වෛද්ය කාණ්ඩ අතර අනවශ්ය ගැටුම් නිර්මාණය කරමින්, මෙරට නිදහස් සෞඛ්ය පද්ධතිය දේශපාලන වුවමනාවන් මත අගාධයට ඇද දැමීමට රජය දරන උත්සාහයට එරෙහිව දැඩි වෘත්තීය සමිති ක්රියාමාර්ගවලට අවතීර්ණ වන බව රජයේ වෛද්ය නිලධාරීන්ගේ සංගමය (GMOA) අනතුරු අඟවයි.
එම සංගමය විසින් නිකුත් කරන ලද විශේෂ මාධ්ය නිවේදනයක මේ බව සඳහන් වේ.
මාධ්ය නිවේදනයයි
වෛද්ය කාණ්ඩ අතර ගැටුම් ඇති කරමින් වෛද්ය සේවාව හා නිදහස් සෞඛ්ය පද්ධතිය අර්බුදයකට රැගෙන යාමේ දේශපාලන න්යාය පත්රයන්ට එරෙහි රජයේ වෛද්ය නිලධාරින්ගේ සංගමයෙහි ඉදිරි ක්රියාමාර්ග
ශ්රී ලාංකීය නිදහස් සෞඛ්ය සේවාව ජාත්යන්තර ප්රමිතියෙන් යුක්තව පවත්වා ගැනීමෙහි ලා තීරණාත්මක කාර්යභාරය සිදුකරනුයේ විශේෂඥ වෛද්යවරුන් ඇතුළු සමස්ත වෛද්ය ප්රජාවයි.
එහිදී ගුණාත්මක රෝගී සත්කාර සේවාවක් අඛණ්ඩව සැපයීමේලා සියලු කාණ්ඩවල වෛද්යවරුන් අතර සමගිය, කණ්ඩායම් හැඟීම පැවතීම මෙන්ම පද්ධතිය තුළ අභ්යන්තර ස්ථායීතාවය ආරක්ෂා කිරිමද අත්යාව්යය වේ.
පසුගිය කාලයේදි රට තුළ ඇති වූ ආර්ථික, සමාජ සහ දේශපාලනික අස්ථාවරභාවය හේතුවෙන් විශේෂඥ වෛද්යවරුන් ද ඇතුළුව සියලුම වෛද්යවරුන් ශ්රී ලංකාව තුළ රඳවා ගැනීම දැඩි අර්බුදකාරී තත්ත්වයකට පත් විය.
එම ගැටළුවට විසඳුම් සෙවීම සඳහා එවකට සෞඛ්ය අමාත්යාංශය සහ රජයේ වෛද්ය නිලධාරීන්ගේ සංගමයද ඇතුළු පාර්ශවකරුවන් ඇතුලත් කොට පත් කරන ලද විශේෂ කමිටුවේ ඒ්කමතික එකඟතාවය වූයේ විශේෂඥ වෛද්යවරුන්ද ඇතුළුව සියලු වෛද්ය කාණ්ඩ රට තුළ රඳවා ගැනීමට ශ්රී ලංකා වෛද්ය සේවය නමින් සුවිශේෂී සේවා කාණ්ඩයක් සහ වැටුප් ව්යුහයක් ස්ථාපිත කිරීමයි.
මේ පිළිබඳව වර්තමාන ජනාධිපතිවරයා සහ සෞඛ්ය අමාත්යවරයා සමග අදාල සියලු පාර්ශවයන් විසින් සිදුකරන ලද සාකච්ඡා වල ප්රතිඵලයක් ලෙස 2026 අය වැය තෙවනවර කියවීමේ සෞඛ්ය අමාත්යාංශ වැය ශීර්ෂ වාර්ථාවේදී, විශේෂඥ වෛද්යවරුන් ඇතුළු සියලුම වෛද්යවරුන් රට තුළ රඳවා ගනිමින් ජනතාවට වඩාත් ගුණාත්මක සෞඛ්ය සේවයක් ලබා දෙන අරමුණින්, ශ්රී ලංකා වෛද්ය සේවය නමින් සියලුම වෛද්ය කාණ්ඩ අන්තර්ගත වූ වෙනම සේවා කාණ්ඩයක් ස්ථාපිත කරන බවට සහතික කරන ලදී.
නමුත් විශේෂඥ වෛද්යවරුන් හා අනෙකුත් වෛද්ය කාණ්ඩ අතර බෙදීමක් ඇති කිරීමේ දේශපාලනික කොන්ත්රාත්තුවකට එකඟ වෙමින්, විශේෂඥ වෛද්යවරුන්ගේත් අනෙකුත් වෛද්ය කාණ්ඩවලත් වරප්රසාද දිනා ගනිමින් ඔවුන් රට තුළ රඳවා ගැනීම වෙනුවට වෛද්ය කාණ්ඩ අතර ගැටුමක් නිර්මාණය කරමින්, වෛද්ය සේවාවත්, සමස්ථ සෞඛ්ය සේවයත් විනාශ කිරීමේ කුමන්ත්රණයකට මුල පුරමින්, විශේෂඥ වෛද්යවරුන් නියෝජනය කරන බව පවසන විශේෂඥ වෛද්යවරුන්ගේ සංගමය විසින් විශේෂඥ වෛද්යවරුන් සඳහා පමණක් සේවා කාණ්ඩයක් අවශ්යය යන මතය සමාජගත කිරීමේ ප්රතිඵලයක් ලෙස ඒ සම්බන්ධයෙන් ගන්නා ලද කැබිනට් තීරණයක් අනුව කමිටුවක් පත් කරන ලදී.
ශ්රී ලංකාවේ නිදහස් සෞඛ්ය සේවාවට සිදුවිය හැකි හානිය මෙන්ම රෝගී සත්කාර සේවාවට සිදුවිය හැකි හානිය සැලකිල්ලට ගෙන එක් වෛද්ය කාණ්ඩයක් සඳහා වෙනම සේවා ව්යවස්ථාවක් ස්ථාපිත කිරීමේ යෝජනාවට අප එකඟ නොවූ අතර, ඒ සම්බන්ධයෙන් අපගේ වාචික මෙන්ම ලිඛිත අදහස් හා යෝජනාද අදාළ කමිටුව වෙත ඉදිරිපත් කරන ලදී.
එසේ තිබියදී “ විශේෂඥ වෛද්යවරුන් සඳහා පමණක්” වන සේවා කාණ්ඩයක් හඳුනා ගනිමින් ඒ සඳහා නව සේවා ව්යවස්ථාවක් සකස් කිරීම සඳහා සෞඛ්ය අමාත්යාංශයේ ලේකම්වරයාගේ සභාපතීත්වයෙන් යුතු කමිටුවක් පත් කරන බව 2026.08.25 වන දින කැබිනට් තීරණ දැනුවත් කිරිමේ මාධ්ය සාකච්ඡාවේදී ප්රකාශයට පත්විය.
නමුත් එවැනි තීරණයක් ගැනීම සඳහා පාදක වූ අදාළ කමිටු වාර්තාවේ පිටපතක් ලබා දෙන ලෙස අප විසින් අදාළ බලධාරීන්ගෙන් කිහිප විටක් ඉල්ලූම් කළත්, වෛද්යවරුන්ගේ ප්රධානතම වෘත්තිය සංගමය වන අප වෙත එය මෙතෙක් ලබාදී නොමැති අතර තොරතුරු දැන ගැනීමේ පනත හරහා අප විසින් කළ ඉල්ලීමටද මේ වන තෙක් කිසිදු ප්රතිචාරයක් ලැබී නැත.
එබැවින්, මෙම සමස්ත ක්රියාවලිය විනිවිදභාවයකින් තොරව සහ ප්රජාතන්ත්රවාදී මූලධර්මවලට අනුකූල නොවන ආකාරයෙන් සිදු කර ඇති බව පැහැදිලිය.
විශේෂඥ වෛද්යවරුන්ගේ මෙන්ම අනෙකුත් වෛද්ය කාණ්ඩවලද අයිතිවාසිකම් හා වරප්රසාද ආරක්ෂා කර ගනිමින් කටයුතු කිරීම සඳහා සියලුම කාණ්ඩවල වෛද්යවරුන්ගේ මෙන්ම සෞඛ්ය අමාත්යාංශයේ ද එකඟතාවය සහිත ශ්රී ලංකා වෛද්ය සේවය පිහිටුවීම මඟින් සමස්ථ වෛද්යව ප්රජාවේ ගැටලු විසඳීමටත්, ඔවුන් රට තුළ රඳවා ගනිමින් සෞඛ්ය සේවාව ශක්තිමත් කිරීමටත් අවශ්ය මූලික පදනම සකස් කර තිබියදී දේශපාලනික න්යාය පත්රයන්ට නතු වූ පිරිසකගේ කුමන්ත්රණයක් හරහා වෛද්ය කාණ්ඩ බෙදා වෙන් කිරීමටත්, කාණ්ඩ අතර ගැටුම් ඇති කිරීමටත්, ඒ හරහා සියලුම වෛද්යවරුන්ගේ අයිතිවාසිකම් හා වරප්රසාද කප්පාදු කිරීමටත්, ගෙනයන මෙම වැඩපිළිවෙළ සම්බන්ධව 2026.08.26 දින පැවති රජයේ වෛද්ය නිලධාරින්ගේ සංගමයේ හදිසි විධායක කමිටු රැස්වීමේදී දීර්ඝ වශයෙන් සාකච්ඡා විය.
ඒ අනුව මේ සම්බන්ධයෙන් ඉදිරි ක්රියාමාර්ග පිළිබඳව සුදුසු තීරණ ගැනීම සඳහා සංගමයේ පළාත් සහ දිස්ත්රික් සම්බන්ධීකාරකවරුන්ගේ හදිසි රැස්වීමක් 2026.08.28 වන දින පැවැත්වුනු අතර, රජයේ වෛද්ය නිලධාරීන්ගේ සංගමයේ විශේෂඥ වෛද්යවරුන්ගේ අනු කමිටුවේ හදිසි රැස්වීමක් 2026.08.31 දින පැවැත්වීමටත් ඉන් අනතුරුව හදිසි මධ්යම කාරක සභා රැස්වීමක් කැඳවීමටත් තීරණය කරන ලදී.
වෛද්යවරුන්ගේ අයිතිවාසිකම් ලබා දෙමින් ඔවුන් රට තුළ රඳවා ගැනීමටත් ඒ හරහා රටේ සෞඛ්ය සේවාව ඉහළ නැංවීමත් වෙනුවට වෛද්යවරුන් කාණ්ඩ ලෙස බෙදා වෙන්කරමින් සිදු කරන කුමන්ත්රණ පැරදවීමටත්, සියලුම වෛද්යවරුන්ගේ අයිතිවාසිකම් හා වරප්රසාද ආරක්ෂා කර ගනිමින් එකමුතුව, කණ්ඩායම් හැඟීමෙන් යුතුව එකිනෙකාට ගෞරවාන්විත සේවය කළ හැකි "ශ්රී ලංකා වෛද්ය සේවය" බිහිකිරීම සඳහා ගත යුතු ඉදිරි තීරණාත්මක ක්රියාමාර්ග මෙහිදී සාකච්ඡාවට ගැනෙනු ඇත.
GMOA Raises Alarm Over Political Maneuvering Threatening Sri Lanka's Free Healthcare System
The Government Medical Officers' Association (GMOA) has issued a warning against attempts by the government to undermine the country's free healthcare system through unnecessary conflicts among medical factions spurred by political motivations.
In a special media statement, the association emphasized the critical role of the entire medical community, including specialist doctors, in maintaining Sri Lanka's healthcare services at international standards.
The GMOA highlighted the importance of ensuring continuous, quality patient care while fostering unity and stability within the medical sector in response to the economic, social, and political turmoil that has recently plagued the country.
Recent instability has placed all doctors, including specialists, in a precarious position, making it difficult for them to remain in Sri Lanka. A consensus reached by various stakeholders, including the Ministry of Health and the GMOA, aims to establish a distinct service category and salary structure within the Sri Lankan medical service to retain all medical professionals.
This decision was confirmed during discussions involving the current President and the Minister of Health, aiming to provide high-quality healthcare services through a separate service category that encompasses all medical groups as part of the Health Ministry’s budget proposal for 2026.
However, divisions between specialist doctors and other medical groups, influenced by political contracts, threaten to create conflict instead of collaboration. The association representing specialists has called for a separate service category solely for them, resulting in a cabinet decision to form a committee on this matter.
Considering the potential harm to the free healthcare system and patient care, the GMOA has firmly opposed establishing a separate service structure for just one medical group. They have submitted both verbal and written suggestions to the committee regarding their stance on this issue.
As discussions progressed, a cabinet statement on August 25, 2026, indicated the formation of a committee under the leadership of the Health Ministry's Secretary to draft a new service structure specifically for specialists.
Despite multiple requests for a copy of the relevant committee report underpinning this decision, the GMOA, as the primary professional association for doctors, has yet to receive it. There has also been no response to their inquiries made under the Right to Information Act.
This entire process has been conducted without transparency and disregards democratic principles, raising concerns among medical professionals about their rights and privileges.
The establishment of the "Sri Lanka Medical Service," with agreement from doctors across all groups and the Ministry of Health, aims to resolve issues within the medical community and enhance the healthcare system while ensuring the rights and benefits of all doctors are protected. The GMOA discussed this at a recent emergency meeting amid fears of political schemes that could divide medical groups and undermine their collective rights.
To decide on future actions, urgent meetings of provincial and district coordinators of the GMOA took place on August 28, followed by a meeting of the committee representing specialist doctors scheduled for August 31.
The GMOA aims to promote unity among doctors while safeguarding their rights and benefits, rather than allowing themselves to be separated into factions. They plan to strategize for the establishment of a collaborative "Sri Lanka Medical Service," which aligns with their goals to enhance the country’s healthcare services.
