 දිවයින පුරා රෝහල්වල අලුතින් පත්වීම් ලබන සීමාවාසික වෛද්‍යවරුන්ගේ සුබසාධනය සහ මූලික සේවා කොන්දේසි සම්බන්ධයෙන් මතුව ඇති බරපතල ගැටලුවක් පිළිබඳව සමස්ත ලංකා වෛද්‍ය නිලධාරීන්ගේ සංගමය (ACMOA) සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මහතාගේ කඩිනම් අවධානය යොමු කර සිටියි.

සෞඛ්‍ය අමාත්‍යාංශය විසින් මීට පෙර නිකුත් කරන ලද චක්‍රලේඛවල අන්තර් වාසික වෛද්‍යවරුන් සඳහා "නොමිලේ නවාතැන් පහසුකම් සැපයිය යුතු බවට" පැහැදිලිව සඳහන් කර තිබුණද, 2026 ජූලි මාසයේදී සෞඛ්‍ය සේවා අධ්‍යක්ෂ ජනරාල්වරයා විසින් නිකුත් කරන ලද පත්වීම් ලිපි මගින් එම වගන්තිය සම්පූර්ණයෙන්ම ඉවත් කර ඇති බව එම සංගමය පෙන්වා දෙයි.

පසුගිය වසර කිහිපය තුළ වෛද්‍ය උපාධිධාරීන්ගේ පත්වීම් ප්‍රමාද වීම හේතුවෙන්, වර්තමානයේදී කණ්ඩායම් කිහිපයක් එකවර සේවයට බඳවා ගැනීමට අමාත්‍යාංශය කටයුතු කරමින් සිටී.

එවැනි පසුබිමක, රජය විසින් ලබා දෙන නවාතැන් පහසුකම් අත්හිටුවීම හේතුවෙන් දුර බැහැර ප්‍රදේශවල සේවයට වාර්තා කරන සිය ගණනක් තරුණ වෛද්‍යවරුන් නවාතැන් නොමැතිව දැඩි අසීරුතාවයට පත්ව ඇති බව සංගමය අවධාරණය කරයි.

සීමාවාසික වෛද්‍යවරුන් පැය 24 පුරා ක්‍රියාත්මක දැඩි සේවා මුරවල නිරත විය යුතු බැවින්, රෝහල් ආසන්නයේ පෞද්ගලික නවාතැන් සොයා ගැනීමට සිදුවීම ඔවුන්ගේ ආරක්ෂාවට මෙන්ම හදිසි රෝගී සත්කාරක සේවාවන්ටද සෘජු බලපෑමක් එල්ල කරන බව එම ලිපියේ වැඩිදුරටත් සඳහන් වේ.

මෙම අර්බුදයට විසඳුම් ලෙස සමස්ත ලංකා වෛද්‍ය නිලධාරීන්ගේ සංගමය යෝජනා කිහිපයක් ඉදිරිපත් කර ඇත.

    1. ශික්ෂණ, දිස්ත්‍රික් සහ මූලික රෝහල්වල අධ්‍යක්ෂවරුන්ට තම ආයතන තුළ සීමාවාසික වෛද්‍යවරුන් සඳහා නවාතැන් පහසුකම් සැලසීමේ නිල වගකීම පැවරීම.

    2. රෝහල් සතු භාවිතයට නොගන්නා ඉඩකඩ ප්‍රයෝජනයට ගැනීම හෝ තාවකාලිකව ගොඩනැගිලි කුලියට ගෙන පහසුකම් සැලසීමට රෝහල් ප්‍රධානීන්ට බලය ලබා දීම.

    3. නවාතැන් පහසුකම් සැපයිය නොහැකි අවස්ථාවලදී, අදාළ වෛද්‍යවරුන් සඳහා අතුරු දීමනාවක් හෝ නිවාස දීමනාවක් ලබා දීම.

සීමාවාසික වෛද්‍යවරුන්ගේ සුබසාධනය තහවුරු කරමින් රෝගී සත්කාරක සේවාවන්හි ප්‍රමිතිය පවත්වාගෙන යාම සඳහා මෙම ගැටලුවට වහාම මැදිහත් වන ලෙස සමස්ත ලංකා වෛද්‍ය නිලධාරීන්ගේ සංගමයේ ප්‍රධාන ලේකම් වෛද්‍ය චින්තක හෙට්ටිආරච්චි මහතා අමාත්‍යවරයාගෙන් ඉල්ලා සිටියි. මෙම ලිපියේ පිටපත් සෞඛ්‍ය අමාත්‍යාංශයේ ලේකම්වරයා වෙත සහ සෞඛ්‍ය සේවා අධ්‍යක්ෂ ජනරාල්වරයා වෙත ද යොමු කර ඇත.

ACMOA Urges Immediate Action for Temporary Physicians’ Housing as Concerns Rise Over Service Conditions

The All Ceylon Medical Officers' Association (ACMOA) is calling on Health Minister Dr. Nalinda Jayatissa to address pressing issues regarding the accommodation and service conditions for newly appointed temporary medical practitioners across hospitals in the country.

Previously, the Ministry of Health had clearly mandated in issued circulars that “free accommodation facilities should be provided” for these physicians. However, the association has pointed out that this provision was entirely omitted in appointment letters issued by the Director General of Health Services in July 2026.

Due to delays in appointments for medical graduates over the past several years, the ministry is currently expediting the recruitment of multiple groups of doctors simultaneously.

In this context, the suspension of government-provided housing has placed many young doctors reporting to serve in remote areas in severe hardship, as emphasized by the ACMOA.

Permanent medical officers are required to be on call 24 hours a day. Consequently, the struggle to find private accommodation near hospitals directly impacts their safety and the quality of emergency medical services offered to patients.

To address this crisis, the ACMOA has proposed several solutions:

1. Assigning directors of training, district, and primary hospitals with the official responsibility to provide accommodation for temporary medical officials within their institutions.

2. Granting hospital heads the authority to utilize unused hospital spaces for temporary accommodation or to rent facilities as needed.

3. In instances where housing cannot be provided, offering a subsistence allowance or housing allowance to the relevant medical officers.

Dr. Chinthaka Hettiarachchi, the association's General Secretary, has implored the Minister to intervene urgently to ensure the well-being of temporary medical officers and maintain the standards of medical care services in the country. Copies of this correspondence have also been forwarded to the Secretary of the Ministry of Health and the Director General of Health Services.
