 ජුනි මස 26 වන දින පශ්චාත් වෛද්‍ය උපාධි ආයතනයේ ජ්‍යෙෂ්ඨ ලේඛකාධිකාරීවරයා විසින් නිකුත් කරන ලද මෙම නිවේදනයට අනුව, අධ්‍යක්ෂ මණ්ඩල සහතිකය  මෙතෙක් ලබා නොමැති වැඩ බලන විශේෂඥ වෛද්‍යවරුන්ට රෝගීන් පරීක්ෂා කර තනිව තීරණ ගැනීම සහ වෛද්‍ය නිර්දේශ ලබාදීම තහනම් කර ඇත.

දැනට දිවයින පුරා පවතින විශේෂඥ වෛද්‍ය හිඟය හමුවේ, බොහෝ මූලික රෝහල් සහ විශේෂ ඒකකවල සේවය පවත්වාගෙන යනු ලබන්නේ පශ්චාත් වෛද්‍ය උපාධි ආයතනයේ මූලික දේශීය පුහුණුව නිම කළ මෙම වැඩ බලන විශේෂඥ වෛද්‍යවරුන් විසිනි.

නව නියෝගයත් සමඟ ඔවුන්ට ස්වාධීනව සේවය කිරීමට ඇති අවස්ථාව අභියෝගයට ලක්ව ඇති අතර, එය සමස්ත රෝහල් පද්ධතියේම කටයුතු අඩාල වීමට හේතු වී තිබේ.

මේ සම්බන්ධයෙන් අදහස් දක්වන වෛද්‍ය හා සිවිල් අයිතිවාසිකම් පිළිබඳ වෛද්‍යවරුන්ගේ වෘත්තීය සමිති සන්ධානයේ සභාපති විශේෂඥ වෛද්‍ය චමල් සංජීව මහතා පෙන්වා දෙන්නේ, රට තුළ පවතින වෛද්‍ය හිඟය හමුවේ විදේශ පුහුණුව ලබමින් සිටින හෝ එය අපේක්ෂාවෙන් සිටින වැඩ බලන විශේෂඥ වෛද්‍යවරුන් ඉටුකරන සේවය අතිමහත් බවයි.

එවැනි පසුබිමක මෙවැනි තීරණයක් ගැනීම ප්‍රශ්නසහගත බව ඔහු පවසයි.

"මෙම වෛද්‍යවරුන් රජයේ රෝහල්වල මෙන්ම පෞද්ගලික අංශයේ ද වෛද්‍ය සේවාවන්හි නිරත වෙනවා. මෙම නව චක්‍රලේඛය අනුව ඔවුන් පෞද්ගලික අංශයේ ලබාදෙන වෛද්‍ය නිර්දේශ පවා නීත්‍යානුකූල නොවන තත්ත්වයකට පත්වීමේ අවදානමක් තිබෙනවා. මෙය රෝගී ජීවිතවල සුරක්ෂිතභාවයට මෙන්ම වෛද්‍යවරුන් කෙරෙහි පවතින විශ්වාසයට ද දැඩි බලපෑමක්," යැයි වෛද්‍ය චමල් සංජීව මහතා වැඩිදුරටත් සඳහන් කළේය.

පවතින මෙම අවිනිශ්චිත තත්ත්වය සමනය කිරීම සඳහා සෞඛ්‍ය අමාත්‍යාංශයේ ලේකම්වරයා වහාම මැදිහත් වී, සියලු විශේෂඥ වෛද්‍යවරුන්ට සහ වැඩ බලන විශේෂඥ වෛද්‍යවරුන්ට අදාළ පැහැදිලි මාර්ගෝපදේශ කඩිනමින් නිකුත් කළ යුතු බව වෘත්තීය සමිති සන්ධානය අවධාරණය කර සිටියි.

New Guidelines Restrict Trainee Doctors from Independent Patient Care Amid Specialist Shortage

A recent announcement by the Senior Registrar of the Postgraduate Institute of Medicine has raised concerns within the medical community, stating that trainee specialists without the necessary board certification are prohibited from independently examining patients and making medical recommendations.

With a significant shortage of specialists across the country, many primary hospitals and specialized units rely heavily on these trainee doctors who have completed their foundational training at the institute. The latest directive has challenged their ability to operate independently, potentially disrupting operations throughout the entire hospital system.

Dr. Chamath Sanjeewa, president of the medical professionals' union focusing on civil rights, emphasized the critical contributions of these trainee specialists, many of whom are currently acquiring foreign training or awaiting such opportunities. He highlighted that any decision to restrict their autonomy in providing medical services could exacerbate the already pressing issue of the medical workforce shortage.

He pointed out, "These doctors are engaged in medical services both within government hospitals and the private sector. According to the new directive, they risk becoming legal liabilities when offering medical advice in the private sector. This poses a significant threat not only to patient safety but also to the trust placed in medical professionals."

In light of this precarious situation, the association insists that the Secretary of the Ministry of Health must intervene urgently to provide clear guidelines for all specialists and working specialists to address these ambiguities promptly.
