 රජය විසින් ක්‍රියාත්මක කිරීමට සැරසෙන ව්‍යවස්ථා සංශෝධනය සහ ජනමත විචාරණය, අධිකරණ පද්ධතියේ ස්වාධීනත්වය අඩාල කරමින් ජනාධිපතිවරයාගේ සහ පාර්ලිමේන්තුවේ කාලය දීර්ඝ කරගැනීම සඳහා දියත් කරන ව්‍යාජ උත්සාහයක් බව හිටපු අමාත්‍ය පාඨලී චම්පික රණවක මහතා චෝදනා කරයි.

මාධ්‍ය හමුවකදී අදහස් දක්වමින් ඒ මහතා කියා සිටියේ, 2028 වසරේ ණය ගෙවීමට ප්‍රථම ජනමත විචාරණයක් පවත්වා වත්මන් පාලන කාලය දීර්ඝ කරගැනීමට ආණ්ඩුව උත්සාහ කරන බවයි.

මෙහිදී තමන්ට හිතවත් විනිසුරුවරුන් පත්කර ගැනීම හෝ ඔවුන්ගේ සේවා කාලය දීර්ඝ කරගැනීම හරහා දේශපාලන අභියෝග ජය ගැනීමට රජය සැලසුම් කර ඇති බව ද ඔහු පෙන්වා දුන්නේය.

යුක්තිය මෙහෙයුම හරහා දසදහස් ගණනින් පිරිස් අත්අඩංගුවට ගැනීම හේතුවෙන් බන්ධනාගාර පද්ධතිය දැඩි අර්බුදයකට පත්ව ඇති බව රණවක මහතා මෙහිදී අවධාරණය කළේය.

"පුද්ගලයින් 800ක් සිටිය යුතු ස්ථානයක 4,000ක් පමණ රඳවා සිටිනවා. රිමාන්ඩ් බන්ධනාගාරය යනු දඬුවම් ලැබූවන් සිටින තැනක් නොවෙයි. නමුත් අද එහි සිටින පිරිසට නිදා ගැනීමටවත් ඉඩක් නැහැ. මෙය මිනිසුන් ප්‍රකෝප කරවන, පාතාලය මෙහෙයවන තැනක් බවට පත්වෙලා," යැයි ඔහු පැවසීය.

මත්ද්‍රව්‍ය වැරදි සම්බන්ධයෙන් ඇප ලබාගැනීමේදී පවතින නීතිමය බාධා සහ රජයේ රස පරීක්ෂක දෙපාර්තමේන්තුවේ පවතින දැඩි නඩු ප්‍රමාදය හේතුවෙන් සැකකරුවන් දීර්ඝ කාලයක් බන්ධනාගාර ගතව සිටීමට සිදුව ඇති බවත්, එම ගැටලුවලට විසඳුම් සෙවීමට රජය අපොහොසත් වී ඇති බවත් ඔහු සඳහන් කළේය. ඩිජිටල් අධිකරණ පද්ධතියක් ගැන කතා කළ ද තවමත් ක්‍රියාත්මක වන්නේ වසර සියයකට පෙර පැවති පැරණි ක්‍රමවේදයම බව ද ඔහු විවේචනය කළේය.

1977 වසරේ සිට ජේ.ආර්. ජයවර්ධන මහතා අනුගමනය කළ ක්‍රමවේදයටත් වඩා අන්ත ක්‍රමවේදයක් වත්මන් පාලනය විසින් අනුගමනය කරමින් සිටින බවත්, එහි ප්‍රතිඵල රටම අත්විඳ ඇති බවත් හිටපු අමාත්‍යවරයා සිහිපත් කළේය. මහර බන්ධනාගාර සිද්ධිය, කන්ටේනර් ජාවාරම්, ගල්අඟුරු වංචා සහ මහා භාණ්ඩාගාරයෙන් ඩොලර් මිලියන ගණනින් අතුරුදන් වීම වැනි සිදුවීම් සම්බන්ධයෙන් වගකිවයුත්තන්ට එරෙහිව නීතිය ක්‍රියාත්මක නොකර, දේශපාලන අරමුණු වෙනුවෙන් අධිකරණය සහ ව්‍යවස්ථාව භාවිත කිරීම බරපතළ තත්ත්වයක් බව ද ඔහු වැඩිදුරටත් ප්‍රකාශ කළේය.

Former Minister Accuses Government of Undermining Judiciary for Political Gains

Former Minister Patali Champika Ranawaka has raised serious allegations against the current administration, claiming that the proposed constitutional amendments and public referendums are deceptive maneuvers aimed at extending the President's term and undermining the independence of the judiciary.

Speaking at a media conference, Ranawaka asserted that the government is attempting to prolong its rule ahead of repayment deadlines in 2028 by holding a public referendum. He emphasized that the administration's strategies include appointing loyal judges or extending their tenures to navigate political challenges.

He pointed out that the ongoing operation to enhance justice has overwhelmed the prison system, with thousands being arrested. "In a facility meant for 800 individuals, there are approximately 4,000 detained. A remand prison is not a place for punishment; however, those currently incarcerated have no space to even lie down. This has turned into a place that incites public outrage and operates like an underground network," he stated.

Ranawaka also highlighted the prolonged detention of suspects due to existing legal impediments regarding bail for drug-related offenses and severe delays in the government analyst department. He criticized the administration for failing to address these issues. Despite discussions on a digital judicial system, he lamented that it still relies on outdated practices from over a century ago.

He recalled that the current government's methods are far more extreme than those used by former President J.R. Jayewardene since 1977, resulting in widespread repercussions across the nation. Ranawaka pointed to instances such as the Mahara prison incident, container smuggling, coal fraud, and the disappearance of millions of dollars from the treasury, alleging that the authorities have failed to pursue legal action against those responsible, instead utilizing the judiciary for political purposes, which he deemed a grave situation.
