ජනතාව ඡන්දය ප්‍රකාශ කර ලබා දී ඇත්තේ ආණ්ඩු බලය පමණක් බවත්, සමස්ත රාජ්‍ය යාන්ත්‍රණය මෙහෙයවීමේ පූර්ණ රාජ්‍ය බලය තවමත් රජයට හිමි වී නොමැති බවත් ප්‍රවාහන හා මහාමාර්ග නියෝජ්‍ය අමාත්‍ය ප්‍රසන්න ගුණසේන මහතා ප්‍රකාශ කළේය.

සමාජවාදී තරුණ සංගමය සංවිධානය කළ තරුණ සමුළුවක් අමතමින් නියෝජ්‍ය අමාත්‍යවරයා මේ බව සඳහන් කළේය.

එහිදී වැඩිදුරටත් අදහස් දැක්වූ නියෝජ්‍ය අමාත්‍යවරයා පෙන්වා දුන්නේ, ජනාධිපති ධුරය, ආසන 159ක පාර්ලිමේන්තු බහුතරය සහ අමාත්‍ය මණ්ඩලය හිමිවීම හරහා ජනතාව තනි දිනකින් ආණ්ඩු බලය ලබා දුන්නද, රාජ්‍ය බලය එක රැයකින් ලබාගත නොහැකි බවයි.

ආණ්ඩුවක් ක්‍රියාත්මක කරන සියලු ප්‍රතිපත්ති සහ සංවර්ධන ව්‍යාපෘති ක්‍රියාවට නැංවෙන්නේ රාජ්‍ය යාන්ත්‍රණය හරහා බැවින්, එම යාන්ත්‍රණය තමන්ට අවශ්‍ය පරිදි ප්‍රතිසංවිධානය කර ගැනීමට යම් සංක්‍රාන්ති කාලයක් ගතවන බවත්, වත්මන් ආණ්ඩුව ගමන් කරමින් සිටින්නේ එම පරිවර්තනීය යුගය තුළ බවත් ඔහු කියා සිටියේය.

1971 හෝ 1988/89 වකවානුවල මෙන් සන්නද්ධ අරගලයක් ඔස්සේ බලය ලබා ගත්තේ නම් ආණ්ඩු බලය මෙන්ම රාජ්‍ය බලයද එකවර අත්පත් කර ගැනීමට ඉඩ තිබූ බව පැවසූ ඒ මහතා, එහෙත් ප්‍රජාතන්ත්‍රවාදී ක්‍රමවේදය ඔස්සේ බලය ලබා ගැනීමේදී රාජ්‍ය බලය සම්පූර්ණයෙන්ම හිමි කර ගැනීමට කාලයක් ගතවන බව සඳහන් කළේය.

ලෝක දේශපාලන ඉතිහාසය තුළ වාමාංශික දේශපාලන ව්‍යාපාරයක් ප්‍රජාතන්ත්‍රවාදී ලෙස බලය ලබාගෙන රටක් සංවර්ධනය කරා මෙහෙයවන ප්‍රථම අවස්ථාව මෙය බව පෙන්වා දුන් නියෝජ්‍ය අමාත්‍යවරයා, ඒ සඳහා අතීතයෙන් උගත හැකි වෙනත් ආදර්ශ නොමැති බවද අවධාරණය කළේය.

ඒ අනුව ප්‍රජාතන්ත්‍රවාදී ක්‍රමවේදය තුළ පිහිටා රාජ්‍ය යාන්ත්‍රණය නිවැරදි දිශානතියකට ගෙන යමින් රට ගොඩනැඟීමේ අභියෝගය ජය ගැනීම වත්මන් පාලනයේ ප්‍රධාන කාර්යභාරය බවද ඔහු වැඩිදුරටත් සඳහන් කළේය.

Power Dynamics in Sri Lanka: Minister Asserts State Authority Remains Incomplete

The power of governance bestowed by the public through elections has yet to fully empower the current administration, as indicated by the Deputy Minister of Transport and Highways, Prasanna Gunasekera. He emphasized that while the government has received the mandate to rule, complete control over the state machinery remains elusive.

Speaking at a youth conference organized by the Socialist Youth Union, Gunasekera elaborated on the complexities surrounding governmental authority. He pointed out that while the presidency, a parliamentary majority of 159 seats, and a full cabinet are in place, state power cannot be seized overnight.

All policies and development projects executed by a government are inherently reliant on state mechanisms. According to Gunasekera, reorganizing these systems to meet current demands requires a transitional period. He highlighted that the current administration is navigating through this transformative phase.

The Deputy Minister remarked that had power been obtained through armed struggle, as witnessed in 1971 or during the uprisings of 1988/89, it would have allowed for both government and state authority to be simultaneously claimed. However, he acknowledged that gaining state power through democratic processes takes considerable time.

Gunasekera indicated that this moment marks a significant instance in global political history, as it is the first time a leftist political movement has come to power via democratic means and worked toward national development. He stressed the absence of other historical precedents to learn from in this context.

Ultimately, he asserted that ensuring the state machinery aligns correctly within a democratic framework to facilitate national progress is the core responsibility of the current administration.
