චීනයේ සිනොපෙක් (Sinopec) සමාගම විසින් හම්බන්තොට ඉදිකිරීමට යෝජිත ඇමරිකානු ඩොලර් බිලියන 3.7ක දැවැන්ත තෙල් පිරිපහදු ව්‍යාපෘතිය, එහි කොන්දේසි සම්බන්ධයෙන් පවතින මතභේද හේතුවෙන් තවදුරටත් ප්‍රමාද වෙමින් පවතින බව ඩෙිලි මිරර් පවසයි.

අවබෝධතා ගිවිසුම අත්සන් කර වසර එකහමාරකට අධික කාලයක් ගතවී ඇතත්, ව්‍යාපෘතිය ආරම්භ කිරීම පිළිබඳව මෙතෙක් අවසන් තීරණයකට එළඹීමට රජය සමත්ව නොමැත.

ශ්‍රී ලංකාවට ලැබෙන විශාලතම විදේශ සෘජු ආයෝජනය (FDI) ලෙස සැලකෙන මෙම ව්‍යාපෘතිය සඳහා මූලික අනුමැතිය 2023 වසරේදී හිමිවිය. අනතුරුව, ජනාධිපති අනුර කුමාර දිසානායක මහතා 2025 ජනවාරි මාසයේදී චීනයේ සිදුකළ නිල සංචාරය අතරතුරදී මේ සඳහා වන අවබෝධතා ගිවිසුමට අත්සන් තබන ලදී.

යෝජිත පිරිපහදුව දිනකට බොරතෙල් බැරල් 200,000ක් පිරිපහදු කිරීමේ ධාරිතාවයකින් යුක්තය. මුල් එකඟතාවය වූයේ නිෂ්පාදනයෙන් සියයට 20ක් දේශීය වෙළඳපොළට නිකුත් කර ඉතිරි සියයට 80 අපනයනය කිරීමයි. කෙසේ වෙතත්, සිනොපෙක් සමාගම මේ වන විට දේශීය වෙළඳපොළට වැඩි ප්‍රවේශයක් ඉල්ලා සිටින අතර, ඒ සඳහා මුල් ගිවිසුමේ සංශෝධන අපේක්ෂා කරයි.

රජයේ ජ්‍යෙෂ්ඨ ප්‍රකාශකයෙකු  සඳහන් කර ඇත්තේ, ජාත්‍යන්තර මූල්‍ය අරමුදල සමඟ පවතින වැඩසටහන යටතේ සියලුම ආයෝජකයන්ට සමාන අවස්ථා ලබාදිය යුතු බැවින්, එක් ව්‍යාපෘතියකට පමණක් විශේෂ බදු සහන හෝ වරප්‍රසාද ලබාදීමට රජයට සීමාවන් පවතින බවයි. මේ හේතුවෙන් පවතින ගැටලු නිරාකරණය කරගැනීම අසීරු වී තිබේ.

විදේශ අමාත්‍ය විජිත හේරත් මහතා මීට පෙර ප්‍රකාශ කර තිබුණේ 2026 වසරේ මුල් කාර්තුව වන විට මෙම ගිවිසුම අවසන් කිරීමට අපේක්ෂා කරන බවයි.

එහෙත් වත්මන් තත්ත්වය හමුවේ නුදුරු අනාගතයේදී මෙම ව්‍යාපෘතිය ආරම්භ වීමේ සම්භාවිතාව ඉතා අඩු බව වැඩිදුරටත් සඳහන් කරයි.

Sinopec's $3.7 Billion Oil Refinery Project in Hambantota Delayed Due to Disagreements

The massive $3.7 billion oil refinery project proposed by China's Sinopec in Hambantota continues to be delayed due to disagreements over its terms, according to the Daily Mirror.

Although a memorandum of understanding was signed, more than a year has passed without a final decision on when the project will commence.

Considered to be the largest foreign direct investment (FDI) for Sri Lanka, the project received initial approval in 2023. Subsequently, during an official visit to China in January 2025, President Anura Kumara Dissanayake signed the memorandum of understanding for this venture.

The proposed refinery is equipped with a capacity to process 200,000 barrels of crude oil per day. The initial agreement stipulated that 20% of the production would be released to the local market, with the remaining 80% earmarked for export. However, Sinopec is currently seeking greater access to the local market, requesting amendments to the original agreement.

A senior government spokesperson stated that, under the ongoing program with the International Monetary Fund, it is necessary to provide equal opportunities to all investors; hence, the government faces constraints in providing special tax relief or incentives for a single project. This limitation has made resolving the ongoing issues more challenging.

Foreign Minister Wijitha Herath has previously indicated that the government aims to finalize this agreement by the first quarter of 2026.

However, under the current circumstances, the likelihood of the project commencing in the near future is reported to be very low.
