 ග්‍රාමීය සංවර්ධන, සමාජ ආරක්ෂණ හා ප්‍රජා සවිබලගැන්වීම් අමාත්‍යාංශය යටතේ සමෘද්ධි සංවර්ධන දෙපාර්තමේන්තුව මගින් ක්‍රියාත්මක කරනු ලබන අඩු ආදායම්ලාභී පවුල් සවිබලගැන්වීමේ වැඩසටහන් වේගවත් කිරීම සහ සමෘද්ධි නිලධාරීන් දැනුවත් කිරීම අරමුණු කරගනිමින්, "ප්‍රජා සවියට නව බලයක්" තේමාව යටතේ ජූලි 15 සිට අගෝස්තු 15 දක්වා "ජාතික ප්‍රජා සවිබලගැන්වීමේ මාසය" ක්‍රියාත්මක කිරීමට සැලසුම් කර ඇත.

ඒ අනුව, එහි සමාරම්භක වැඩසටහන ලෙස ගම්පහ, කොළඹ, කළුතර, ගාල්ල, රත්නපුර සහ කෑගල්ල යන දිස්ත්‍රික්කවල සමෘද්ධි නිලධාරීන් දැනුවත් කිරීමේ වැඩසටහන අරලියගහ මන්දිර පරිශ්‍රයේදී ග්‍රාමීය සංවර්ධන, සමාජ ආරක්ෂණ හා ප්‍රජා සවිබලගැන්වීම් අමාත්‍ය ආචාර්ය උපාලි පන්නිල මහතාගේ සහ නියෝජ්‍ය අමාත්‍ය වසන්ත පියතිස්ස මහතාගේ ප්‍රධානත්වයෙන් පැවැත්විණි.

එහිදී අදහස් දක්වමින් අමාත්‍ය ආචාර්ය උපාලි පන්නිල මහතා සඳහන් කළේ, රටේ දරිද්‍රතාව තුරන් කිරීම එක් ආයතනයකට පමණක් සීමා වූ වගකීමක් නොවන බවත්, එය රජයේ "පොහොසත් රටක් – ලස්සන ජීවිතයක්" ප්‍රතිපත්ති ප්‍රකාශයේ ප්‍රධාන මූලධර්මයක් බවත්ය.

තවද, ග්‍රාම නිලධාරීන්, සමෘද්ධි නිලධාරීන්, කෘෂිකර්ම පර්යේෂණ හා නිෂ්පාදන සහකාරවරුන් ඇතුළු සියලු ක්ෂේත්‍ර නිලධාරීන් හුදකලාව කටයුතු නොකර, ප්‍රජා සංවර්ධන සභා හරහා සාමූහිකව කටයුතු කිරීමේ වැදගත්කම ද අමාත්‍යවරයා පෙන්වා දුන්නේය.

සුබසාධනය අත්‍යවශ්‍ය අයට එය නිසි පරිදි ලබාදීම රජයේ ප්‍රතිපත්තියක් වන අතර, සවිබලගැන්වීම යනු භෞතික සංවර්ධනයෙන් ඔබ්බට ගිය මානුෂීය හා සමාජීය ක්‍රියාවලියක් බව ද අමාත්‍යවරයා අවධාරණය කළේය.

මහජන මුදල් වංචා කරන හෝ දූෂණය කරන කිසිදු අයෙකුට වර්තමාන රජය යටතේ සමාවක් නොලැබෙන බවත්, මූල්‍ය විනය පිළිබඳ ප්‍රමුඛ අවධානය යොමු කරන බවත් අමාත්‍යවරයා සඳහන් කළේය. එමෙන්ම සියලුම නිලධාරීන් දේශපාලන සෙවණැලිවලින් මිදී ජනතා අභිලාෂයන් හඳුනාගෙන වගකීමෙන් යුතුව කටයුතු කළ යුතු බව ද ඔහු අවධාරණය කළේය.

සමෘද්ධි සංවර්ධන දෙපාර්තමේන්තුව ගෞරවනීය රාජ්‍ය ආයතනයක් බවට පත් කිරීමේ වගකීම එහි සියලුම නිලධාරීන් සතු වන බව ද මෙහිදී වැඩිදුරටත් අදහස් දක්වමින් අමාත්‍යවරයා ප්‍රකාශ කළේය.

මෙම අවස්ථාවට ග්‍රාමීය සංවර්ධන, සමාජ ආරක්ෂණ හා ප්‍රජා සවිබලගැන්වීම් අමාත්‍යාංශයේ ලේකම් සම්පත් මන්ත්‍රිනායක මහතා, අතිරේක ලේකම්වරුන් වන රාධා නානායක්කාර මහත්මිය සහ නාලිකා පියසේන මහත්මිය, අමාත්‍යාංශ නිලධාරීන්, ලෝක ආහාර වැඩසටහනේ ශ්‍රී ලංකා සම්බන්ධීකාරක මහලේකම්  කාර්යාලයේ අධ්‍යක්ෂ ජනරාල් ආර්. රුෂාන්තන් මහතා, සමෘද්ධි සංවර්ධන දෙපාර්තමේන්තුවේ අධ්‍යක්ෂ ජනරාල් දම්මික මුතුගල මහතා, දෙපාර්තමේන්තු නිලධාරීන් ඇතුළු විශාල පිරිසක් එක්ව සිටියහ.

National Community Empowerment Month Launched to Boost Low-Income Families

Aiming to expedite empowerment programs for low-income families and to raise awareness among officials, the Department of Samurdhi Development has announced the "National Community Empowerment Month," set to run from July 15 to August 15 under the theme "A New Force for Community Support."

The inaugural event was held at the Araliya Gaha Mandiraya, bringing together Samurdhi officers from the districts of Gampaha, Colombo, Kalutara, Galle, Ratnapura, and Kegalle. The initiative was spearheaded by Minister of Rural Development, Social Security, and Community Empowerment, Dr. Upali Panditha, along with Deputy Minister Vasantha Piyathissa.

During the proceedings, Minister Dr. Upali Panditha emphasized that eradicating poverty is not solely the responsibility of a single organization. He underscored that it is a core principle of the government's policy statement proclaiming "a prosperous nation, a beautiful life."

Furthermore, the Minister highlighted the importance of collaboration among all related officials, including rural officers and agricultural research and production assistants, rather than functioning in isolation. He pointed out that community development should be approached through collective efforts via local development boards.

Minister Panditha reiterated that providing essential assistance to those in need is a government policy and emphasized that empowerment transcends mere physical development, encompassing human and social dimensions as well.

He firmly stated that anyone involved in public money fraud or corruption will not receive clemency under the current government, stressing that a strong focus on financial discipline is pivotal. Additionally, he called on all officials to rise above political influences and take responsible actions to discern and meet the public's aspirations.

The Minister also expressed that all officials bear collective responsibility for elevating the Department of Samurdhi Development to an esteemed state institution.

A significant attendance included Secretary to the Ministry of Rural Development, Social Security, and Community Empowerment, Sampath Manthrikanayaka, Additional Secretaries Radha Nanayakkara and Nalika Piyaseena, the Director General of the World Food Programme’s Sri Lanka office, R. Rushanthan, and the Director General of the Department of Samurdhi Development, Dammika Muthugala, among other officials.
