කොන්ක්රීට් ගොඩනැගිලි ඉදිකිරීමෙන් පමණක් ජනතාවගේ ජීවිත ලස්සන කළ නොහැකි බවත්, නගරයක් එහි ජීවත්වන මිනිසුන් මෙන්ම සතුන් ඇතුළු සියලු දෙනාටම ආරක්ෂාව සහ අයිතිය හිමි ස්ථානයක් විය යුතු බවත් අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය අවධාරණය කළාය.
"පොහොසත් රටක් - ලස්සන ජීවිතයක්" ප්රතිපත්තියට අනුව ඉදිරිපත් කළ "නගර සංවර්ධනයට නව ප්රවේශයක්" යන අයවැය යෝජනාවට සමගාමීව ක්රියාත්මක වන "Life Cities" (ජීවන නගර) සංවර්ධන වැඩසටහනේ නිල සමාරම්භක උත්සවය අමතමින් කොළඹදී අග්රාමාත්යතුමිය මේ බව සඳහන් කළාය.
ජීවන නගර සංවර්ධන වැඩසටහනේ ව්යාපෘති සැලැස්ම, විෂයභාර අමාත්ය බිමල් රත්නායක සහ නියෝජ්ය අමාත්ය එරංග ගුණසේකර යන මහත්වරුන් විසින් මෙහිදී අග්රාමාත්යතුමිය වෙත පිළිගැන්වීය.
අනතුරුව පළමු අදියර යටතේ සංවර්ධනය කෙරෙන මාතර, මඩකළපුව, මාතලේ, වව්නියාව, බදුල්ල, යාපනය, හලාවත, හැටන්, තලාව සහ ඇහැලියගොඩ යන නගරවල පළාත් පාලන නියෝජිතයින් වෙත එම ව්යාපෘති සැලැස්ම ලබා දෙන ලදී.
මෙහිදී වැඩිදුරටත් අදහස් දැක්වූ අග්රාමාත්ය ආචාර්ය හරිනි අමරසූරිය,
අද මාධ්ය තුළත් ජනතාව අතරත් ප්රවාහන අමාත්යාංශය ප්රධාන මාතෘකාවක් බවට පත්ව තිබෙනවා. ඒ, ප්රවාහන අමාත්යාංශය මගින් ප්රායෝගික සහ ජනතාවට වඩාත් සංවේදී ව්යාපෘති ක්රියාත්මක කිරීමත් සමඟයි. 'Life Cities' කියන්නෙත් ඒ වගේ ව්යාපෘතියක්.
කොන්ක්රීට් ගොඩනැගිලි හැදූ පලියට විතරක් මිනිසුන්ගේ ජීවිත ලස්සන වෙන්නේ නැහැ. කොළඹ දිස්ත්රික්කය ඊට හොඳම උදාහරණයයි. අපේ රටේ නගර ව්යාප්ත වුණේ නිවැරදි ක්රමවේදයකට නෙමෙයි, ඉතාම අවිධිමත් විදිහටයි.
ශ්රී ලංකාවේ ජනගහනයෙන් 44.5%ක් ජීවත් වෙන්නේ මේ අවිධිමත් ස්ථානවලයි. මේවා විධිමත් කරන්න කියලා යම් යම් කාලවලදී විවිධ ක්රියාමාර්ග ගත්තා. නගර ලස්සන කරන්න ඇතැම් පිරිස් නගරයෙන් ඉවත් කළා. ඒකේ ඵලවිපාක අපි අදටත් විඳිනවා. සම්ප්රදායික ගම සහ නගරය ගැන කතා කරනකොට නගරය හරිම සංකීර්ණයි, විවිධාකාරයි. නමුත් නගරය අයිති එක කොටසකට විතරයි කියන පදනමේ ඉදලා සංවර්ධනය කිරීම ඉතාම වැරදියි. නගරය සියලු දෙනාටම අයිතියි.
'Life Cities' ව්යාපෘතිය සඳහා නගර තෝරාගැනීමේදී ඉතාම විනිවිදභාවයෙන් යුත් ලකුණු දීමේ ක්රමවේදයක් භාවිත කිරීම ඉතාම වැදගත්. සෑම නගරයකටම අනන්යතාවක් තියෙනවා; ඒ අනන්යතාව අර්ථකථනය කරලා කටයුතු කළ යුතුයි. සේවාවන් සඳහා තියෙන ප්රවේශ අවස්ථා වගේම ඒවායේ ගුණාත්මකභාවය ගැනත් අපි අවධානය යොමු කළ යුතුයි. ඒ වගේම නගරය කියන්නේ කොන්ක්රීට් වනාන්තරයක් නෙමෙයි කියන එකත් අපි මතකයේ තියාගත යුතුයි. නගරයක ජීවත්වන මිනිසුන් වගේම සතුන් පවා ඒ නගරයේ කොටස්කරුවන්. ඒ සියලු දෙනාටම ආරක්ෂාව තියෙන නගරයක් අපි නිර්මාණය කළ යුතුයි. ජනතාව ගැන හිතන්නේ නැතුව නගර දියුණු කරන්න බැහැ.
ජීවන නගර සංවර්ධන ව්යාපෘතිය මගින් ඒ සියල්ල කෙරෙහි අවධානය යොමු කරනු ඇතැයි විශ්වාස කරන බවද අග්රාමාත්යතුමිය පැවසුවාය.

"පළාත්වල නායකත්වය දරන ඇමතිවරුන්, ආණ්ඩුකාරවරුන් වගේම බලයක් තියෙන අයටතමයි නගර සංවර්ධනය කරන්න පහසුම වෙන්නේ. සමහර නගරවල ආත්මය පාසල වෙන්න පුළුවන්, නැත්නම් වෙනත් ස්ථානයක් වෙන්න පුළුවන්. ඒ නිසා නාගරික සංවර්ධනය නිවැරදි අවබෝධයකින් කළ යුතු දෙයක්. නිර්මාණය කරන හැම ස්ථානයක්ම ජනතාවට යහපත් තැනක් බවට පත් කරන්න අවශ්යයි. අපි රජයක් විදිහට ජනතාව ගැනත් රට ගැනත් හිතන විදිහ අපේ වැඩසටහනේ ලාංඡනයෙන්ම පැහැදිලියි. නගරය කියන්නේ ගොඩනැගිලි විතරක් නෙමෙයි කියන සාරය ඒ තුළ තිබෙනවා.
සැනසිල්ලේ ඉන්න පුළුවන් තැනක් ලෙස ආරම්භයේදී හඳුන්වා දුන් නගරයේ අද තත්ත්වය වෙනස්. ඒ නිසා නගරයට ආවේණික අනන්යතාවක් තිබිය යුතුයි. ඒ සඳහා අවශ්ය සහාය දෙන්න පුළුවන් ඒ නගර සභාවට සහ පළාත් සභාවටයි. අපි නගර 10ක් මුලින්ම තෝරාගත්තා. ඒ නගර තුළ ජනතාවට ජීවත් වෙන්න සුදුසු, ජනතා කේන්ද්රීය, තිරසාර සංවර්ධනයක් අපි සිදු කරනවා. දිවයින පුරා නගර 26ක් ඒ ආකාරයට සංවර්ධනය කරන්න අපි රුපියල් බිලියන 65ක ප්රතිපාදන වෙන් කර තිබෙනවා.
මේ සැලසුම් සියල්ල සකස් කර තිබෙන්නේ අපේ 'පොහොසත් රටක් - ලස්සන ජීවිතයක්' යන ප්රතිපත්තියට අනුකූලවයි. ඒ වගේම අපි මේවා කතාවට විතරක් නෙමෙයි, ක්රියාවෙන්ම කරනවා කියන විශ්වාසය ජනතාව තුළ ඇති විය යුතුයි. නගරාධිපතිවරුන් ඒ විශ්වාසය ආරක්ෂා කළ යුතුයි. ප්රතිපාදන අපි වෙන් කර තිබෙනවා. හෙට සිට වැඩ ආරම්භ කරන්න; නගරාධිපතිවරුන් පෙන්වන ප්රගතිය අනුව ඉදිරි වැඩවලට ප්රතිපාදන වෙන් කරනවා.
මෙම අවස්ථාවට පළාත් ආණ්ඩුකාරවරුන්, බුද්ධශාසන, ආගමික හා සංස්කෘතික කටයුතු අමාත්ය හිනිදුම සුනිල් සෙනෙවි, නිවාස, ඉදිකිරීම් සහ ජල සම්පාදන අමාත්ය සුසිල් රණසිංහ, ධිවර අමාත්ය රාමලිංගම් චන්ද්රසේකර්, නාගරික සංවර්ධන නියෝජ්ය අමාත්ය එරංග ගුණසේකර, අමාත්යාංශ ලේකම්වරුන්, නාගරික සංවර්ධන අධිකාරියේ සභාපතිතුමා, පාලක හා රේඛීය ආයතනවල නිලධාරීන් සහ පළාත් පාලන නියෝජිතයින් ඇතුළු පිරිසක් සහභාගී වූහ.

Prime Minister Highlights Importance of Inclusive Urban Development in Colombo
Emphasizing the need for more than just concrete structures to enhance the quality of life, Prime Minister Dr. Harini Amarasuriya stated that cities must serve as safe spaces for all residents, encompassing both humans and animals. This call came during the official launch of the "Life Cities" development program, part of the government's "Rich Nation - Beautiful Life" policy, aimed at innovating urban development.
Addressing the launch in Colombo, the Prime Minister underscored that a truly beautiful life cannot be achieved solely through the construction of buildings. The "Life Cities" initiative promotes a fresh approach to urban planning in conjunction with a proposed budget plan designed to elevate municipal living conditions.
The project plan for the Life Cities initiative was presented to the Prime Minister by Minister of Transport Bimal Ratnayake and Deputy Minister Erang Gunasekara. Following the discussions, representatives from local authorities in cities such as Matara, Madakaleppuwa, Matale, Vavuniya, Badulla, Jaffna, Halawatha, Hatton, Talawa, and Ahaliyagoda received project outlines as part of the program's initial phase.
Dr. Amarasuriya further elaborated that the Ministry of Transport has become a significant topic in media discussions, largely because of its commitment to implementing practical and sensitive projects that resonate with the public. The Life Cities project is envisioned to be one of these crucial initiatives.
Highlighting the disorganization in urban expansion, she noted the Colombo district as a testament to the chaotic development that has characterized Sri Lankan cities. Today, 44.5% of the population lives in poorly organized areas. In the past, some populations were displaced in attempts to beautify cities, a consequence that still reverberates today. Urban environments are complex and diverse, and development should never proceed from a standpoint that excludes significant portions of the population.
Every city should maintain its unique identity, and it is critical that a transparent scoring system governs the selection of locations for urban projects. Focus should also be placed on access to quality services. It’s vital to remember that a city is not merely a concrete jungle; both residents and animals are stakeholders in urban spaces, warranting a secure and inclusive environment.
The Prime Minister expressed her confidence that the Life Cities project will channel attention to these essential elements of urban living.
Minister Bimal Ratnayake added that urban development is best driven by those in leadership positions across provinces and local governance. He noted that each urban area possesses a spirit of its own that can be reflected in its development strategies, ensuring that all spaces created contribute positively to community wellbeing. The government’s intent to prioritize public interests and the environment is evident in the initiative's core principles.
Initially introduced as a place of comfort, the current conditions of cities must adapt to provide a distinct identity. He made clear that local councils and provincial councils should provide necessary support to achieve this goal. Ten cities have been shortlisted for demonstrative sustainable and people-centered development; nationwide, plans are in place to enhance 26 cities with a provision of 65 billion rupees.
All plans crafted align with the “Rich Nation - Beautiful Life” framework. The government’s commitment to fulfilling these goals is paramount, and trust in this pact should be reinforced by mayors. Budgets have been allocated, and work is scheduled to commence as soon as the operational progress is shown by local leaders.
The event was well-attended by provincial governors, Minister of Buddha Sasana, Religious and Cultural Affairs Hiniduma Sunil Senewiratne, Minister of Housing, Construction and Water Supply Susil Ranasinghe, Minister of Fisheries Ramalingam Chandrasekaran, Deputy Minister of Urban Development Erang Gunasekara, and various officials from governmental departments and municipal authorities.
This comprehensive approach to urban revitalization underscores an urgent commitment to better living conditions for all Sri Lankans and reflects a vision for urban spaces as integral parts of community life.

අතුරුදහන් කිරීමට ලක් වූවන් පිළිබඳ ගැටලුව විසඳීම සඳහා ශ්රී ලංකාවේ ආණ්ඩු විසින් විවිධ ජනාධිපති කොමිෂන් සභා සහ යාන්ත්රණ ස්ථාපිත කරන ලදි. ඒවා අතර උගත් පාඩම් හා ප්රතිසංධාන කොමිෂන් සභාව, පරණගම කොමිෂන් සභාව මෙන්ම අවසානයේ අතුරුදහන් වූ තැනැත්තන් පිළිබඳ කාර්යාලය ද වේ.
