අයවැය IMF කියන විදිහට හදන පොරොන්දුව මත ඊළග වාරිකයට එකගතාව...


 ජාත්‍යන්තර මූල්‍ය අරමුදලේ වැඩසටහන් පරාමිතීන්ට අනුකූලව 2027 වසර සඳහා වන අයවැය පාර්ලිමේන්තුවට ඉදිරිපත් කිරීම ඇතුළු කරුණු කිහිපයක් මත පදනම්ව, විස්තීර්ණ ණය පහසුකම (EFF) යටතේ වන හත්වැනි සමාලෝචනයට අදාළ කාර්ය මණ්ඩල මට්ටමේ එකඟතාවකට ශ්‍රී ලංකා බලධාරීන් සහ ජාත්‍යන්තර මූල්‍ය අරමුදල එළඹ තිබේ.

මෙම එකඟතාව ජාත්‍යන්තර මූල්‍ය අරමුදලේ විධායක මණ්ඩලය විසින් අනුමත කිරීමෙන් අනතුරුව, ශ්‍රී ලංකාවට ඩොලර් මිලියන 345 කට ආසන්න මූල්‍ය වාරිකයක් නිදහස් කර ගැනීමට අවස්ථාව හිමිවනු ඇත.

ඒ සමඟම, මෙම වැඩසටහන යටතේ ශ්‍රී ලංකාවට මෙතෙක් ලැබී ඇති සමස්ත මූල්‍ය සහාය SDR බිලියන 2.032 ක් (ඇමෙරිකානු ඩොලර් බිලියන 2.7 ක් පමණ) දක්වා ඉහළ යනු ලබයි.

කෙසේ වෙතත්, මෙම කාර්ය මණ්ඩල මට්ටමේ එකඟතාව විධායක මණ්ඩලයේ අවසන් අනුමැතිය සඳහා ඉදිරිපත් කිරීම ප්‍රධාන කරුණු දෙකක් සම්පූර්ණ කිරීම මත රඳා පවතින බව IMF ශ්‍රී ලංකා දූත මණ්ඩල ප්‍රධානී එවන් පපජෝර්ජියෝ මහතා නිවේදනය කරයි.

  1.  මුදල් අමාත්‍යවරයා විසින් IMF වැඩසටහනේ පරාමිතීන්ට අනුකූල වන පරිදි 2027 අයවැය පාර්ලිමේන්තුවට ඉදිරිපත් කිරීම.
  2. ණය ප්‍රතිව්‍යුහගතකරණයේ ප්‍රමාණවත් ප්‍රගතිය තහවුරු කරගනිමින් සහ බහුපාර්ශ්වික හවුල්කරුවන්ගේ මූල්‍ය දායකත්වය තහවුරු කරමින් මූල්‍ය සහතික සමාලෝචනය සාර්ථකව නිම කිරීම.

ශ්‍රී ලංකා ආර්ථිකය අඛණ්ඩව කාර්තු 11 ක් පුරා ස්ථාවර වර්ධනයක් පවත්වා ගනිමින් 2026 වසරේ දෙවන කාර්තුවේදී සියයට 4.2 ක වර්ධනයක් අත්කරගෙන ඇති බව IMF වාර්තාව පෙන්වා දෙයි. සැප්තැම්බර් මාසයේ මතුපිට උද්ධමනය සියයට 8 ක තනි අගයක පැවතීම, 2026 අගෝස්තු අග වන විට නිල දළ විදේශ සංචිතය ඩොලර් බිලියන 6.9 දක්වා ඉහළ යාම සහ ණය ප්‍රතිව්‍යුහගතකරණ ක්‍රියාවලිය බොහෝ දුරට අවසන් වීම පිළිබඳවද එහි ප්‍රශංසාත්මකව දක්වා ඇත.

එසේ වුවද, මැදපෙරදිග යුද ගැටුම්වල දිගුවීම සහ එහි තීව්‍රතාව, ගෝලීය වෙළෙඳ ප්‍රතිපත්ති මෙන්ම එල්-නිනෝ කාලගුණික බලපෑම හේතුවෙන් ශ්‍රී ලංකා ආර්ථිකයට තවමත් අවදානම් පවතින බව ජාත්‍යන්තර මූල්‍ය අරමුදල අවධාරණය කරයි. ඒ අනුව, මැදපෙරදිග අර්බුදය හමුවේ ලෝක වෙළෙඳපොළ මිල ගණන්වලට අනුකූලව දේශීය ඉන්ධන මිල තීරණය කිරීමේ පිරිවැය ආවරණය වන මිල සූත්‍රය අඛණ්ඩව ක්‍රියාත්මක කළ යුතු බවත්, අවදානමට ලක්විය හැකි අඩු ආදායම්ලාභී ජනතාව ආරක්ෂා කිරීම සඳහා ඉලක්කගත මුදල් සහනාධාර නිසි පරිදි ලබා දිය යුතු බවත් දන්වා තිබේ.

තවද, මධ්‍යකාලීන ආදායම් උපායමාර්ග ක්‍රියාත්මක කිරීම, 'දිට්වා' සුළි කුණාටුවෙන් හානියට පත් ප්‍රදේශ යළි ගොඩනැගීමේ ප්‍රාග්ධන වියදම් කඩිනම් කිරීම සහ දූෂණ විරෝධී නීතිමය රාමුව ශක්තිමත්ව පවත්වාගෙන යාමේ වැදගත්කමද IMF පෙන්වා දී ඇත.

ශ්‍රී ලංකා මහ බැංකු අධිපති ආචාර්ය පී. නන්දලාල් වීරසිංහ, භාණ්ඩාගාර ලේකම් ආචාර්ය හර්ෂණ සූරියප්පෙරුම සහ ජනාධිපති ජ්‍යෙෂ්ඨ ආර්ථික උපදේශක දුමින්ද හුලංගමුව යන මහත්වරුන් ඇතුළු මෙරට උසස් නිලධාරීන් සමඟ පැවැති සාකච්ඡාවලින් අනතුරුව මෙම එකඟතාවට එළඹ තිබේ.

IMF and Sri Lanka Reach Agreement Ahead of Critical Financial Review

Sri Lankan authorities have achieved a significant breakthrough with the International Monetary Fund (IMF), securing staff-level agreement on the seventh review under the Extended Fund Facility (EFF). This development comes in alignment with various fiscal measures, including the presentation of the national budget for 2027 to Parliament.

Upon receiving approval from the IMF's Executive Board, Sri Lanka is poised to access approximately $345 million in financial assistance. Following this, the total financial support under the program will rise to approximately SDR 2.032 billion, equivalent to about $2.7 billion.

However, it is essential to note that the staff-level agreement is contingent upon the completion of two main criteria before it can be submitted for final approval to the Executive Board, as highlighted by IMF Sri Lanka Mission Chief, Evan Papageorgiou.

  1. The country's Finance Minister must present the 2027 budget to Parliament in accordance with the parameters set by the IMF program.
  2. Confirming adequate progress in the debt restructuring process and successfully completing the financial assurance review, while ensuring contributions from multilateral partners.

The IMF report reveals that the Sri Lankan economy continues to demonstrate stable growth, recording a 4.2% increase in the second quarter of 2026, maintaining consistent growth over 11 quarters. Inflation remained at a single-digit level of 8% in September, and by August 2026, the official gross international reserves are projected to rise to $6.9 billion, while the debt restructuring process is nearing completion.

Despite these positive indicators, the IMF warns that the prolonged geopolitical tensions in the Middle East, global trade policies, and the impacts of the El Niño weather phenomenon pose ongoing risks to Sri Lanka's economy. It stresses the necessity of continuing the current pricing mechanisms to cover costs associated with domestic fuel pricing amidst global market price fluctuations and ensuring adequate financial support for vulnerable, low-income populations.

Moreover, the IMF has underscored the importance of implementing medium-term revenue strategies, expediting reconstruction costs for areas affected by the 'Dithwa' cyclone, and maintaining a robust legal framework to combat corruption.

This agreement follows extensive discussions involving key Sri Lankan officials, including the Central Bank Governor, Dr. P. Nandalal Weerasinghe, Treasury Secretary, Dr. Harsha Siriwardena, and the Senior Economic Advisor to the President, Duminda Hulugalle.
