඩි ලෙස අගය කරන අතර, එම අවස්ථාවේදී ලාල්කාන්ත මහතා විසින් තමන්ට සභාව තුළ අදහස් දැක්වීමට අවස්ථාව ලබා දෙමින් පරිණත දේශපාලනඥයෙක් ආකාරයට කටයුතු කිරීම පිළිබඳව තම ස්තූතිය පුද කරන බවයි සභාපතිවරයා කියා සිටියේ.

තවද සමාජ මාධ්‍ය තුළ එතුමන්ගේ වත්කම් සහ නිවාස පිළිබඳ කිනම් කතාවක් සිදුකළද එතුමාගේ දේශපාලන තීන්දු ගැනීමේ සෘජු බව නිසා තමන්ගේ පෞද්ගලික ධනයෙන් ලක්ෂ විස්සක් තිහක් නොව ඕනෑම ප්‍රමාණයක් යොදා හෝ එතුමන්ට නිවසක් සාදා දීමට තමන් පසුබට නොවන බවත්, එසේ සිදු කරන්නේ සෘජු දේශපාලන තීන්දු ගැනීමේ ගුණයට ගරු කිරීමක් ලෙස බවයි කියා සිටියේ.

එක්සත් ජාතික සන්ධානයේ නාගරික මන්ත්‍රී එම්. අෂ්රොෆ් මහතා සඳහන් කර සිටියේ නගර සභාවේ තීරණයක් මීට මාස හයකට 03 කට ඉහතදී නගරයේ නැවත අලුතෙන් අනවසර ඉදිකිරීම් සඳහා අවස්ථාව ලබා නොදෙන බවටත් ඒවා සඳහා නීත්‍යානුකූල කටයුතු සිදු කරන බවට තිබියදී  සභාපති ලෙස බලයට පත්වීමට පෙර සභාපතිගේ ඥාතියෙකුට අයත් ඉදිකිරීමක් මුල්කරගෙන සභාපතිතුමන්ට පෞද්ගලිකව  අපහසුතාවයට පත් කිරීම තමන් අනුමත නොකරන බවයි. 

ආසනයේ මන්ත්‍රී ලෙස එසේ චෝදනා කරන්නේ නම් මේ වන විටත් අඹගමුව හැටන් මාර්ගයේ දැවැන්ත ආකාරයෙන් ඉදිකරන ජාතික ජන බලවේගයේ ප්‍රධාන පාක්ෂිකයකුගේ ඉදිකිරීම් පිළිබඳ සඳහන් නොකරන්නේ මන්දයි අසා සිටි.

ජාතික ජන බලවේගයෙන් නාවලපිටිය ආසන සංවිධායක තිලක් සිරිසේන මහතා මේ සම්බන්ධයෙන් අදහස් දක්වමින් කියා සිටියේ, කමිටු සභාපතිනි ලෙස පාර්ලිමේන්තු මන්ත්‍රී තුෂාරි ජයසිංහ මහත්මියට අවශ්‍ය තිබුණේ නගරය තුළ අනවසර ඉදිකිරීම් පිළිබඳ දැනුවත් කිරීම පමණක් බවත්, වෙනත් දේශපාලනික හේතුවක් නොමැති බවයි.

සභාපති විසින් නම් සඳහන් කරමින් ජාතික ජනබලවේගයේ ඒ.අසුරබලී මන්ත්‍රීතුමන්ගේ ඉදිකිරීමක් පිළිබඳ සඳහන් කළ අතර එයට පිළිතුරු දෙමින් අසුරබලී මහතා ප්‍රකාශ කර සිටියේ නීත්‍යානුකූලව සියළු අනවසර ඉදිකිරීම් සඳහා සිදුකරන ඕනෑම තීරණයකට තමන් යටත් බවයි. 

එසේම ඊළඟ මැතිවරණයේ වනවිට අනිකුත් සියලු පක්ෂ නැතිකර දමන බවත් ස්වාධීන කණ්ඩායමක් ලෙස බලයට පත් වූ සභාපතිතුමන්ට  හොඳ අනාගතයක් ඇති බවත්, ප්‍රකාශ කල අතර සභාපති ප්‍රතිඋත්තර දෙමින් නැවත ස්වාධීන අපේක්ෂකයෙකු ලෙස තරග නොකරන බවත්, දේශපාලනය සිදු කරන්නේ කිනම් හෝ පක්ෂයක් සමග එකතු වූ බවත්, ප්‍රකාශ කර සිටියහ. 

නාවලපිටිය නගර සභාවේ බලය ස්වාධීන කණ්ඩායමකට හිමි අතර ජාතික ජන බලවේගයේ එහි විපක්‍ෂය ලෙස කටයුතුකරයි.

Naavalapitiya Municipal Council Faces Controversy Over Alleged Illegal Constructions

The monthly meeting of the Naavalapitiya Municipal Council, chaired by Amal Priyankara, took place recently, igniting a significant debate over allegations of unauthorized constructions in the area. The controversy arose during a personal statement made by the chairman regarding a recent session of the Pasbaga Korale Development Committee, which included Agriculture Minister Lal Kantha.

During his remarks, Priyankara expressed concern following comments made by the Committee Chairwoman, Tushari Jayasinghe, which suggested his involvement in unauthorized construction projects. He clarified that the property in question does not actually belong to him and emphasized the existence of approximately 266 similar illegal structures within Naavalapitiya. He criticized the perception that he has been unfairly targeted while other local politicians, especially those representing the National People’s Power, had not faced similar scrutiny for their own constructions.

Questioning the selective criticism leveled at him, Priyankara pointed out the discrepancies in addressing illegal developments linked to opposition members such as Asurabali and Pathan. He further questioned why the National People's Power did not address unauthorized constructions associated with its own members, including a notable recent development within the former office of the Janatha Vimukthi Peramuna.

Commenting on the law enforcement under the current government, he stressed that the legislation is functioning effectively and that both he and the general public remain committed to lawful conduct. He acknowledged Minister Lal Kantha’s approach to allowing discussions within the council's sessions, which he viewed as a sign of a mature political figure.

In addressing concerns about social media discussions regarding his wealth and homes, Priyankara made it clear that he would not shy away from utilizing his resources to support initiatives that uphold the integrity of political decision-making.

M. Ashroff, an urban council member from the United National Party, noted that in the past six months, a council decision was made to not permit any new unauthorized constructions, highlighting that legal actions have been initiated against such occurrences. He emphasized that he would not condone any attempts to personally embarrass the chairman through such claims.

Priyankara also called out the National People's Power for not acknowledging the significant constructions being carried out by principal party members along the Ambagamuwa-Hatton road, calling for equal scrutiny across the board.

In response, Thilak Sirisena, organizing secretary of the National People's Power in Naavalapitiya, affirmed that the intent was solely to raise awareness about illegal constructions within the municipal limits, thus negating any political motivations behind these discussions.

Addressing the previous claims, Asurabali remarked that he is obligated to comply with any decisions related to unauthorized constructions. He further indicated that forthcoming elections would lead to the dissolution of all other parties, positioning the independent group led by the chairman for a promising future. Priyankara, however, reiterated that he would not run as an independent candidate again, underscoring the collaborative nature of politics.

Currently, the Naavalapitiya Municipal Council operates under the aegis of an independent group, while the National People's Power serves as the opposition.
