ඉන්දීය රජයේ මූල්‍ය ආධාර මත ක්‍රියාත්මක කිරීමට සැලසුම් කර ඇති ශ්‍රී ලංකා අනන්‍ය ඩිජිටල් හැඳුනුම්පත් ව්‍යාපෘතිය සඳහා ඉදිරිපත් වී ඇති ලංසු මිල ගණන්, ඉන්දියාව පොරොන්දු වූ ආධාර මුදල මෙන් දෙගුණයකටත් වඩා වැඩි වී ඇති බව සන්ඩේ ටයිම්ස් වාර්තා කරයි.

මේ හේතුවෙන් පැන නැගී ඇති තත්ත්වය පිළිබඳව සාකච්ඡා කිරීමට ශ්‍රී ලංකා බලධාරීන් ඉන්දීය නියෝජිතයන් සමඟ විශේෂ හමුවක් ඉල්ලා තිබේ.

මෙම ව්‍යාපෘතියේ ප්‍රධාන පද්ධති ඒකාබද්ධ කරන්නා (Master System Integrator - MSI) ලෙස කටයුතු කිරීම සඳහා ඉන්දීය සමාගම් පහක් තාක්ෂණික වශයෙන් සුදුසුකම් ලබා ඇත. Infosys Ltd, Tata Consultancy Services Ltd, Protean e-Gov Technologies Ltd, RailTel Corporation of India Ltd සහ Bharat Electronics Ltd යන එම සමාගම් අතරින්, ඉහළම තාක්ෂණික සහ මූල්‍ය ලකුණු ලබා ගත් සමාගමේ ලංසුව ඉන්දීය රුපියල් බිලියන 7ක් (රුපියල් බිලියන 24.6ක්) පමණ වේ.

එහෙත් ඉන්දීය රජය මෙම ව්‍යාපෘතිය සඳහා ලබා දීමට එකඟ වී ඇත්තේ ඉන්දීය රුපියල් බිලියන 3ක (රුපියල් බිලියන 10.5ක) ආධාර මුදලක් පමණි.

මේ පිළිබඳව අදහස් දක්වමින් ඩිජිටල් තාක්ෂණ නියෝජ්‍ය අමාත්‍ය එරංග වීරරත්න මහතා තහවුරු කළේ, ඉදිරිපත් වී ඇති ලංසු මිල ගණන් අපේක්ෂිත මට්ටමට වඩා බෙහෙවින් ඉහළ බවයි.

ඉදිරි පියවර පිළිබඳව තීරණය කිරීම සඳහා ඉන්දීය රජයෙන් ඉල්ලීමක් කර ඇති බවත්, තේරීම් සිදු කරනු ලබන්නේ අඩුම මිල මත පමණක් නොව තාක්ෂණික හා වාණිජමය අංශයන්හි ඉහළම ගුණාත්මකභාවය සලකා බලා බවත් ඔහු වැඩිදුරටත් පැවසීය.

ජනාධිපති ඩිජිටල් ආර්ථිකය පිළිබඳ ප්‍රධාන උපදේශක හාන්ස් විජයසූරිය මහතා ප්‍රකාශ කළේ, ලංසු මිල ආධාර මුදල ඉක්මවා ගියහොත් දෙපාර්ශවය සාකච්ඡා කර තීරණයකට එළඹිය යුතු බවට දෙරට අතර ඇති අවබෝධතා ගිවිසුමේ ප්‍රතිපාදන පවතින බවයි.

මේ සම්බන්ධයෙන් ඉන්දීය මහ කොමසාරිස් කාර්යාලයේ ප්‍රකාශකයෙකු සඳහන් කළේ ඇගයීම් කටයුතු තවමත් සිදුවෙමින් පවතින බැවින් අවසන් තීරණයක් ගෙන නොමැති බවයි.

මෙම ව්‍යාපෘතිය යටතේ දැවැන්ත දත්ත මධ්‍යස්ථාන දෙකක් සඳහා අවශ්‍ය දෘඩාංග සැපයීම, මෘදුකාංග පද්ධති සකස් කිරීම සහ ඇඟිලි සලකුණු හා ඇස්වල තාරකා මණ්ඩල (Iris) පරිලෝකනය කළ හැකි ජෛවමිතික ලියාපදිංචි කට්ටල 900ක් දිවයින පුරා ස්ථාපිත කිරීම සිදු කෙරේ. වසරක කාලයකින් පසු මෙම පද්ධතියේ මෙහෙයුම් කටයුතු දේශීය තොරතුරු තාක්ෂණ සමාගමක් වෙත පැවරීමට නියමිත අතර, ඒ සඳහා වන ටෙන්ඩර් කැඳවීම් ඉදිරියේදී සිදු කිරීමට නියමිත බවත් වාර්තාවේ සදහන්ය.

Concerns Arise Over Cost of India's Financial Aid for Sri Lanka's Digital ID Project

The cost of the proposed digital identity project in Sri Lanka, set to be funded by the Indian government, has reportedly surged to over double the amount India initially committed. This alarming development has prompted Sri Lankan officials to request a special meeting with their Indian counterparts to discuss the situation.

Five Indian companies have been technically qualified to serve as the Master System Integrator (MSI) for the project, including Infosys Ltd, Tata Consultancy Services Ltd, Protean e-Gov Technologies Ltd, RailTel Corporation of India Ltd, and Bharat Electronics Ltd. The estimates provided by these companies hover around INR 7 billion (approximately LKR 24.6 billion).

However, the Indian government has only expressed willingness to provide INR 3 billion (around LKR 10.5 billion) in financial assistance for the initiative, leading to a significant funding gap.

Commenting on the inflated bids, Digital Technology Minister Eranga Weeraratne confirmed that the proposed costs exceeded expectations significantly. He mentioned that the Sri Lankan government has formally requested additional clarification from India, stressing that the selection process will consider not just the lowest bid but also the highest quality in technical and commercial aspects.

Hans Wijayasuriya, the Chief Advisor on Digital Economy to the President, noted that should the bids surpass the allocated financial aid, both parties would need to sit down and negotiate, as stipulated in the existing understanding between the two nations.

According to a spokesperson for the Indian High Commission, assessment activities are still ongoing, indicating that no final decision has been made yet.

The project entails setting up two large data centers, software system development, and the installation of 900 biometric registration kits across the country capable of fingerprinting and iris scanning. After a year of operation, the management of this system is intended to be handed over to a local IT company, with tender calls anticipated in the near future.
