දිය ඇල්ලක් තනි පුද්ගලයෙක් බලෙන් අල්ලගෙන..

 පස්බාගේ කෝරළේ ප්‍රාදේශීය සංවර්ධන කමිටුව කෘෂිකර්ම අමාත්‍ය කේ.ඩී. ලාල්කාන්ත, පස්භාගේ කෝරළයේ සංවර්ධන කමිටු සභාපතිනි පා.ම.තුෂාරි ජයසිංහ යන අයගේ ප්‍රධානත්වයෙන් නාවලපිටිය ප්‍රාදේශීය ලේකම් ශ්‍රවණාගාරයේදී පැවැත්විණි. 

මෙහිදී පස්බාගේ කෝරලේ ප්‍රාදේශීය සභාවේ සභාපති මංජුලෙ කරුණාරත්න මහතා විසින් හඟරන්ඔය දිය ඇල්ල, එහි රක්ෂිත ප්‍රදේශය, එය නැරඹීම සඳහා ළඟා විය හැකි මාර්ගය පිළිබඳ ගැටලුව සම්බන්ධීකරණ කමිටුවට ඉදිරිපත් කරන ලදී.

එසේම පස් බාගේ කෝරළේ ප්‍රාදේශීය සභාව අඩු ආදායම්ලාභී ප්‍රාදේශීය සභාවක් ලෙස නම්කර ඇති අතර, එයට ආදායම් උත්පාදන ව්‍යාපෘතියක් ලෙස සංචාරක කර්මාන්තය ප්‍රවර්ධනයට තට්ටු පහකින් යුත් මෙම දිය ඇල්ල හා ආශ්‍රිත ප්‍රදේශය යොදා ගැනීමට ව්‍යාපෘතියක් සකස් කර ඇතිමුත් දීර්ඝකාලීනව මෙම ප්‍රදේශයේ එක් පුද්ගලයකු විසින් භුක්ති විඳිමින් රාජ්‍ය නිලධාරීන්ට සහ සියලු පාර්ශව වලට එයට ඇතුළු වීම බාධා කරමින් අනවසරයෙන් රැඳී සිටින බවත්, මේ සඳහා කඩිනම් විසදුමක්  ලබා දෙන ලෙස කෘෂිකර්ම අමාත්‍ය ලාල් කාන්ත මහතාගෙන් ඉල්ලා සිටියහ.

මෙහිදී අදහස් දැක්වූ පස්බාගේ කෝරළේ ප්‍රාදේශීය ලේකම්  රම්‍යා  ජයසුන්දර මහත්මිය ප්‍රකාශ කර සිටියේ හඟරන්ඔය දිය ඇල්ල ප්‍රදේශයේ ඇති තට්ටු පහකින් සමන්විත සුන්දරත්වයෙන් අනූන දිය ඇල්ලක් බවත්, එහෙත් එහි සුන්දරත්වය විඳගැනීමට හෝ කිසිදු සංවර්ධන කටයුත්තක් සිදු කර ගැනීමට නොහැකිව එක් පුද්ගලයෙකුගේ තනි අයිතියට බලහත්කාරයෙන් යටත්ව සැඟවී තිබෙන බවයි.

මේ පිළිබඳ වැඩිදුර සාකච්ඡාවේදී ජනතා වතු සංවර්ධන මණ්ඩලය වෙනුවෙන් කමිටුවට  සහභාගි වූ නිලධාරිනිය හා පස්බාගේ කෝරලයේ ප්‍රාදේශීය ලේකම් කාර්යාලයේ ඉඩම් අත්පත් කර ගැනීමේ නිලධාරිවරයාගේ වැඩිදුරු පැහැදිලි කිරීම් හමුවේ ප්‍රශ්නගත දිය ඇල්ල අසල ආශ්‍රිත ප්‍රදේශය සඳහා ලබා දී තිබූ බදුගිවිසුම් 2016 වන විට අවසන්ව ඇති බවත්, එසේ ලබාදී තිබී ඇත්තේ පර්චස් 20ක් වැනි කුඩා භූමි ප්‍රමාණයක් බවත්, අනාවරණය විය.

එසේම මෙම දියඇල්ල හා ඒ ආශ්‍රිත රක්ෂිතයට ඇතුළු වීමට එහි අනවසර පදිංචිකරු අවස්ථාවක් ලබා නොදී දිගින් දිගටම බාධා කරන බවත්, නාවලපිටිය පොලිසිය සමඟ පසුගිය මාසයේ ඇතුළු වීමට උත්සාහ කිරීමේදී එයටද දැඩි ලෙස බාධා කර ඇති බවයි. 

එසේ අනවසරයෙන් මෙම ඉඩම් භුක්ති විඳින අතරම මේ පිළිබඳ කටයුතු කරන ප්‍රාදේශීය ලේකම්තුමිය ඇතුළු තම කාර්යාලයේ නිලධාරීන්ට මෙන්ම දිස්ත්‍රික් සංවර්ධන කමිටු  සභාපති පාර්ලිමේන්තු මන්ත්‍රිණි තුෂාරි ජයසිංහ මහත්මියටත් සමාජ මාධ්‍ය ඔස්සේ නිරන්තරයෙන් අසත්‍ය ද්වේෂ සහගත ප්‍රකාශ සිදු කරන බවත්ය.

මෙහිදී පාර්ලිමේන්තු මන්ත්‍රණී තුෂාරි ජයසිංහ විමසා සිටියේ කල් ඉකුත් වූ බදු ගිවිසුමේ සඳහන් පර්චස් 20 සහ එහි පවතින වතු බංගලාව අදාළ පුද්ගලයා  තවදුරටත් භුක්ති විඳින  බවට නිශ්චිත පිළිතුරක් ලබා දිය හැකිද යන්නයි.

එහිදී ඉඩම් අත්පත් කර ගැනීමේ නිලධාරියාගේ පිළිතුර වූයේ වතු බංගලාව සහ ඒ ආශ්‍රිත අක්කර හතරකට වැඩි ප්‍රමාණයක් අනවසර පදිංචිකරු භාවිතා කරන බවයි.

පස්බාගේ ප්‍රාදේශීය ලේකම්තුමිය ප්‍රකාශ කර සිටියේ අනවසරයෙන් භාවිතා කරන ඉඩම් ප්‍රමාණය නිශ්චිතව ගණනය කිරීමට හෝ අදාළ අනවසර පදිංචිකරුවා එයට ඇතුළු වීමට  අවස්ථාවක් ලබා නොදෙන බවත්ය.

කෘෂිකර්ම අමාත්‍ය ලාල් කාන්ත,  සංවර්ධන කමිටු සභාපතිනි පාර්ලිමේන්තු මන්ත්‍රණී තුෂාරි ජයසිංහ හා පස්බාගේ ප්‍රාදේශීය ලේකම් විසින් සංවර්ධන කමිටු තීරණයක් ලෙස ප්‍රශ්නගත දිය ඇල්ල හා එයට ආසන්නයේ ඇති  රක්ෂිත ප්‍රදේශයේ කිසිදු පාර්ශ්වයකට  බදු දීමෙන් වළකින ලෙස ජනතා වතු සංවර්ධන මණ්ඩලයට දැනුම් දුන් අතර නාගරික සංවර්ධන අධිකාරිය යටතට මෙය පවරාගෙන සංචාරක පුරවරයක් ලෙස සංවර්ධනය කිරීමේ හැකියාව පිළිබඳ සොයා බැලීමට නිර්දේශ විය.

Concerns Rise Over Unauthorized Occupation of Scenic Hagarana Waterfall in Passbaga Korale

In a recent meeting chaired by Minister of Agriculture K.D. Lal Kantha and Passbaga Korale Development Committee Chairperson P.M. Thushari Jayasinghe, the local governance issues surrounding the Hagarana Waterfall were addressed at the Navilipitiya Divisional Secretariat.

Manjula Karunarathne, the Chairman of the Passbaga Korale Pradeshiya Sabha, brought to light the ongoing challenges regarding access to the stunning Hagarana Waterfall and its protected zones. The committee was informed about the critical route planning for visitors wanting to enjoy the natural beauty of this site.

Despite being officially designated as a low-income local authority, the Passbaga Korale Pradeshiya Sabha has been proactive in promoting the tourism sector as a potential income-generating project. A development initiative is under consideration to utilize the waterfall and its surrounding areas, incorporating them into eco-tourism strategies. However, a significant barrier exists in the form of an individual illegally occupying the land, thus hindering government officials and stakeholders from engaging in development activities.

Ramyajaya Sundara, the local Divisional Secretary, described the waterfall as an exceptionally picturesque site, characterized by a series of cascading falls. Unfortunately, its splendid vistas remain largely inaccessible due to the monopolization of this public resource by one person.

During further deliberations, officials from the People's Estate Development Board confirmed that the lease agreements concerning the disputed area adjacent to the waterfall had expired in 2016, and these were granted for a mere 20 perches of land. This revelation raised questions about the extent of unauthorized habitation in the vicinity, with reports indicating that local police had experienced challenges when attempting to access the area for investigations in recent months.

Notably, ongoing illegal occupation has continued to impede access to this vital area, with the occupier reportedly making unsubstantiated claims against officials, including the local Divisional Secretary and the Parliamentarian Thushari Jayasinghe, through social media.

Minister Thushari Jayasinghe inquired about the situation involving the previously mentioned 20 perches and the status of the existing bungalow on the land. Responses from the land acquisition officer indicated that more than four acres were presently under the control of the unauthorized resident.

It became clear that efforts to quantify the illegally occupied land faced obstacles, as the resident continues to block any attempts for authorities to assess the situation accurately.

In response to these issues, Minister Lal Kantha, along with the chairperson and local Divisional Secretary, emphasized a decision to prohibit any parties from leasing the waterfall and adjacent protected areas to ensure the site's preservation. They have also proposed investigating the possibility of designating the area as a tourism hub under the Urban Development Authority.

These developments raise significant concerns regarding environmental conservation and local governance, as the picturesque Hagarana Waterfall continues to be overshadowed by unauthorized encroachments.
