Sri Lanka Introduces 'Net Plus' System for New Solar Energy Connections
In a significant shift towards modernizing the national power grid, the Ministry of Power has announced the discontinuation of the existing 'Net Metering' and 'Net Accounting' mechanisms for new solar power installations. Instead, a new 'Net Plus' system will be mandatory for all future connections to the national electricity system.
This directive was issued in writing to heads of electricity distribution companies by J. M. R. D. Aponso, the Secretary of the Ministry of Power, aligning with the national power and tariff policies.
Under this new regulatory framework, all new solar power agreements entering the national grid must only be made under the 'Net Plus' basis. The previous options of 'Net Metering' or 'Net Accounting' will no longer be available for future contracts.
Currently active agreements will remain intact until their designated terms expire; however, any extension of these agreements must transition to the 'Net Plus' framework.
Given the recognition of solar technology as a leading power source, the validity period for Power Purchase Agreements (SPPAs) for rooftop solar systems has been capped at a maximum of 12 years.
Additionally, the installation of modern 'smart meters' will be mandatory for every solar power system connected to the grid, allowing for remote data monitoring by licensed electricity companies.
To prevent disruptions for existing applications, the ministry has clarified that these new regulations will only apply to projects that receive grid clearance after September 11, and that previously concluded or approved agreements will not be reopened for revision.
