වහල මත සවිකරන සූර්ය විදුලි පද්ධති සඳහා ක්රියාත්මක වූ Net Metering සහ Net Accounting ක්රමවේද අහෝසි කරමින් බලශක්ති අමාත්යාංශය නිකුත් කර ඇති නව නියෝගය වහා අවලංගු කිරීමට මැදිහත් වන ලෙස ශ්රී ලංකා ජාතික වාණිජ මණ්ඩලය ජනාධිපති අනුර කුමාර දිසානායක මහතාගෙන් ඉල්ලීමක් කර තිබේ.
එම මණ්ඩලයේ සභාපති අනුර වර්ණකුලසූරිය සහ උපසභාපති ආචාර්ය ලක්මාල් ප්රනාන්දු යන මහත්වරුන්ගේ අත්සනින් ජනාධිපතිවරයා වෙත යොමු කර ඇති ලිපියක් මඟින් පෙන්වා දෙන්නේ, මෙම තීරණය හේතුවෙන් මෙරට සූර්ය බලශක්ති ක්ෂේත්රය මෙන්ම සමස්ත බලශක්ති සුරක්ෂිතතාව ද දැඩි අර්බුදයකට ලක්ව ඇති බවයි.
මහජන උපයෝගිතා කොමිෂන් සභාව සහ ජාතික පද්ධති ක්රියාකරු නිකුත් කර ඇති පුරෝකථන අනුව 2027 වසරේ මුල් භාගය වන විට මෙරට මෙගාවොට් පැය 450ක බලශක්ති හිඟයක් ඇතිවීමේ අවදානමක් පවතින බව වාණිජ මණ්ඩලය පෙන්වා දෙයි.
එවන් පසුබිමක, දැනටමත් ජාතික පද්ධතියට මෙගාවොට් 2,600ක ධාරිතාවක් එක්කරමින් ආනයනික පොසිල ඉන්ධන සඳහා වැයවන මුදලින් මසකට රුපියල් බිලියන 20.4ක් පමණ ඉතිරි කර දෙන වහල මත සූර්ය විදුලි ක්ෂේත්රය මෙලෙස අඩපණ කිරීම ජාතික ආර්ථිකයට එල්ල වන බරපතළ පහරක් බව එම ලිපියේ සඳහන් වේ.
බලශක්ති අමාත්යාංශයේ වැඩබලන ලේකම්වරයා විසින් පසුගිය සැප්තැම්බර් 11 වැනිදා නිකුත් කරන ලද PE/DEV/03/01-RT දරන ලිපිය මඟින් සියලු නව සූර්ය බලශක්ති සම්බන්ධතා සහ ගිවිසුම් දීර්ඝ කිරීම් ‘Net Plus’ ක්රමයට පමණක් සීමා කර, ගිවිසුම් කාලය ද වසර 12ක් දක්වා අඩු කර තිබේ.
මේ හරහා පාරිභෝගිකයා නිපදවන විදුලිය අඩු ස්ථාවර මිලකට බලධාරීන්ට ලබාදී, තම පරිභෝජනය සඳහා වැඩි මිලකට විදුලිය මිලදී ගැනීමට සිදුවන බව පෙන්වා දෙන වාණිජ මණ්ඩලය, මෙය පාරිභෝගිකයාගේ බලශක්ති ස්වයංපෝෂිතභාවයට බාධාවක් මෙන්ම දේශීය ව්යාපාරවල විදුලි පිරිවැය ශීඝ්රයෙන් ඉහළ දැමීමට හේතුවන්නක් බවද අවධාරණය කරයි.
මෙම ඒකපාර්ශ්වික තීරණය ස්වාධීන නියාමකයා වන මහජන උපයෝගිතා කොමිෂන් සභාව (PUCSL) මඟහැර නීතිවිරෝධී ලෙස ගෙන ඇති බවට චෝදනා කරන වාණිජ මණ්ඩලය, මේ හේතුවෙන් ක්ෂේත්රයේ ක්රියාත්මක වන සමාගම් 800කට අධික සංඛ්යාවක් කඩා වැටීමේ තර්ජනයට මුහුණ දී ඇති බව පවසයි. එහි ප්රතිඵලයක් ලෙස සෘජු හා වක්ර රැකියා 20,000කට වැඩි ප්රමාණයක් අහිමි වීමේ අවදානමක් මතු වී ඇති අතර, දැනට ස්ථාපිත කර ඇති මෙගාවොට් 2,600ක පද්ධති නඩත්තු කිරීම ද ඇනහිටිය හැකි බව පෙන්වා දී තිබේ.
බලශක්ති ක්ෂේත්රය ජනතාව අතර පුළුල් ප්රජාතන්ත්රීකරණය වීම මන්දගාමී කරමින් යළිත් ආනයනික පොසිල ඉන්ධන සහ මහා පරිමාණ ඒකාධිකාරී ව්යාපෘති වෙත රට යොමු කිරීම වැළැක්වීම සඳහා විධායක බලය භාවිත කර පියවර ගන්නා ලෙස වාණිජ මණ්ඩලය ජනාධිපතිවරයාගෙන් ඉල්ලා සිටී.
National Chamber Appeals to President to Reinstate Net Metering for Solar Power
The National Chamber of Commerce of Sri Lanka has urgently requested President Anura Kumara Dissanayaka to intervene and revoke the new directives issued by the Ministry of Power and Energy that dismantle net metering and net accounting systems for rooftop solar power systems.
In a letter signed by Chairman Anura Warnakulasuriya and Vice Chairman Dr. Lakmal Pranandu, the chamber highlighted that this decision has plunged the solar energy sector and the overall energy security of the country into a profound crisis.
According to projections from the Public Utilities Commission and the National System Operator, there is a tangible risk of a shortfall of 450 megawatt hours by the first half of 2027, a situation the chamber warns could have dire consequences for the economy.
The solar energy sector, which already contributed 2,600 megawatts to the national grid and saved approximately Rs. 20.4 billion monthly on imported fossil fuels, faces significant setbacks under the new regulations, dealing a heavy blow to the national economy.
A circular issued by the acting Secretary of the Ministry of Power and Energy on September 11 restricted all new solar power connections and contract extensions exclusively to the ‘Net Plus’ method and shortened the contract duration to just 12 years.
This change indicates a shift where consumers would receive electricity at a lower, regulated price while being forced to purchase additional electricity for their consumption at higher rates. The chamber underscored that this not only obstructs self-sustainability in energy for consumers but also contributes to soaring electricity costs for local businesses.
The chamber accused the decision of being made illegally without the input of the independent regulator, the Public Utilities Commission (PUCSL), warning that more than 800 companies currently operating in the sector could face collapse as a result. This would lead to the potential loss of over 20,000 direct and indirect jobs and threaten the maintenance of the existing 2,600 megawatt systems.
The National Chamber urged the President to enact measures that prevent the slow democratic engagement of the energy sector among the public and to avoid reverting back to reliance on imported fossil fuels and large-scale monopolistic projects.
