පහසුකම් මදි...දුවන්න වාහන නැහැ.. රජයට නිල නිවාස හරියට නැහැ...

 වාරි මහිම අපේ උරුමය යටතේ හොරොව්පොතාන වැවේ ගේට්ටු සහිත වාන් නිර්මිතය ඉදිකිරීම සහ වැව් බැම්ම ප්‍රතිසංකරණය කිරීම ආරම්භය  සිදු විය.

 කෘෂිකර්ම පශු සම්පත් ඉඩම් හා වාරිමාර්ග අමාත්‍යාංශය යටතේ මේ සදහා වෙන් කල ඇති මුළු මුදල රුපියල් මිලියන 100.01 කි. ප්‍රදේශයේ ගොවි ජනතාවගේ කෘෂිකාර්මික ජල  ගැටළුවට පිළිමක් දෙස කඩිනමින් මෙම ව්‍යාපෘතිය සිදු කරනු ඇත.

මෙම අවස්ථාවට සහබාගී වූ කෘෂිකර්ම පශු සම්පත් ඉඩම් හා වාරිමාර්ග අමාත්‍ය කේ.ඩී.ලාල් කාන්ත මහතා මෙසේ අදහස් ඉදිරිපත් කලේය.

“ඉස්සර මේ පැත්තට කිව්වේ වියළි කලාපය කියලා. ඒ වුණාට මෙතන ඉන්නකොට හමන සුළඟ සිසිලයි. වාරිමාර්ග පද්ධතිය නිසා. වාරිමාර්ග පද්ධතියක් නැත්නම් රජරටක් නැහැ. ඒ නිසා අපිට වාරිමාර්ග දෙපාර්තමේන්තුව තරම් වටිනා දෙපාර්තමේන්තුවක් තවත් නැහැ. ඒකට අනිත් අය අමනාප වෙන්න එපා. විශේෂයෙන් අනුරාධපුර, පොළොන්නරුව ප්‍රදේශ වැව් පද්දතිය නැත්නම් අදත් කාන්තාරයක් තමයි. වාර්මාර්ග දෙපාර්තමේන්තුව ලොකු අභියෝගයකට මුහුණ දුන්නා, අපේ වැව් ටික ආරක්ෂා කරලා දෙන්න. ඒක තමයි මේ දිට්වාවලින් ආපු ලොකුම අභියෝගය. 

පොදු ජනතාව කිව්වොත් එක කණ්ඩායමක්. ආණ්ඩුවක් කරන්නේ ප්‍රතිපත්තිමය තීරණ ගැනීම. ඒවාට ප්‍රතිපාදන වෙන්කරන්නේ ආණ්ඩුව. ලංකාවේ මුළු වාරිමාර්ග පද්ධතියම ප්‍රතිසංස්කරණය කරන්න ප්‍රතිපත්තිමය තීරණයක් අරන් තියෙනවා. අපේ ජනාධිපතිතුමා ඒවාට ප්‍රතිපාදන වෙන් කරලා තියෙනවා. අපේ ආණ්ඩුව ඇවිත් රජයත් මහජනතාවත් සම්බන්ධ කරගෙන රටේ අඩපණ වෙලා තිබුණු කර්මාන්ත සියලුම ක්ෂේත්‍ර නැවත වැඩ කරන තත්ත්වයට ගෙනත් තියෙනවා. වාරිමාර්ග දෙපාර්තමේන්තුව මුහුණදෙන ගැටළුව තමයි අවුරුද්දකින් වැඩ කරන්න පුළුවන් මාස තුනයි. වෙන කිසිම දෙපාර්තමේන්තුවකට එහෙම ගැටළුවක් නැහැ. ආණ්ඩුවයි රජයයි ජනතාවයි හොඳට එකට සම්බන්ධ වුණා නම් මේක සාර්ථක කරන්න පුළුවන්. 

ප්‍රදේශීය සභාව, ප්‍රාදේශීය සම්බන්ධීකරණ කමිටුව, ප්‍රජා ශක්ති කමිටුව වැඩ කරනවද කියලා ගමේ ජනතාව අවධානයෙන් ඉන්න. අපි කොච්චර සල්ලි වෙන්කළත් මූල්‍ය ප්‍රගතිය 60%යි.40%යි. රජයට පහසුකම් මදි. රජයට දුවන්න වාහන නැහැ. නිල නිවාස හරියට නැහැ. දැන් ආණ්ඩුව ජනතාවට බෙදන්නේ බැකෝ එකෙන්. ආණ්ඩුවට කන් හැන්දෙන්වත් නැහැ. 

ගොවි ජනතාවට වගකීමක් තියෙනවා තමන් කොල්ලකාපු අයට ඉඩ නොදෙන්න. අපි වී මිල ස්ථාවර කරනවා. ඒකට අදාළ වැඩ කරගෙන යනවා. තමන්ගේ වැව ආරක්ෂා කරගන්න. වැවේ පැළවෙන ශාක පොඩ්ඩක් පැළවෙනකොට ඒවා අයින් කරන්නේ නැහැ. මුළු වැවම වැහෙනකන් ඉන්නවා. අපි කවුරුත් එකතු වෙලා සංවර්ධන කටයුතුවලට දායක වෙන්න ඕනේ. සමහර වැවට යන පාරවල් තියෙනවා, සුද්ද කරලා නැහැ. තමන්ගේ වැට සුද්ද කරගන්නේ නැහැ. එහෙව් ජනතාවක් තමයි අපේ රටේ සංවර්ධනයට ඉන්නේ. ඒක කියන්න ඕනේ. ඒ නිසා ජනතාවත් වෙනස් වෙන්න ඕනේ. ගොවි සංවිධාන තමන්ගේ දේ වෙනුවෙන් මීට වඩා මැදිහත් විය යුතුයි. ආණ්ඩුවටයි රජයටයි විතරක් රට හදන්න බැහැ. ජනතාවගේ දායකත්වය අවශ්‍යයි.”

Initiative Launched for the Construction of Irrigation Canals and Rehabilitation of Reservoirs in Horowpothana

The construction of water channels equipped with gates and the rehabilitation of reservoirs under the Mahaweli Development framework has commenced in Horowpothana.

A total allocation of 100.01 million rupees has been set aside by the Ministry of Agriculture, Livestock, Land, and Irrigation for this purpose. This project aims to swiftly address the agricultural water challenges faced by farmers in the region.

During the event, the Minister of Agriculture, Livestock, Land, and Irrigation, K.D. Lal Kantha, shared his insights.

“In the past, this area was referred to as a dry zone. However, being here, one can feel the cool breeze. This is due to the irrigation system. Without an irrigation system, there is no nation. Therefore, we possess no other department as valuable as the irrigation department. So, please do not undermine it. Especially in the Anuradhapura and Polonnaruwa regions, without the reservoir system, it would still be a desert today. The Irrigation Department faced a significant challenge to protect our reservoirs. That is the biggest challenge we have reached,” he stated.

Referring to the general public, he added that a government operates based on policy decisions. The government allocates resources for these policies. A comprehensive reform decision has been made for the entire irrigation system in Sri Lanka. Our President has allocated funds for these reforms. Our government has re-engaged all sectors of the economy that were stalling, connecting both the government and the public. The challenge faced by the Irrigation Department is that they have only three months in a year to work. No other department has such a challenge. If the government, the administration, and the public cooperate well, we can make this a success.

He urged the local council, regional coordination committee, and community empowerment committee to pay attention to whether they are working closely with the village communities. No matter how much money is allocated, the financial progress remains at 60% and 40%. The government faces shortages. There are not enough vehicles for the government, and official residences are inadequate. Now, the government is distributing resources unevenly. The government is struggling in this regard.

The farmers have a responsibility not to allow their lands to be encroached upon. We are stabilizing the price of rice, and relevant actions are being undertaken. They need to ensure the protection of their own reservoirs. When plants grow in the reservoir, they should not remove them. The entire reservoir must be kept intact. Everyone must come together to contribute to development efforts. Some pathways leading to the reservoirs are not well maintained. It is essential for the communities to take care of their own boundaries. Such individuals are hindering the development of our country. This needs to be expressed. Therefore, the public must also change. Agricultural organizations must be more engaged on their behalf. The country cannot be built by the government and the administration alone. The contribution of the people is necessary.”
