Controversy Surrounds Power Outage as Politician Highlights Inadequate Coal Supply
The massive power outage that impacted Sri Lanka on the 17th was primarily attributed to a substandard supply of low-quality coal used at the Norochcholai power plant. D.V. Chanaka, a Member of Parliament from the Sri Lanka Podujana Peramuna, revealed that the government is incurring an additional cost of Rs. 1.3 billion each day as it depends on private diesel power plants to cover the sudden loss of electricity after the Norochcholai facility went offline.
Speaking during the politically charged program "Salakuna" aired on Hiru TV, Chanaka refuted earlier claims made by a minister that the outage was caused by a fault at the Upper Kotmale power plant. He emphasized that the incident at Upper Kotmale occurred a day prior, asserting that it had no bearing on the nationwide power failure on the 17th.
Chanaka outlined that the national electricity system requires a reserve of at least 10%, or 280 megawatts, to manage unexpected outages effectively when the demand hits 2,800 megawatts. He criticized the national system control center for lacking adequate reserves, highlighting a rapid drop in the capacity of the first generator at Norochcholai from 178 megawatts to just 5 megawatts.
He pointed out that had the 280 megawatt reserve been operational, the total collapse of the system could have been averted, even with the primary generator offline. The main issue leading to the shutdown of Norochcholai, according to Chanaka, was an explosion in the boiler drum caused by the excessive pressure generated from the burning of low-grade coal.
"The daily accumulation of ash from low-quality coal was overwhelming. Instead of proper maintenance, engineers and workers were simply clearing out the ash. Ultimately, the diaphragm couldn’t withstand the pressure and exploded. To restore the system could take between 5 to 7 days to cool it down,” he stated, noting that the loss of 810 megawatts from Norochcholai is directly linked to this incident.
Moreover, Chanaka exposed what he described as a massive business operation behind the Electrical Board's shift to diesel plants in response to the power crisis, revealing that the government is forced to spend an additional Rs. 1.3 billion daily for electricity generation through diesel. He accused private diesel plant owners of profiting from the financial strain placed on the public.
Chanaka criticized the government for stalling the release of factual information regarding the outage, claiming that authorities are merely buying time while they continue to issue conflicting statements that obscure the truth from the public.
