බන්ධනාගාරය ගැටුම් සංවිධානාත්මකයි..

 "මත්ද්‍රව්‍ය විකුණන පුද්ගලයින්ට කිසිම සමාවක් දෙන්න සුදානම් නැහැ. පසුගිය අගෝස්තු මාසය තුළ පමණක් රස පරීක්ෂක වාර්තා නව දහස් අසු එකක් නිකුත් කිරීමට පියවර ගත්තා" යයි අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍ය, නිතිඥ හර්ෂණ නානායක්කාර මහතා පැවසීය.

ඔහු මෙම අදහස් පළ කළේ බන්ධනාගාර තුළ ගැටුම්කාරී තත්වයක් ඇති වුවහොත් හදිසි ප්‍රතිචාර දැක්වීමට සහ රැඳවියන්ගේ සුභ සාධන කටයුතු විධිමත් කිරීමේ  අරමුණින් යුතුව ක්‍රියාත්මක වැඩපිළිවෙළ යටතේ මහර බන්ධනාගාරය පරිශ්‍රයේ පැවති සාකච්ඡාවේදීය.

එහිදී වැඩිදුරටත් අදහස් පළ කළ අධිකරණ අමාත්‍යතුමා මෙසේ සදහන් කළේය.

'වත්මන් ආණ්ඩුව මේ රට තුල ලොකු වෙනසක් සිදු කර තිබෙනවා. විශේෂයෙන් දේශපාලන සංස්කෘතිය අපි වෙනස් කළා. පැරණි ක්‍රමය තුල නඩත්තු වුනු අය මේ ක්‍රමය වෙනස් කරනවාට කැමති නැහැ. අපිට ජනවරම තිබෙන්නේ වංචාව දුෂණය නැති කිරීමටයි. 1980 වර්ෂයේ සිට රජයටයි පාතාලයටයි නිල නොවන මට්ටමේ සම්බන්ධතාවයක් තිබුණා. පාතාලයෙන් ප්‍රතිලාභ ලබන පුද්ගලයින් විවිධ ක්ෂේත්‍රවල ඉන්න පුළුවන්. වෙනත් කිසිම රජයකින් අත්අඩංගුවට නොගත් මත්ද්‍රව්‍ය අපේ රජය යටතේ අත්අඩංගුවට ගන්නවා. 

පැවති ක්‍රමය වෙනස් කිරීම නිසාවෙන්ම බන්ධනාගාර තුළ ගැටුම්කාරී තත්වයක් පසුගිය කාලය තුළ නිර්මාණය වෙන්න පටන් ගත්තා. ඇතැම්විට දුෂිත ක්‍රියාවන් සිදු කරන බන්ධනාගාර නිලධාරීන් කිහිප දෙනෙක් ඉන්න පුළුවන්. ඔවුන් නිසා සියලු නිලධාරීන් සම්බන්ධයෙන් දුර්මතයක් සමාජ ගත වී තිබෙනවා. 

පසුගියදා මහර බන්ධනාගාරය තුළ ඇති වු සිද්ධිය තුළ කිසියම් සංවිධානාත්මක ස්වරූපයක් තිබෙනවා. කෙසේවෙතත් ඒ සම්බන්ධයෙන් පරීක්ෂණ ක්‍රියාත්මක වෙනවා. වර්තමානය වන විට විපක්ෂයේ ඇතැම් දේශපාලන පක්ෂවලට විධිමත්ව කිසිවක් කරන්න බැහැ. ඒ නිසා විපක්ෂයට අර්බුදයක් නිර්මාණය කරන්න පුළුවන් එකම ස්ථානය බන්ධනාගාරයයි.

 වත්මන් රජය රාජ්‍ය සේවකයාට කිසිදු දේශපාලන බලපෑමකින් තොරව කටයුතු කිරීමේ අවස්ථාව ලබාදී තිබෙනවා. බන්ධනාගාර පද්ධතියට පහසුකම් ලබාදීමට අවශ්‍ය ප්‍රතිපාදන ලබාදීමට කටයුතු කර තිබෙනවා. සියලුම බන්ධනාගාර සදහා ස්කෑන් යන්ත්‍ර ඉදිරි අය වැයෙන් ලබාදීමට අවශ්‍ය පියවර ගන්නවා‍. 

රස පරීක්ෂක වාර්තා ප්‍රමාදය පසුගිය කාලය තුළ බරපතල ගැටළුවක් බවට පත්ව තිබුණා. එම ගැටළුව විසදීමට අවශ්‍ය පියවර ගෙන තිබෙනවා. රස පරීක්ෂක දෙපාර්තමේන්තුවට අවශ්‍ය බඳවා ගැනීම් සිදු කර තිබෙනවා. එහි නිලධාරීන් රාත්‍රි දහය පමණ වන තෙක් රාජකාරී කටයුතු සිදු කරමින් වාර්තා කඩිනම් කිරීමට කටයුතු කරනවා. අගෝස්තු මාසය තුළ පමණක් රස පරීක්ෂක වාර්තා නව දහස් අසු එකක් නිකුත් කිරීමට පියවර ගෙන තිබෙනවා. ඉදිරි මාස දෙක තුළ දැනට පවතින සියලු රස පරීක්ෂක වාර්තා නිකුත් කිරීම අරමුණයි. බන්ධනාගාරගතව සිටින සියලු දෙනා අපරාධකරුවන් නොවෙයි. එක මොහොතකදී වු වරදකට වැරදිකරුවන් වෙලා තිබෙනවා. 

ඒ අයට දෙවන අවස්ථාවක් ලබා දිය යුතුයි. බන්ධනාගාර කිහිපයක පසුගිය කාලය තුළ සිද්ධින් ඇති වුණා. ඒ සෑම අවස්ථාවකදීම පොලීසිය, විශේෂ කාර්ය බලකාය, ත්‍රිවිධ හමුදාව ඇතුළු සියලු පාර්ශ්වයන්ගේ සහාය ලැබුණා. නමුත් යළිත් එවැනි තත්වයක් ඇති වුවහොත් සාර්ථකව මුහුණ දීමට ශක්තිමත් යාන්ත්‍රණයක් අවශ්‍යයි. 

එවැනි යාන්ත්‍රණ මේ වන විට බන්ධනාගාර පහළොවක ස්ථාපිත කර තිබෙනවා. බන්ධනාගාර  තුළ කිසියම් සිද්ධියක් ඇති වීමට  පෙර එය හදුනා ගනිමින් ඊට විසදුම් ලබාදීමේ හැකියාව මේ යාන්ත්‍රණය තුළ තිබෙනවා. 

බන්ධනාගාර තුළ හදිසි තත්වයක් ඇති වුවහොත් ප්‍රාදේශියව සම්බන්ධිකරණයක් පවත්වා ගනිමින්  හදිසි ප්‍රතිචාර දැක්වීම සහ රැඳවියන්ගේ සුභ සාධන කටයුතු විධිමත් කිරීම මෙම ඒකාබද්ධ යාන්ත්‍රණයේ ප්‍රධාන අරමුණ බවද අමාත්‍යතුමා සදහන් කළේය.

පසුගියදා මහර බන්ධනාගාරය තුළ ඇතිවු සිද්ධියෙන් රැඳවියන් විසින් ගිනි තබා විනාශ කරන ලද ප්‍රධාන ජේලර් කාර්යාලය, පුනරුත්ථාපන අංශය, ගෙතුම් අංශය, විවින් අංශය ඇතුළු ස්ථාන නිරීක්ෂණය කිරීමට අමාත්‍යතුමා එක් විය.

බන්ධනාගාර කටයුතු නිරීක්ෂණ කරමින් රිමාන්ඩ් බන්ධනාගාරගතව සිටින රැඳවියන් හමු වු අමාත්‍යතුමා මෙසේ සඳහන් කළේය.

රස පරීක්ෂක වාර්තා ප්‍රමාදය වළක්වා වාර්තා කඩිනම් කිරීමට විධිමත් වැඩපිළිවෙළක් සකස් කර ඒ වෙනුවෙන් රස පරීක්ෂක දෙපාර්තමේන්තුවට අවශ්‍ය බදවා ගැනීම් හා පහසුකම් ලබාදීමට කටයුතු කර තිබෙනවා. පසුගිය මාසය තුළ මහර බන්ධනාගාරයට අදාල රස පරීක්ෂක වාර්තා පන්සීයක් නිකුත් කර තිබෙනවා. බන්ධනාගාරයෙන් නිදහස් ගොස් නැවත මත්ද්‍රව්‍ය සම්බන්ධ වැරදි ක්‍රියාවන් සිදු කරන්න එපා. සමාජයට යහපත් පුද්ගලයෙක් වන්න උත්සාහ කරන මෙන් ඉල්ලා සිටිනවා. මත්ද්‍රව්‍ය විකුණන පුද්ගලයින්ට නම් කිසිම සමාවක් දෙන්න සුදානම් නැහැ. ඔබ අපේ රටේ ශ්‍රම හමුදාවයි. මේ රටේ ඉදිරි ගමනට ශක්තිය ලබාදීම ඔබේ වගකීමක් ලෙස කල්පනා කළ යුතු බවද අමාත්‍යතුමා පැවසීය

No Tolerance for Drug Dealers, Emphasizes Sri Lankan Minister

The Sri Lankan Minister of Justice and National Integration, Harshana Rajakaruna, has firmly asserted that there will be no leniency towards individuals involved in drug trafficking, revealing that a significant number of forensic reports were processed in August alone.

His comments were made during a discussion aimed at responding to potential conflicts within the Mahara Prison, which was organized to ensure the welfare of inmates is properly managed.

Minister Rajakaruna emphasized the profound changes the current government has implemented in the country, particularly with regard to political culture. He noted that individuals accustomed to old practices are resistant to change, adding that the government is focused on eradicating corruption and deceit that has plagued the country since the 1980s. This period saw an unofficial collaboration between the government and underground networks, allowing individuals in various sectors to benefit from illicit activities.

The recent turmoil within prisons, attributed to the changes in existing systems, has been exacerbated by the actions of a few corrupt prison officials, casting doubt over the integrity of all staff members. He assured that investigations are underway following the organized nature of recent incidents within Mahara Prison, hinting that some political factions within the opposition may exploit the situation for their advantage.

Addressing the ongoing issues, the Minister highlighted that the current administration has granted state officials the freedom to operate without political pressure, emphasizing the efforts made to enhance prison facilities. New scanning technology is set to be introduced across all penal institutions as part of improving security.

The delay in forensic reports had become a significant concern recently, prompting the department to take the necessary actions to address this problem. Additional personnel have been recruited, and officials will now work diligently into the night to expedite the reporting process. The aim is to release all existing forensic reports within the next two months, acknowledging that not all detainees are criminals by definition, as many have made mistakes in isolated incidents.

“These individuals deserve a second chance,” the Minister stated, while assuring that each incident within prisons has been supported by police, special task forces, and the military to maintain order. However, he stressed the need for a robust mechanism to effectively handle any future disturbances.

Such mechanisms have already been established in the prison system, capable of anticipating and resolving potential issues before they escalate. This, according to the minister, is critical for maintaining prompt responses and ensuring the welfare of inmates within a unified system of operation.

Minister Rajakaruna's visit to the damaged areas of Mahara Prison highlighted the aftermath of a recent incident where inmates set fire to crucial offices, including the main jailer's office. Observing the conditions, he reiterated the necessity for a structured approach to prevent delays in forensic reporting and to expedite the necessary support and resources for the forensic department.

He further urged released inmates not to engage in wrongful activities associated with drugs again, calling on them to strive towards being constructive members of society. “We are not willing to forgive those who peddle drugs,” he concluded, reminding them of their responsibility as part of the labor force that propels the country forward.
