සයිබර් අපරාධකරුවන් විසින් ශ්රී ලංකා මහා භාණ්ඩාගාරයෙන් සොරකම් කරන ලද ඇමෙරිකානු ඩොලර් මිලියන 2.5ක (ලක්ෂ 25ක) මුදල යළි ලබාගැනීම අතිශය දුෂ්කර ක්රියාවලියක් බව මත්ද්රව්ය හා අපරාධ පිළිබඳ එක්සත් ජාතීන්ගේ කාර්යාලය (UNODC) පවසයි.
සයිබර් අපරාධකරුවන් විසින් සොරාගන්නා මුදල් පැය කිහිපයක් ඇතුළත විවිධ රටවල අධිකරණ බල ප්රදේශ හරහා සංසරණය කරවන බැවින්, ඒවා හඹා ගොස් අත්පත් කර ගැනීම සංකීර්ණ නීතිමය ගැටලුවක් බව එම කාර්යාලයේ නිලධාරියෙක් පෙන්වා දුන්නේය.
ඕස්ට්රේලියාවේ 'එක්ස්පෝර්ට් ෆයිනෑන්ස්' ආයතනයට ගෙවීමට තිබූ විදේශ ණය වාරිකයක්, ව්යාජ ඊමේල් පණිවුඩ හරහා වෙනත් ගිණුමකට හරවා ගනිමින් මෙම මහා පරිමාණ මූල්ය වංචාව සිදු කර ඇත. මෙම වත්කම් යළි ලබාගැනීමේ සාර්ථකත්වය රඳා පවතින්නේ ශ්රී ලංකාව සහ අදාළ විදේශීය පාර්ශ්වයන් අතර පවතින කඩිනම් සහයෝගීතාව මත බවත්, එසේ නොවුණහොත් මෙම පාඩුව අවසානයේ මෙරට බදු ගෙවන ජනතාවට දැරීමට සිදුවනු ඇති බවත් විමර්ශන අංශ අනතුරු අඟවයි.
මේ සම්බන්ධයෙන් රජයේ මුදල් පිළිබඳ කාරක සභාව නිකුත් කළ වාර්තාවකට අනුව, මහා භාණ්ඩාගාරය සයිබර් ප්රහාරවලට ගොදුරු වීමට ප්රධානතම හේතුව වී ඇත්තේ යල් පැනගිය තාක්ෂණික පද්ධති භාවිත කිරීමයි. මයික්රොසොෆ්ට් සමාගම විසින් දැනට ආරක්ෂක සහාය ලබා නොදෙන පැරණි සර්වර් පද්ධති සහ විද්යුත් තැපැල් පද්ධති භාවිත කර ඇති බවත්, අවම සයිබර් ආරක්ෂණ පියවරක් හෝ ගෙන නොමැති බවත් එම වාර්තාවේ සඳහන් වේ.
මෙම මහා පරිමාණ වංචාව පිළිබඳ මුල්වරට තොරතුරු අනාවරණය වී ඇත්තේ පසුගිය ජනවාරි මාසයේදී ඉන්දියාවේ එක්සිම් බැංකුවට සිදු කිරීමට ගිය ගෙවීමකදීය. එහිදී මැදිහත්කරු ලෙස කටයුතු කළ ජේ.පී. මෝර්ගන් (J.P. Morgan) සමාගමේ ගෝලීය වංචා වැළැක්වීමේ ඒකකය විසින් එම ගෙවීම සැක සහිත බව දන්වා ප්රතික්ෂේප කිරීමත් සමඟ භාණ්ඩාගාරය තුළ සිදුව ඇති සයිබර් අනවසර ඇතුළුවීම් පිළිබඳව හෙළි වී තිබේ.
පසුව සිදු කළ විමර්ශනවලදී අනාවරණය වී ඇත්තේ එක්සත් රාජධානියට, ජර්මනියට සහ බෙල්ජියමට සිදු කිරීමට ගිය තවත් ඩොලර් මිලියන ගණනක ගෙවීම් ද මෙලෙස හැකර්වරුන් විසින් වෙනස් කිරීමට උත්සාහ කර ඇති බවයි.
මෙම සිද්ධිය සම්බන්ධයෙන් මහා භාණ්ඩාගාරයේ සහ මහ බැංකුවේ ඉහළ නිලධාරීන්ගේ පාලන දුර්වලතා පවතින බවට මුදල් කාරක සභාව චෝදනා කරයි. මාස ගණනාවක් තිස්සේ ව්යාජ ඊමේල් ලිපින හරහා සන්නිවේදනය සිදුව තිබියදීත්, ඒවා හඳුනා ගැනීමට නිලධාරීන් අසමත් වීම බරපතළ ගැටලුවක් බව එම වාර්තාව පෙන්වා දෙයි.
දැනට මෙම සිද්ධිය සම්බන්ධයෙන් මුදල් අමාත්යාංශයේ මධ්යම මට්ටමේ නිලධාරීන් සිව් දෙනෙකුගේ වැඩ තහනම් කර ඇති අතර, අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව සහ ශ්රී ලංකා පරිගණක හදිසි ප්රතිචාර ඒකකය මේ පිළිබඳව වැඩිදුර විමර්ශන පවත්වයි.
Recovery of $2.5 Million Stolen from Sri Lanka's Treasury Faces Major Challenges
The recovery of $2.5 million in American dollars stolen by cybercriminals from Sri Lanka's treasury is proving to be an exceptionally difficult task, according to the United Nations Office on Drugs and Crime (UNODC).
These stolen funds are often transferred through jurisdictions in various countries within hours, complicating legal efforts to trace and reclaim the money, an official from the agency noted.
The large-scale financial fraud involved redirecting a foreign loan payment intended for an institution in Australia, 'Export Finance,' to a different account via fraudulent email communications. The success of recovering these assets relies heavily on swift cooperation between Sri Lanka and the relevant foreign entities. Without such collaboration, the burden of this loss may ultimately fall on the taxpayers of the country, warns the investigating division.
A report issued by the government's Commission on Finance highlights that the primary reason the treasury has become a target for cyberattacks is the use of outdated technological systems. The report indicates reliance on old server infrastructure and email systems, which Microsoft no longer provides security support for, coupled with a total lack of cybersecurity measures.
This significant fraud first came to light during a payment that was to be made to the Indian bank Axis Bank last January. The global fraud prevention unit of J.P. Morgan, acting as an intermediary, flagged the payment as suspicious, leading to the revelation of unauthorized cyber intrusions within the treasury.
Subsequent investigations uncovered further illicit attempts by hackers to manipulate additional dollar payments destined for the United Kingdom, Germany, and Belgium.
The Finance Commission accuses high-ranking officials at both the treasury and the central bank of management weaknesses regarding this incident. The report suggests that official failure to detect ongoing communication via fraudulent emails over several months constitutes a serious issue.
Currently, four mid-level officials from the Finance Ministry have been suspended as a result of this incident, while the Criminal Investigation Department and the Sri Lanka Computer Emergency Response Team are conducting further inquiries.
