 සංවිධානාත්මක අපරාධකරුවකු වන හරක් කටා නමැත්තාට අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුව තුළදී පහසුකම් සැලසීම සඳහා ලබාදුන් අල්ලස් මුදල්වලින් කොටසක්, භික්ෂූන් වහන්සේ නමකගේ මැදිහත්වීමෙන් උසස් පොලිස් නිලධාරීන් කිහිපදෙනෙකු වෙත ලබා දී ඇති බව අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිෂන් සභාව (17) කොළඹ මහේස්ත්‍රාත් අධිකරණය හමුවේ අනාවරණය කළේය.

මෙම සිද්ධිය සම්බන්ධයෙන් චෝදනා ලැබ සිටින චරිත් අබේසිංහ, නීතිඥ රඛිත රාජපක්ෂ සහ අරුණ ශ්‍රී චතුරංග යන සැකකරුවන් තිදෙනා  යළි අධිකරණය හමුවට පැමිණවූ අවස්ථාවේදී අල්ලස් කොමිසම වෙනුවෙන් පෙනී සිටි සහකාර නීති අධ්‍යක්ෂිකා අනුෂා සම්බන්දප්පෙරුම මහත්මිය මේ බව සඳහන් කළාය.

එහිදී ඇය වැඩිදුරටත් කරුණු දක්වමින් කියා සිටියේ, මෙම සිද්ධියේ ප්‍රධාන පැමිණිලිකාරිය වන හරක් කටාගේ බිරිඳ වන මහේෂිකා මධුවන්තී විසින් ලබාදුන් වීඩියෝ පටයක් සහ ප්‍රකාශයක් මගින් මෙම තොරතුරු අනාවරණය වී ඇති බවයි. අදාළ අල්ලස් මුදල් සැකකරුවන් වෙත ලබාදුන් ආකාරයත්, ඉන් අනතුරුව සිදු වූ දුරකථන සංවාද ඇතුළත් හඬපට සහිත ජංගම දුරකථනයක් ද ඇය විසින් කොමිසම වෙත භාර දී තිබේ.

විමර්ශනවලට අනුව, අදාළ සැකකරුවන් තිදෙනා 2023 මාර්තු මස ඉන්දියාව බලා ගොස් ඇති අතර, එහිදී ඔවුන් සහ අනෙකුත් පාර්ශවයන් අතර දුරකථන ඇමතුම් 1,300කට අධික ප්‍රමාණයක් හුවමාරු වී ඇති බව ද හෙළි වී ඇත.

මෙම අල්ලස් ජාලය මෙහෙයවීමේදී භික්ෂූන් වහන්සේ නමක හරහා උසස් පොලිස් නිලධාරීන් වෙත මුදල් ගලා ගොස් ඇති බවට සාක්ෂි ලැබී ඇති අතර, එම භික්ෂූන් වහන්සේ කවුරුන්ද යන්න හඳුනාගෙන ඇති නමුත් විමර්ශන අවසන් වනතුරු ඒ පිළිබඳ වැඩිදුර තොරතුරු හෙළි කළ නොහැකි බව සහකාර නීති අධ්‍යක්ෂිකාව පැවසුවාය.

මේ අතර, සැකකරුවන් වෙනුවෙන් පෙනී සිටි ජනාධිපති නීතිඥවරුන් වන නෙවිල් අබේරත්න සහ නලින්ද ඉන්දතිස්ස යන මහත්වරුන් අධිකරණය හමුවේ තර්ක කළේ, මෙම නඩුවට අදාළව කිසිදු නඩු භාණ්ඩයක් හෝ රජයේ නිලධාරියෙකු අත්අඩංගුවට ගෙන නොමැති බවයි. තවද, සැකකරුවන් දැඩි හෘද රෝග සහ Sleep Apnea වැනි රෝගී තත්ත්වයන්ගෙන් පෙළෙන බැවින් ඔවුන්ට ඇප ලබා දෙන ලෙස ද ඔවුහු ඉල්ලා සිටියහ.

දෙපාර්ශවයේම කරුණු සලකා බැලූ කොළඹ ප්‍රධාන මහේස්ත්‍රාත් අසංග හෙට්ටිගොඩ මහතා, ඇප ඉල්ලීම් සම්බන්ධයෙන් යම් විරෝධතාවක් ඇත්නම් හෝ විමර්ශනවල ප්‍රගතිය ලබන 23 වැනිදාට පෙර දැනුම් දෙන ලෙස අල්ලස් කොමිසමට නියෝග කළේය.

ඒ අනුව සැකකරුවන් තිදෙනා ලබන 28 වැනිදා දක්වා රක්ෂිත බන්ධනාගාරගත කිරීමට නියෝග කෙරිණි.

High-Ranking Police Officials Allegedly Involved in Corruption Case

Revelations have emerged regarding alleged corruption within the Department of Criminal Investigation, indicating that a portion of a bribe given to facilitate the case of organized criminal Harak Kata has been funneled to several senior police officers through the mediation of a figure known as Bhikkhu (monk). The Commission to Investigate Allegations of Bribery or Corruption disclosed these details at the Colombo Magistrate's Court.

During the court proceedings, three suspects—Charith Abeysinghe, attorney Rakhitha Rajapaksha, and Aruna Sri Chaturanga—were brought back to the court where Anusha Sambandapperuma, an assistant legal director representing the commission, highlighted the gravity of the situation.

Sambandapperuma further elaborated that the main complainant, Maheshika Madhuwanthie, Harak Kata's wife, provided a video and statement revealing these critical details. She disclosed how the bribe was delivered to the suspects and presented a mobile phone containing voice recordings of subsequent phone conversations to the commission.

Investigations indicate that the suspects traveled to India in March 2023, during which over 1,300 phone calls were exchanged among them and other parties involved.

Evidence has surfaced suggesting that funds flowed to senior police officials through the mediation of the named monk. While the identity of this monk has been established, the assistant legal director noted that further details must remain confidential until the investigation concludes.

Additionally, attorneys representing the suspects, Neville Abeyratne and Nalinda Indathissa, argued in court that no charges had been filed against any state officials or evidence presented related to the case. They also requested bail, citing severe medical conditions, including heart disease and sleep apnea, affecting their clients.

Considering arguments from both parties, Chief Magistrate Asanga Hettiagoda directed the bribery commission to inform the court of any objections regarding bail requests before the 23rd of this month.

Consequently, the three suspects have been remanded in custody until the 28th of this month.
