කකුලට වලල්ලක් දමා රැදවියන් නිවාස අඩස්සියට..

 මීගමුව බන්ධනාගාරයේ මෑතකදී ඇති වූ අවාසනාවන්ත සිදුවීමෙන් අනතුරුව, මෙරට බන්ධනාගාර පද්ධතියේ පවතින දැඩි තදබදය අවම කිරීම සඳහා නිවාස අඩස්සි (House Arrest) ක්‍රමය කඩිනමින් හඳුන්වා දීමට රජය සූදානම් වන බව වාර්තා වේ.

මෙම නව ක්‍රමවේදය ක්‍රියාත්මක කිරීමේ හැකියාව සහ ඒ සඳහා අවශ්‍ය නීතිමය පසුබිම පිළිබඳව සොයා බැලීම සඳහා රජය විසින් මේ වන විටත් ඉහළ පෙළේ විශේෂ කමිටුවක් පත් කර තිබේ.

යෝජිත ක්‍රමවේදය යටතේ, ඇතැම් වැරදි සම්බන්ධයෙන් රිමාන්ඩ් බන්ධනාගාරගත කරන රැඳවියන් බන්ධනාගාර පරිශ්‍රය තුළ රඳවා තැබීම වෙනුවට, ඔවුන්ගේම නිවෙස්වල රඳවා තැබීමට අවස්ථාව සැලසේ. එලෙස නිවාස අඩස්සියේ පසුවන රැඳවියන්ගේ ගමන් බිමන් සහ ක්‍රියාකාරකම් නිරීක්ෂණය කිරීම සඳහා අතිනවීන විද්‍යුත් අධීක්ෂණ පද්ධතියක් භාවිත කිරීමට ද යෝජනා වී ඇත.

අනුව, අදාළ රැඳවියාගේ අතේ හෝ පාදයේ විද්‍යුත් වළල්ලක් පැලඳවීම මගින් ඔවුන් සිටින ස්ථානය පිළිබඳව බන්ධනාගාර බලධාරීන්ට නිරන්තරයෙන් අධීක්ෂණය කළ හැකි වේ.

මෙම වැඩපිළිවෙළ සම්බන්ධයෙන් මූලික සාකච්ඡා පසුගිය 2023 වසරේදී ද ආරම්භ වූ අතර, එවක අධිකරණ අමාත්‍යවරයාව සිටි විජයදාස රාජපක්ෂ මහතා විසින් ඒ පිළිබඳව වාර්තාවක් ලබා ගැනීම සඳහා ශ්‍රේෂ්ඨාධිකරණ විනිසුරුවරුන්ගෙන් සමන්විත කමිටුවක් පත් කරන ලදී.

එම කමිටුව ලබා දුන් නිර්දේශ ඇතුළත් වාර්තාව මේ වන විට නීති කෙටුම්පත් සම්පාදක වෙත යොමු කර ඇති බව ද දැනගන්නට ඇත.

මෙම ක්‍රමය ක්‍රියාත්මක වීම හරහා බන්ධනාගාරවල පවතින අධික තදබදය සැලකිය යුතු මට්ටමකින් පහත වැටෙනු ඇති බවත්, එමගින් බන්ධනාගාර පරිපාලනය වඩාත් විධිමත් වනු ඇති බවත් රජය අපේක්ෂා කරයි.

Sri Lanka to Introduce House Arrest as a Solution to Prison Overcrowding

In response to a recent tragic incident at the Negombo Prison, the Sri Lankan government is preparing to implement a house arrest system aimed at alleviating the severe overcrowding currently plaguing the nation’s prison system.

A high-level special committee has already been established to explore the feasibility of this new approach and the necessary legal framework to support it.

Under the proposed scheme, inmates facing charges could be allowed to serve their remand periods at home instead of remaining in prison. This shift would require the use of advanced electronic monitoring systems to oversee their movements and activities while under house arrest.

To ensure compliance, offenders might be fitted with electronic wrist or ankle bracelets, which would enable prison authorities to monitor their locations continuously.

Initial discussions regarding this initiative commenced in 2023, led by former Minister of Justice Wijeyadasa Rajapakshe, who appointed a committee comprising Supreme Court judges to gather insights and present findings.

Reports indicate that the recommendations provided by this committee have now been forwarded to the law draftsman for consideration.

The government anticipates that the implementation of this system will significantly reduce current prison congestion, thereby allowing for more efficient management of correctional facilities.
