මත්තල අයෝජකයන්ට.. දැනට දිනක පාඩුව ලක්‍ෂ 70ක්..

 වරාය සහ සිවිල් ගුවන් සේවා අමාත්‍යාංශයේ 2026 වසරේ ප්‍රගතිය සහ 2027 වසරේ අයවැය ප්‍රතිපාදන පිළිබඳ විශේෂ සාකච්ඡාවක් ජනාධිපති අනුර කුමාර දිසානායක මහතාගේ ප්‍රධානත්වයෙන් ඊයේ (15) පස්වරුවේ ජනාධිපති ලේකම් කාර්යාලයේදී පැවැත්විණි. 

වරාය සහ සිවිල් ගුවන්සේවා අමාත්‍යාංශය සහ ඒ යටතේ ඇති ශ්‍රී ලංකා වරාය අධිකාරිය, ගුවන්තොටුපළ සහ ගුවන් සේවා පුද්ගලික සමාගම (AASL), සිලෝන් ෂිපිං කෝපරේෂන් (CSCL), ශ්‍රී ලංකන් ගුවන් සමාගම (SLA), ශ්‍රී ලංකා කේටරින්,  ශ්‍රී ලංකා සිවිල් ගුවන් සේවා අධිකාරිය, වෙළෙඳ නාවික ලේකම් කාර්යාලය, ශ්‍රී ලංකා වරාය කළමනාකරණ සහ උපදේශන සේවා පුද්ගලික සමාගම, ජයා කන්ටේනර් ටර්මිනල්ස් ලිමිටඩ් (JCT) යන ආයතනවල ක්‍රියාකාරිත්වය,  2026 අයවැය ප්‍රතිපාදන මත ක්‍රියාත්මක කරන ලද ව්‍යාපෘතිවල ප්‍රගතිය සහ 2027 අයවැය යෝජනා පිළිබඳ මෙහිදී විමසා බලනු ලැබීය. 

මෙහිදී ලෝක බැංකුව, ආසියානු සංවර්ධන බැංකුව සහ ඉන්දියානු රජයේ ආධාර මගින්  වරාය අධිකාරිය යටතේ ක්‍රියාත්මක ශ්‍රී ලංකා වරාය සංවර්ධන වැඩසටහන, කන්කසන්තරේ වරාය ප්‍රතිසංස්කරණය ඇතුළු සංවර්ධන ව්‍යාපෘතිවල ප්‍රගතිය ජනාධිපතිවරයාගේ නිරීක්ෂණයට ලක් විය. එමෙන්ම කොළඹ වරායේ Logistic Park, දකුණු වරායේ දියකඩනය දීර්ඝ කිරීම සහ බටහිර පර්යන්තයේ දෙවන අදියර ක්‍රියාත්මක කිරීමත්, කාර්යක්ෂමතාව ඉහළ නැංවීම සඳහා සියලු කටයුතු ඩිජිටල්කරණය කිරීමත් ආදී කරුණු පිළිබඳව මෙහිදී දීර්ඝ ලෙස සාකච්ඡා කෙරිණි. 

තවද වසර  2055 වන විට වාර්ෂික මගී ධාරිතාව මිලියන 24.2ක් දක්වා ඉහළ නැංවීම ඉලක්ක කර ඉදිරි වසර 30ට ගැලපෙන පරිදි වසර 3කින් අවසන් කිරීමට නියමිත කටුනායක බණ්ඩාරනායක ජාත්‍යන්තර ගුවන්තොටුපොළේ කාර්යක්ෂමතාව ඉහළ නැංවීමේ සංවර්ධන සැලැස්ම පිළිබඳ නිලධාරීන් විසින් ජනාධිපතිවරයා දැනුවත් කරන ලදී.

මේ යටතේ වසර 2027  වසර තුළ කටුනායක බණ්ඩාරනායක ජාත්‍යන්තර ගුවන්තොටුපොළ සංවර්ධන ව්‍යාපෘතියේ දෙවන අදියර යටතේ පවතින පැමිණීමේ සහ පිටවීමේ පර්යන්ත පුළුල් කිරීම, නව පර්යන්තය ඉදිකිරීම සහ ඩිපෝ ප්‍රසාරණ කටයුතු අවසන් කිරීමට සැලසුම් කර ඇත. 

එසේම කටුනායක බණ්ඩාරනායක ජාත්‍යන්තර ගුවන්තොටුපොළ ආශ්‍රිතව මගී ප්‍රවාහන සේවා විධිමත් හා කාර්යක්ෂම කිරීමේ අවශ්‍යතාවද ජනාධිපතිවරයා මෙහිදී පෙන්වා දුන්නේය.

තවද සියලු ගුවන්තොටුපොළ සේවා ඩිජිටල්කරණය කිරීම සඳහා ඩිජිටල් අමාත්‍යාංශය සමඟ ඒකාබද්ධව කටයුතු කරමින් පවතින බවද මෙහිදී අනාවරණය කෙරිණ.

හිඟුරක්ගොඩ ඇතුළු අභ්‍යන්තර ගුවන්තොටුපොළවල සංවර්ධන කටයුතුවල වත්මන් තත්ත්වය පිළිබඳව මෙහිදී අවධානය යොමු කෙරුණු අතර,  එම ගුවන්තොටුපොළවල සිවිල් මගී මෙහෙයුම් සිදු කිරීමේදී ගුවන් හමුදාව සමඟ සම්බන්ධීකරණය කරමින් වඩාත් කාර්යක්ෂම යාන්ත්‍රණයක් සකස් කිරීමටත්, එක් එක් ගුවන් තොටුපොළවල අවශ්‍යතාව පිළිබඳ  වරාය සහ සිවිල් ගුවන් සේවා  අමාත්‍යාංශය සහ ශ්‍රී ලංකා ගුවන්  හමුදාව එක්ව ඒකාබද්ධ සමාලෝචනයක් සිදු කර ඒ පිළිබඳ ඇගයීම් වාර්තාවක් සකස් කරන ලෙසත් ජනාධිපතිවරයා උපදෙස් දුන්නේය.

තවද මත්තල ගුවන්තොටුපොළ මේ වන විට  දිනකට රුපියල් මිලියන 6-7ත් අතර, එනම් වසරකට රුපියල් බිලියන 4ක පමණ අලාභයක් ලබන බව මෙහිදී අනාවරණය වූ අතර මෙම තත්ත්වය මඟ හරවා ගැනීම සඳහා විකල්ප යෝජනා මෙහිදී ජනාධිපතිවරයා වෙත ඉදිරිපත් කෙරිණි.

මේ යටතේ මත්තල ගුවන්තොටුපොළ සඳහා ආයෝජන යෝජනා මේවන විට කැඳවා ඇති බවත් වසර 2027 වන විට ඊට අදාළ කටයුතු අවසන් කළ  හැකි බවත් මෙහිදී සඳහන් කරන ලදී. 

මේ අතර  යාපනය ගුවන්තොටුපොළ  මගී පර්යන්තය නවීකරණය කර එහි පහසුකම් වැඩිදියුණු කිරීමේ කටයුතු මේ වන විට ආරම්භ කර ඇති බවද මෙහිදී අනාවරණය කෙරිණි. 

ආයතන සතු මූල්‍ය ශක්තිය භාවිත කරමින් සහ ඉදිරි සංවර්ධන ව්‍යාපෘති සඳහා අවශ්‍ය මුදල් කළමනාකරණය කරමින්, ජනතා බදු මුදල්වලට බරක් නොවන ලෙස රාජ්‍ය භාණ්ඩාගාරයට උපරිම දායකත්වයක්  ලබා දීමට අදාළ ආයතන කටයුතු කළ යුතු බවද ජනාධිපතිවරයා මෙහිදී වැඩිදුරටත් පෙන්වා දුන්නේය.

වරාය, සිවිල් ගුවන්සේවා සහ බලශක්ති අමාත්‍ය අනුර කරුණාතිලක, වරාය සහ සිවිල් ගුවන්සේවා නියෝජ්‍ය අමාත්‍ය ජනිත රුවන් කොඩිතුවක්කු, ජනාධිපති ලේකම් ආචාර්ය නන්දික සනත් කුමානායක, ජනාධිපති කාර්ය මණ්ඩල ප්‍රධානී ප්‍රභාත් චන්ද්‍රකීර්ති, ජනාධිපති ජ්‍යෙෂ්ඨ අතිරේක ලේකම්, බලශක්ති අමාත්‍යාංශයේ ලේකම් රසල් අපොන්සු, මුදල්, ක්‍රමසම්පාදන සහ ආර්ථික සංවර්ධන අමාත්‍යාංශයේ ලේකම් ආචාර්ය හර්ෂණ සූරියප්පෙරුම, වරාය සහ සිවිල් ගුවන්සේවා අමාත්‍යාංශයේ ලේකම් ඩබ්ලිව්.ඩබ්ලිව්.එස්. මංගල යන මහත්ම මහත්මීහුද, මුදල් අමාත්‍යාංශයේ සහ වරාය සහ සිවිල් ගුවන්සේවා අමාත්‍යාංශයේ නිලධාරීහු පිරිසක්ද මෙම අවස්ථාවට සහභාගි වූහ

Significant Discussions on Port and Civil Aviation Development Held at Presidential Secretariat

A crucial meeting focused on the progress of the Ministry of Ports and Civil Aviation's 2026 initiatives and the budget proposals for 2027 took place yesterday afternoon under the leadership of President Anura Kumara Dissanayake at the Presidential Secretariat.

This discussion, featuring representatives from various organizations including the Sri Lanka Ports Authority, the Airports and Aviation Services (Sri Lanka) Limited (AASL), the Ceylon Shipping Corporation Limited (CSCL), SriLankan Airlines (SLA), and the Sri Lanka Civil Aviation Authority, delved into operational insights and progress made on projects funded under the 2026 budget and the proposals set for the upcoming budget.

Particular attention was given to the Sri Lanka Port Development Program, operating under the Ports Authority with financial assistance from the World Bank, the Asian Development Bank, and the Indian Government. Among the notable projects highlighted were the ongoing renovations at the Kankesanthurai Port, developments at the Logistics Park in Colombo, and the enhancement of berthing facilities at the southern port, all discussed extensively to improve operational efficiencies through digitalization.

Emphasizing future targets, officials informed the President about the plan to boost annual passenger capacity at Bandaranaike International Airport in Katunayake to 24.2 million by 2055, aiming to complete this over the next three years as part of a comprehensive efficiency enhancement scheme.

Under the developmental plan for 2027, expansions of the arrival and departure terminals, the construction of a new terminal, and the completion of depot expansion activities were discussed. Furthermore, the necessity for efficient passenger transport services connected to the airport was also outlined by the President.

Additionally, it was revealed that collaborative efforts are underway with the Digital Ministry to digitalize all airport services. The current state of development activities at domestic airports, including Hanguranketha, was also scrutinized. The President urged for the establishment of efficient operational mechanisms in coordination with the Air Force during civil passenger operations.

In addressing the financial viability of Mattala Airport, it was noted that the facility currently incurs losses amounting to 4 billion rupees annually, prompting the President to propose alternative measures to rectify this situation.

Moreover, discussions indicated that investment proposals for Mattala Airport are actively being sought, with plans expected to be finalized by 2027. Concurrently, efforts to upgrade passenger facilities at Jaffna Airport have reportedly commenced.

The President further highlighted that relevant organizations should leverage their financial strength while managing funds for upcoming development projects to ensure minimal burden on public finances and maximize contributions to the state treasury.

Among those present at the meeting were Minister of Ports, Civil Aviation, and Energy Anura Kumara Dissanayake, Deputy Minister Janith Ruwan Kodithuwakku, Secretary to the President Dr. Nandika Senanayake, Chief of Presidential Staff Prabath Chandrakeerthi, and several high-ranking officials from the ministries involved.
