 ශ්‍රී ලංකාවට අයත් මුහුදු තීරයේ ඛනිජ තෙල් සහ ස්වභාවික වායු ගවේෂණය සඳහා වන නව බලපත්‍ර ලබාදීමේ ක්‍රියාවලිය ආරම්භ කිරීමට ශ්‍රී ලංකා ඛනිජ තෙල් සංවර්ධන අධිකාරිය පියවර ගෙන තිබේ.

මෙරට ඛනිජ සම්පත් ගවේෂණය සහ සංවර්ධනය සඳහා ප්‍රමුඛ පෙළේ ජාත්‍යන්තර බලශක්ති සමාගම් වෙත ආරාධනා කිරීම මෙහි ප්‍රධාන අරමුණයි.

බටහිර වෙරළට ඔබ්බෙන් වූ මුහුදු තීරයේ වාණිජමය වශයෙන් වැදගත් විය හැකි ස්වභාවික වායු තැන්පතු පවතින බව මේ වන විට සිදුකර ඇති ගවේෂණ මගින් තහවුරු වී ඇති බව එම අධිකාරිය පවසයි.

මෙම සම්පත් සංවර්ධනය කිරීම හරහා මෙරට බලශක්ති සුරක්ෂිතතාව ශක්තිමත් කිරීමටත්, කාර්මික වර්ධනය සඳහා අවශ්‍ය සහාය ලබාදීමටත් රජය අපේක්ෂා කරයි.

ශ්‍රී ලංකාවේ ඛනිජ තෙල් ගවේෂණ ඉතිහාසය 1960 දශකයේ අගභාගය දක්වා දිවයන අතර, 2011 වසරේදී 'කෙයාන් ලංකා' (Cairn Lanka) සමාගම මන්නාරම් ද්‍රෝණියේ සිදුකළ කැණීම්වලදී 'බැරකුඩා' සහ 'ඩොරාඩෝ' යන කලාපවලින් ස්වභාවික වායු හමුවීම මෙහිලා ලැබූ සුවිශේෂී ජයග්‍රහණයකි. වත්මන් සැලසුම යටතේ මන්නාරම් ද්‍රෝණියේ පිහිටි තවත් කලාප හතරක ගවේෂණ සහ නිෂ්පාදන කටයුතු සඳහා ආයෝජන යෝජනා කැඳවීමට නියමිතය.

මෙම ක්‍රියාවලිය සඳහා 2025 මැයි මාසයේදී කැබිනට් අනුමැතිය හිමි වූ අතර, මීට පෙර පැවති නීතිමය බාධාවන් මේ වන විට ඉවත් වී ඇති බැවින් ජාත්‍යන්තර ලංසු කැඳවීමේ කටයුතු කඩිනම් කිරීමට බලධාරීන්ට අවස්ථාව ලැබී තිබේ. 2021 අංක 21 දරන ඛනිජ තෙල් සම්පත් පනත මගින් මේ සඳහා අවශ්‍ය නීතිමය රාමුව දැනටමත් සකස් කර ඇති අතර, 2020 වසරේදී ස්වභාවික වායු පිළිබඳ ජාතික ප්‍රතිපත්තිය ද ගැසට් මගින් ප්‍රකාශයට පත් කෙරිණි.

2021 වසරේ පාර්ලිමේන්තු ඇස්තමේන්තුවකට අනුව මන්නාරම් ද්‍රෝණියේ පවතින තෙල් සහ ගෑස් සම්පත්වල සමස්ත වටිනාකම ඇමරිකානු ඩොලර් බිලියන 267ක් පමණ වන බව ගණන් බලා ඇත.

කෙසේ වෙතත්, මෙය සම්පත්වල පවතින විභවතාවක් මිස වාණිජමය වශයෙන් නිසැකවම ලබාගත හැකි බවට තහවුරු වූ සංචිත ප්‍රමාණය නොවන බව ද ආර්ථික විශ්ලේෂකයෝ පෙන්වා දෙති.

Sri Lanka Initiates Licensing Process for Oil and Natural Gas Exploration

The Sri Lanka Geological Survey and Mines Bureau has taken steps to commence the licensing process for the exploration of mineral oil and natural gas in the country's territorial waters. This initiative aims to invite leading international energy companies to participate in resource exploration and development.

Recent explorations have confirmed the presence of commercially significant natural gas reserves off the country's western coast, shedding light on the potential of these untapped resources. The Bureau emphasizes that developing these resources is crucial for enhancing the country’s energy security and supporting industrial growth.

Sri Lanka's history of oil exploration dates back to the late 1960s, with the notable discoveries of natural gas within the "Barracuda" and "Dorad" fields during drilling operations conducted by Cairn Lanka in the Mannar Basin in 2011. The current plan anticipates inviting investment proposals for further exploration and production in four additional fields within the Mannar Basin.

Cabinet approval for this process was granted in May 2025, following the removal of previous legal obstacles. Consequently, authorities are now positioned to expedite international bids, as the legal framework needed for this initiative has been established through the Petroleum Resources Act No. 21 of 2021. Additionally, a national policy regarding natural gas was also proclaimed via gazette in 2020.

According to estimates presented to Parliament in 2021, the total value of the oil and gas resources in the Mannar Basin is approximately $267 billion. However, economists caution that this figure reflects the potential value of the resources rather than a guarantee of commercially recoverable quantities.
