මීගමුවේ ගැටුමෙන් මිය ගිය රැදවියන්ට වන්දි ඉල්ලයි..

 මීගමුව බන්ධනාගාරය තුළ පසුගියදා ඇති වූ නොසන්සුන්කාරී තත්ත්වය හේතුවෙන් ජීවිතක්ෂයට පත් වූ රැඳවියන් 21 දෙනාගේ පවුල් සඳහා වහාම සාධාරණ වන්දි මුදලක් ලබා දීමට පියවර ගන්නා ලෙස සිරකරු අයිතිවාසිකම් සුරැකීමේ කමිටුව රජයෙන් ඉල්ලා සිටියි.

අධිකරණ අමාත්‍යවරයා වෙත ලිපියක් යොමු කරමින් එම කමිටුවේ සභාපති නීතිඥ සේනක පෙරේරා මහතා පෙන්වා දෙන්නේ, පසුගිය ජූලි 05 සහ 06 යන දිනවල මීගමුව බන්ධනාගාරය තුළ සිදු වූ සිදුවීම්වලින් මෙම පිරිස මියගිය බවයි.

රක්ෂිත බන්ධනාගාරගතව සිටි මෙම රැඳවියන්ගේ ජීවිත සම්බන්ධයෙන් රජය සෘජුවම වගකිව යුතු බවත්, බන්ධනාගාරයක් තුළ සිදුවන මරණ සම්බන්ධයෙන් රජය සම්පූර්ණ වගකීම දැරිය යුතු බවට ජනාධිපතිවරයා ද මීට පෙර ප්‍රකාශ කර ඇති බවත් එම ලිපියේ සඳහන් වේ.

මියගිය රැඳවියන්ගේ පවුල්වල සුබසාධනය වෙනුවෙන් වන්දි ලබා දීම රජයේ වගකීමක් බව පෙන්වා දෙන එම කමිටුව, මීට පෙර 2012 වසරේ වැලිකඩ බන්ධනාගාරයේදී රැඳවියන් 27 දෙනෙකු සහ 2020 වසරේ මහර බන්ධනාගාරයේදී රැඳවියන් 11 දෙනෙකු ඝාතනය වූ සිදුවීම් පිළිබඳව ද සිහිපත් කර දෙයි.

එවැනි සිදුවීම් සම්බන්ධයෙන් පත් කළ කොමිෂන් සභා වාර්තාවල නිර්දේශ නිසි පරිදි ක්‍රියාත්මක නොකිරීම හේතුවෙන් මෙවැනි අවාසනාවන්ත තත්ත්වයන් නැවත නැවතත් සිදු වන බවට එම ලිපිය මගින් චෝදනා කර ඇත.

ශ්‍රී ලංකා රජය ද අත්සන් තබා ඇති සිරකරුවන්ට සැලකීම පිළිබඳ අවම සම්මුතිය හෙවත් 'නෙල්සන් මැන්ඩෙලා' ජාත්‍යන්තර රීතීන්ට අනුව ද මෙවැනි අවස්ථාවක රජය වගකීමෙන් බැඳී සිටින බව එම කමිටුව අවධාරණය කරයි.

"සිරකරුවෝ ද මනුෂ්‍යයෝ ය" යන රාජ්‍ය ප්‍රතිපත්තිය මත පිහිටා, මියගිය රැඳවියන් වෙනුවෙන් සාධාරණය ඉටු කිරීමට වහාම මැදිහත් වන ලෙස සිරකරු අයිතිවාසිකම් සුරැකීමේ කමිටුව අධිකරණ අමාත්‍යවරයාගෙන් වැඩිදුරටත් ඉල්ලා සිටියි.

Call for Immediate Compensation for Families of Deceased Prisoners Following Disturbing Incident in Meerigama Jail

The Sri Lanka Prisoners' Rights Protection Committee has urged the government to take swift action to provide fair compensation to the families of 21 inmates who tragically lost their lives during a recent unrest at the Meerigama Prison.

In a letter addressed to the Minister of Justice, Committee Chairman Attorney-at-Law Senaka Pereira highlighted that the unfortunate incidents that led to the deaths occurred on July 5 and 6. He underscored the government's direct responsibility for the safety of these inmates, emphasizing that the state must bear full accountability for any fatalities within prison walls.

The Committee reiterated the necessity for compensation as a governmental obligation towards the families affected. They recalled similar tragic events in Sri Lanka, including the deaths of 27 inmates at the Welikada Prison in 2012 and 11 more at the Mahara Prison in 2020, which require acknowledgment and action from authorities.

Concerns were raised about the failure to implement recommendations from previous commission reports regarding such incidents, suggesting that inadequate responses have contributed to a recurrence of these devastating circumstances.

The Committee also reaffirmed that the Sri Lankan government is bound by the international standards set by the 'Nelson Mandela Rules' under which prisoners’ rights are safeguarded. This reinforces the government's commitment to responsibility in such situations.

Calling for urgent intervention, the Committee asserted the principle that "prisoners are human beings too," demanding immediate measures to ensure justice for the deceased inmates and their grieving families.
