මීගමුව බන්ධනාගාරයේ පසුගියදා ඇති වූ දරුණු ප්රචණ්ඩ ක්රියාවලින් මියගිය සංඛ්යාව ඊයේ (08) වන විට 28 දක්වා ඉහළ ගොස් තිබේ. මියගිය පිරිස අතර 73 හැවිරිදි ඉන්දීය ජාතිකයෙකු ද සිටින බව කොළඹ නිල ආරංචි මාර්ග උපුටමින් ‘ද හින්දු’ වාර්තා කරයි.
උන්නිකෘෂ්ණන් එස්. නැමැති මෙම ඉන්දීය ජාතිකයාගේ මරණය සම්බන්ධයෙන් කොළඹ පිහිටි ඉන්දීය මහ කොමසාරිස් කාර්යාලය විසින් ශ්රී ලංකා විදේශ කටයුතු අමාත්යාංශය වෙත රාජ්යතාන්ත්රික වශයෙන් කරුණු විමසා ඇත.
මීගමුව බන්ධනාගාරයේ රඳවා සිටි අනෙකුත් ඉන්දීය ජාතිකයන් ආරක්ෂක හේතූන් මත වහාම වෙනත් බන්ධනාගාර වෙත මාරු කර යැවීමට බලධාරීන් පියවර ගෙන ඇතැයිද වාර්තාවේ සදහන්ය.
පසුගිය සඳුදා ඇති වූ මෙම ගැටුමෙන් බරපතළ තුවාල ලබා සිටි බන්ධනාගාර නිලධාරියෙකු ඊයේ මියයාමත් සමඟ සමස්ත මරණ සංඛ්යාව 28 දක්වා ඉහළ ගිය අතර, ගැටුම් හේතුවෙන් තුවාල ලැබූ සංඛ්යාව 100 ඉක්මවයි. ආරක්ෂාව තහවුරු කිරීම සඳහා මීගමුව බන්ධනාගාරයේ සිටි රැඳවියන් 1,200ක් පමණ දිවයින පුරා පිහිටි වෙනත් බන්ධනාගාර වෙත මාරු කර යවා ඇත.
මේ අතර, මීගමුවෙන් මාරු කර යැවූ රැඳවියන් පිරිසකට අඟුණකොළපැලැස්ස, බූස්ස, මඩකලපුව, දඹුල්ල, යාපනය සහ වැලිකඩ යන බන්ධනාගාරවලදී වධහිංසා පමුණුවා ඇති බවට තොරතුරු ලැබී ඇතැයි ශ්රී ලංකා මානව හිමිකම් කොමිෂන් සභාව පවසයි. වැලිකඩ බන්ධනාගාරයේදී එක් රැඳවියෙකු මියයාම සහ අනෙකුත් රැඳවියන්ට අමානුෂික ලෙස සැලකීම පිළිබඳව ලැබී ඇති පැමිණිලි සම්බන්ධයෙන් විධිමත් විමර්ශනයක් පවත්වන බව එම කොමිසම නිවේදනය කළේය.
අධිකරණ අමාත්ය හර්ෂණ නානායක්කාර මහතා පාර්ලිමේන්තුවේදී ප්රකාශ කළේ බන්ධනාගාර පද්ධතියේ පවතින දීර්ඝකාලීන ගැටලු මෙවැනි ඛේදවාචකයන්ට හේතු වී ඇති බවයි. ශ්රී ලංකා නීතිඥ සංගමය ද නිවේදනයක් නිකුත් කරමින් අවධාරණය කරන්නේ, මෙය හුදෙකලා සිදුවීමක් ලෙස නොසැලකිය යුතු බවත්, බන්ධනාගාර පද්ධතියේ සහ අපරාධ යුක්ති විනිශ්චය පරිපාලනයේ පවතින ව්යුහාත්මක දුර්වලතා මෙයින් මතු වන බවත්ය. සිරගත කර සිටින පුද්ගලයන්ගේ මූලික අයිතිවාසිකම් සහ මානුෂීය ගෞරවය ආරක්ෂා කිරීම රජයේ වගකීමක් බව ද එම සංගමය පෙන්වා දෙන්නේ යයිද වාර්තාව වැඩි දුරටත් කියා සිටී.
Death Toll Rises to 28 Following Violent Incident at Negombo Prison
The death toll from the recent brutal incident at Negombo Prison has climbed to 28 as of yesterday, October 8. Among the deceased is a 73-year-old Indian national, identified as Unnikrishnan S., according to reports from Colombo's official sources.
In response to Unnikrishnan's death, the Indian High Commission in Colombo has sought official clarification from Sri Lanka's Ministry of Foreign Affairs.
Authorities have reportedly taken steps to transfer other Indian nationals detained at Negombo Prison to different facilities for security reasons.
The violent clash that occurred last Monday resulted in serious injuries to a prison official, who passed away recently, bringing the overall death count to 28. Over 100 individuals have sustained injuries due to the disturbance. To ensure safety, approximately 1,200 detainees from Negombo have been relocated to other prisons across the country.
In related developments, reports indicate that detainees transferred from Negombo have faced incidents of violence in various prisons, including Angunukolapelassa, Boossa, Madakalapuwa, Dambulla, Jaffna, and Welikada, as stated by the Sri Lanka Human Rights Commission. The commission announced that an investigation is underway concerning the death of a detainee at Welikada Prison and allegations of inhumane treatment of other inmates.
Justice Minister Harshana Rajakaruna expressed in Parliament that the long-standing issues within the prison system have contributed to such tragic incidents. The Bar Association of Sri Lanka also released a statement emphasizing that this should not be considered an isolated occurrence, but rather a reflection of systemic weaknesses present in the management of prisons and criminal justice. They underscored that it is the government's responsibility to protect the fundamental rights and dignity of incarcerated individuals.
