2024 වසරේ සැප්තැම්බර් මාසයේ පැවැති ජනාධිපතිවරණයට සති කිහිපයකට පෙර, පෞද්ගලික අංශයේ මැදිහත්වීමෙන් නව පිරවුම්හල් ඉදිකිරීම සහ පවත්වාගෙන යාම සඳහා කැඳවා තිබූ ටෙන්ඩරය අවලංගු කිරීමට ලංකා ඛනිජ තෙල් නීතිගත සංස්ථාව පියවර ගෙන ඇති බව The Sunday Times පුවත්පත වාර්තා කරයි.

එම පුවත්පත් වාර්තාවට අනුව, අදාළ ටෙන්ඩරය සඳහා අයදුම්පත් 217ක් ලැබී තිබූ බව ඛනිජ තෙල් සංස්ථාවේ කළමනාකාර අධ්‍යක්ෂ මයුර නෙත්තිකුමාරගේ මහතා පවසා ඇත.

විද්‍යාත්මක ක්‍රමවේදයකින් තොරව, පර්චස් 40ක ඉඩමක් ඇති ඕනෑම අයෙකුට අයදුම් කිරීමට අවස්ථාව ලබා දී තිබීම හේතුවෙන් මෙම ක්‍රියාවලිය තුළ ප්‍රායෝගික ගැටලු රැසක් මතු වූ බව ඔහු පෙන්වා දෙයි.

ඇතැම් ප්‍රදේශවල දැනටමත් පිරවුම්හල් පහක් පමණ තිබියදී තවත් පිරවුම්හල් පහක් සඳහා අයදුම්පත් ලැබී තිබීම මීට උදාහරණයක් ලෙස ඔහු සඳහන් කළේය.

පැරණි ක්‍රමය වෙනුවට මොරටුව විශ්වවිද්‍යාලය සමඟ එක්ව සිදු කරන ලද විද්‍යාත්මක අධ්‍යයනයක් මගින් නව පිරවුම්හල් සඳහා සුදුසු ස්ථාන 70ක් මේ වන විට හඳුනාගෙන ඇති බව කළමනාකාර අධ්‍යක්ෂවරයා වැඩිදුරටත් අනාවරණය කළේය.

මෙහිදී ඉඩම් පවතින ස්ථාන වෙනුවට සැබෑ අවශ්‍යතාව පවතින ප්‍රදේශ හඳුනා ගැනීමට ප්‍රමුඛතාව ලබා දී ඇත. විශේෂයෙන්ම කිලෝමීටර් 20ක සීමාවක් ඇතුළත පිරවුම්හලක් නොමැති ප්‍රදේශ සහ දුෂ්කර ප්‍රදේශ කෙරෙහි මෙහිදී අවධානය යොමු කර තිබේ.

මෙම නව ස්ථාන සඳහා අයදුම්පත් කැඳවීම සම්බන්ධයෙන් බලශක්ති අමාත්‍යාංශය ඉදිරියේදී තීරණය කරනු ඇත.

New Filling Stations Tender Nullified by Lanka Mineral Oil Corporation

In a significant move ahead of the presidential election in September 2024, the Lanka Mineral Oil Corporation has taken steps to annul the tender for the construction and operation of new filling stations promoted by the private sector, as reported by The Sunday Times.

The corporation's managing director, Mayura Neththikumar, disclosed that a total of 217 applications had been submitted for consideration related to this tender.

He noted that the process faced numerous practical challenges due to the lack of scientific methodologies and the fact that anyone possessing a 40-perch land was eligible to apply, which led to complications during the selection process.

For example, while some areas currently have about five filling stations, another five applications were received for those locations, illustrating the overlap in applications.

In an effort to determine suitable sites for new filling stations, the corporation has now partnered with Moratuwa University to conduct a scientific study, identifying 70 potential locations to date.

In this initiative, priority has been given to identifying areas where there is genuine need for filling stations rather than simply existing land availability. Attention will especially focus on regions lacking filling stations within a 20-kilometer radius, as well as challenging terrains.

Decisions concerning the call for applications for these new locations will be made by the Ministry of Power and Energy in the near future.

According to The Sunday Times, the objective is to establish new filling stations only in locations that are strategically significant and commercially viable, based on technical and scientific evidence.
