 මීගමුව බන්ධනාගාරයේ මෑතකදී ඇති වූ ගැටුම සම්බන්ධයෙන් සිදු කෙරෙන විමර්ශන අවසානයේදී, අවශ්‍ය වුවහොත් අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍ය නීතිඥ හර්ෂණ නානායක්කාර මහතාගෙන් ප්‍රකාශයක් ලබා ගැනීමට කටයුතු කරන බව ශ්‍රී ලංකා මානව හිමිකම් කොමිෂන් සභාව පවසයි.

කොමිසමේ කොමසාරිස් නීතිඥ නිමල් ජී. පුංචිහේවා මහතා සඳහන් කළේ, මෙම සිද්ධියට අදාළව රඳවා සිටින රැඳවියන්ගෙන් සහ බන්ධනාගාර නිලධාරීන්ගෙන් ප්‍රශ්න කිරීම් දැනටමත් ආරම්භ කර ඇති බවයි.

කෙසේ වෙතත්, සිද්ධියට සම්බන්ධ රැඳවියන් පිරිසක් දුර බැහැර ප්‍රදේශවල බන්ධනාගාර වෙත මාරු කර යැවීම හේතුවෙන් විමර්ශන කටයුතු යම් දුෂ්කරතාවයකට පත්ව ඇති බව ද ඔහු පෙන්වා දුන්නේය.

මෙම විමර්ශනයේ මූලික අරමුණ වන්නේ සිද්ධිය වූ අවස්ථාවේදී නිලධාරීන් අතින් කිසියම් අතපසුවීමක් සිදුව ඇත්දැයි යන්න අනාවරණය කර ගැනීමයි.

පසුගිය ජූලි 07 වැනිදා වැලිකඩ බන්ධනාගාරය පරීක්ෂා කිරීමට ගිය මානව හිමිකම් කොමිසමේ නිලධාරීන්ට එහි ඇතුළු වීමට අවසර නොදීම සම්බන්ධයෙන් කොමිසම සිය දැඩි විරෝධය පළ කර ඇත.

1996 අංක 21 දරන ශ්‍රී ලංකා මානව හිමිකම් කොමිෂන් සභා පනතට අනුව, පූර්ව දැනුම් දීමකින් තොරව ඕනෑම රැඳවුම් මධ්‍යස්ථානයකට ඇතුළු වීමට කොමිසමට බලය පවතින බව ඔවුහු අවධාරණය කරති.

මානව හිමිකම් කොමිෂන් සභාවේ සභාපති විනිසුරු එල්. ටී. බී. දෙහිදෙණිය මහතාගේ ප්‍රධානත්වයෙන් පසුගිය 14 වැනිදා පැවැති සාකච්ඡාවකදී බන්ධනාගාර නිලධාරීන් ප්‍රකාශ කර ඇත්තේ, එම අවස්ථාවේ බන්ධනාගාරය තුළ පැවැති අස්ථාවර ආරක්ෂක තත්ත්වය හේතුවෙන් නිලධාරීන්ට ඇතුළු වීමට අවසර නොදුන් බවයි.

එම තත්ත්වය නිසි ලෙස සන්නිවේදනය කිරීමට නොහැකි වීම පිළිබඳව බන්ධනාගාර බලධාරීන් කනගාටුව පළ කර ඇති නමුත්, ඔවුන් ලබා දුන් එම පැහැදිලි කිරීම පිළිබඳව තමන් සෑහීමකට පත් නොවන බව මානව හිමිකම් කොමිසම වැඩිදුරටත් සඳහන් කරයි.

Sri Lanka Human Rights Commission to Investigate Recent Clash at Meegamuwa Prison

The Sri Lanka Human Rights Commission has announced plans to obtain a statement from Minister of Justice and National Unity, Attorney-at-Law Harshana Nanayakkara, following recent unrest at Meegamuwa Prison. This inquiry will take place as part of the commission's ongoing investigation into the disturbances.

Commissioner, Attorney-at-Law Nimal G. Punchihewa, noted that questioning of detainees involved in the incident, as well as prison officials, is already underway. However, complications have arisen as a number of detainees linked to the incident have been transferred to remote facilities, hindering the investigative process.

The primary aim of this investigation is to determine whether any misconduct occurred on the part of the officials in charge during the incident. On July 7, a team from the Human Rights Commission seeking to inspect the Welikada Prison was denied entry, a move that has drawn significant criticism from the commission.

They emphasized that, under the Sri Lankan Human Rights Commission Act No. 21 of 1996, the commission has the authority to enter any detention facility without prior notice. They expressed disappointment over the failure to allow access during this critical inspection.

During a discussion led by the commission's Chair, Judge L. T. B. Dehideniya, on the 14th, prison officials claimed that unstable security conditions within the facility prevented their entry. While the officials expressed regret over their inability to communicate this situation effectively, the Human Rights Commission has stated that they remain unsatisfied with this explanation.
