මහනුවර දිස්ත්‍රික්කයේ පාතහේවාහැට ප්‍රාදේශීය සභාවේ පරිපාලන කටයුතු වහාම ක්‍රියාත්මක වන පරිදි අත්හිටුවීමට මධ්‍යම පළාත් ආණ්ඩුකාරවරයා පියවර ගෙන තිබේ.
ඊයේ (19) දින ගැසට් නිවේදනයක් මගින් මෙම පියවර ගෙන ඇත.
,එම සභාව තුළ සිදුව ඇතැයි පැවසෙන විවිධ අක්‍රමිකතා පිළිබඳ පූර්ණ පරීක්ෂණයක් ක්‍රියාත්මක කෙරේ. එකී විමර්ශන කටයුතු අවසන් වන තෙක් සභාවේ සාමාන්‍ය කටයුතු මෙලෙස අත්හිටුවා තැබෙන බව පළාත් ආණ්ඩුකාරවරයා වැඩිදුරටත් සඳහන් කර ඇත.
පසුගිය පළාත් පාලන මැතිවරණයේදී සමගි ජන බලවේගය විසින් බහුතර බලය තහවුරු කරගනිමින් පාලනය මෙහෙයවනු ලැබූ පාතහේවාහැට ප්‍රාදේශීය සභාවේ පාලන කටයුතු සම්බන්ධයෙන් මීට පෙරද විවිධ පාර්ශ්ව වෙතින් චෝදනා එල්ල වී තිබිණි.
පළාත් පාලන ආයතන පනත ප්‍රකාරව, යම් සභාවක් තුළ මූල්‍ය හෝ පරිපාලනමය අක්‍රමිකතාවක් සිදුව ඇති බවට කරුණු අනාවරණය වන අවස්ථාවකදී, ඒ පිළිබඳ අපක්ෂපාතී පරීක්ෂණයක් පැවැත්වීමටත්, එම කාලසීමාව තුළ සභාවේ බලතල අත්හිටුවීමටත් අදාළ පළාතේ ආණ්ඩුකාරවරයාට ව්‍යවස්ථාපිත බලතල හිමි වේ.
ඒ අනුව, මෙම අත්හිටුවීමත් සමග ප්‍රදේශවාසීන්ට අත්‍යවශ්‍ය මහජන සේවා අඛණ්ඩව සැපයීම සඳහා ඉදිරියේදී විශේෂ කොමසාරිස්වරයෙකු පත් කිරීමට බොහෝ දුරට ඉඩ ඇති බව පළාත් පාලන ආරංචි මාර්ග සඳහන් කරයි.
Central Provincial Governor Suspends Functions of Pathahewahata Pradeshiya Sabha Amid Investigations
The Central Provincial Governor has taken prompt action to suspend the administrative activities of the Pathahewahata Pradeshiya Sabha with immediate effect. This decision was formalized through a gazette notification issued yesterday, October 19.
A comprehensive investigation is currently underway regarding various allegations of irregularities within the council. The Governor clarified that all routine functions of the council will remain suspended until the inquiries are completed.
Earlier, the Pathahewahata Pradeshiya Sabha, which recently secured a majority under the Samagi Jana Balawegaya during the local government elections, has faced multiple accusations from various parties concerning its governance.
According to the provisions of the Provincial Councils Act, should any evidence of financial or administrative misconduct arise within a council, the provincial governor is constitutionally empowered to conduct an impartial investigation and suspend the council's powers during this time.
The suspension opens the possibility for the appointment of a special commissioner to ensure the uninterrupted delivery of essential public services to the local residents, as indicated by sources within the provincial administration.
