රජයේ වෛද්‍ය නිලධාරින්ගේ සංගමය විසින් නිකුත් කර ඇති මාධ්‍ය නිවේදනයක් මෙහි දැක්වෙයි.

මාධ්‍ය නිවේදනයයි.

2027 ශ්‍රේණි වෛද්‍ය නිලධාරීන්ගේ ස්ථානමාරු ලැයිස්තුව සැකසීමේදි මතු වී ඇති ගැටලු පිළිබඳවයි.

මේ වන විට ශ්‍රී ලංකාවේ පවතින දැඩි වෛද්‍ය හිඟය මධ්‍යයේ රට පුරා රෝහල් වල රෝගී සත්කාර සේවා අනවරතව පවත්වා ගැනීම සිදු වන්නේ වෛද්‍යවරුන් තම රාජකාරියට එහා ගොස් ස්වෙච්ඡාවෙන් සිදු කරනු ලබන දැඩි කැපවීම තුලින් වේ. මෙම අනවරත සේවා සැපයීම සඳහා වාර්ෂික ස්ථානමාරු ඔස්සේ සිදු වන වෛද්‍ය ස්ථානමාරු ප්‍රමුඛ කාර්යභාරයක් සිදු කරයි.    

අවාසනාවට කරුණ නම් 2025 ට පෙර වර්ෂ වල වාර්ෂික ස්ථානමාරු ක්‍රියාත්මක කරවීමේ සතියක් ප්‍රකාශයට පත් කරමින් සෞඛ්‍ය අමාත්‍යංශය ස්ථානමාරු නිසියාකාරව ක්‍රියාත්මක කිරීමට කටයුතු ආරම්භ කලද, එම ක්‍රියාවලිය මේ වන විට අසාර්ථක ප්‍රයත්නයක් බවට පත් වී ඇත්තේ සෞඛ්‍ය අමාත්‍යංශයට ක්‍රියාත්මක කර ගත හැකි වූ වාර්ෂික ස්ථානමාරු ප්‍රමාණය මුලු සංඛ්‍යාවෙන් 50% කටත් අඩු වීම නිසාය.

එසේ අසාර්ථක වී තිබියදි මේ වන විට 2027 වර්ෂයට නියමිත ස්ථානමාරු ලැයිස්තු සකස් කිරීමද ආරම්භයේදිම සෞඛ්‍ය අමාත්‍යංශය මඟින් අර්බුදයකට ඇද දමා තිබේ. 

2025 අගභාගයේදි මුහුණපාන්නට සිදු වූ අවාසනාවන්ත දිට්වා අපදා තත්ත්වය නිසා වාර්ෂික ස්ථානමාරු ක්‍රියාත්මක කරවීම සෞඛ්‍ය අමාත්‍යංශය විසින්ම වාර කිහිපයක්ම අත්හිටුවා කල් දැමීම නිසා මාස කිහිපයක්ම ප්‍රමාද වීමද මෙම අර්බුදයට බලපා ඇති ප්‍රධානතම කාරණාවයි.  

මෙම ගැටලුව නිසා 2027 වර්ෂයට නියමිත ස්ථානමාරු ලැයිස්තු සැකසීමේදි එම ස්ථානමාරු සඳහා අයදුම් කිරිමට සුදුසුකම් ලබන දිනය පිළිබඳව ස්ථානමාරු මණ්ඩලය විසින් ලබා ගෙන තිබු එකඟතාවය සෞඛ්‍ය අමාත්‍යංශය පාර්ශවයෙන් අත්තනෝමතිකව කඩ කිරීම නිසා වෛද්‍යවරුන් විශාල ප්‍රමාණයක් අගතියටත්, අපහසුතාවයටත් මේ වන විට පත් වී ඇත. ඉන් සමහරක් මෙම ගැටලුව නොවිසදේ නම් සේවයෙන් ඉවත් වීමට හෝ නියමිත කාලයට කලින් සේවයෙන් විශ්‍රාම යෑමට බලාපොරොත්තුවෙන් සිටින බවටද අපහට දැනුම් දී ඇත. ස්භාවික ආපදා තත්ත්වයක් මත සෞඛ්‍ය අමාත්‍යංශය විසින් ලබා ගත් තීරණ මත වෛද්‍යවරුන් අසාධාරණයට ලක් කිරීම පිළිගත නොහැකි කාරණයක් වේ. 

එමෙන්ම වෛද්‍ය ස්ථානමාරු සඳහා බලපාන සම්මත මෙහෙයුම් පටිපාටිය (Stand Operating Protocol) සකස් කිරීමද නිසි ක්‍රමවේදයට මාරු මණ්ඩල සහභාගිත්වයෙන් සෞඛ්‍ය අමාත්‍යංශය තුල සිදු නොවීමද මීට බලපා ඇත. ඒ පිළිබඳව අප විසින් සෞඛ්‍ය අමාත්‍යංශ ලේකම්වරයාට සහ රාජ්‍ය සේවා කොමිෂන් සභාවටද පැමිණිලි කර ඇත.    

මෙම ගැටලු සම්බන්ධව රජයේ වෛද්‍ය නිලධාරීන්ගේ සංගමය සෞඛ්‍ය සේවා අධ්‍යක්ෂ ජනරාල්වරයා සමඟ සාකච්ඡාවක් පැවැත් වූ අතර එහිදි සෞඛ්‍ය අමාත්‍යංශය පාර්ශවයෙන් සිදු වී ඇති ඉහත කී අඩුපාඩු සහ වැරදි අප විසින් එතුමාට පෙන්වා දෙන ලදී. 

සෞඛ්‍ය අධ්‍යක්ෂ ජනරාල්තුමාගේ මැදිහත් වීම තුල රට පුරා විහිදි ඇති සෞඛ්‍ය සේවාව බිඳ වැටීමකින් තොරව අනවරතව පවත්වාගෙන යාමටත්, වෛද්‍යවරුන් අපහසුතාවයට පත් නොවන ආකාරයටත් වාර්ශික ස්ථානමාරු ක්‍රියාත්මක කිරිම සඳහා සෞඛ්‍ය අමාත්‍යංශය පාර්ශවයෙන් සාධනීය ප්‍රතිචාරයක් අප බලාපොරොත්තු වන්නෙමු.

Challenges Emerge in 2027 Medical Officer Transfers in Sri Lanka

Recent statements from the Government Medical Officers' Association have brought to light significant issues concerning the formation of the transfer list for medical officers in the 2027 class.

The ongoing health crisis in Sri Lanka has placed immense pressure on medical professionals, who continue to provide uninterrupted patient care across hospitals nationwide. This constant service is largely attributed to the voluntary and dedicated efforts of physicians going beyond their official duties. Annual transfers of medical personnel play a crucial role in sustaining this essential service.

Unfortunately, despite the Ministry of Health expressing intentions to facilitate a timely annual transfer process since before 2025, these efforts have amounted to little due to the substantial decrease in the annual transfer capacity, now less than 50% of the required amount.

In light of these setbacks, the preparation of the transfer list for 2027 has already encountered significant complications, concerning the Ministry of Health's ability to effectively manage these processes.

The recent unfortunate flooding disaster faced in late 2025 further complicated the situation. This led to several delays as the Ministry chose to suspend the annual transfer process multiple times, attributing to the current crisis.

The complications arising from this crisis have led to the unilateral decision by the transfer board to disregard the agreed-upon timeline for eligibility criteria set for the 2027 transfers, leaving many doctors in a state of limbo and frustration. Some have indicated that if the issue remains unresolved, they may consider resigning or seeking early retirement.

The Health Ministry's decisions made in the wake of a natural disaster have left medical professionals feeling unjustly treated.

Additionally, the failure to establish the Standard Operating Protocols which govern medical transfers has compounded the issue, as these processes were not conducted with the necessary participation from the transfer board within the Ministry of Health. Complaints regarding this have been lodged with both the Secretary of the Ministry and the Public Service Commission.

A recent discussion took place between the Government Medical Officers' Association and the Director General of Health Services. During this meeting, the Association highlighted the aforementioned deficiencies and mistakes made by the Health Ministry.

With the Director General's intervention, there is hope for a solution that would allow for the uninterrupted provision of health services nationwide and ensure that medical professionals are not subjected to undue hardship. The Association anticipates constructive feedback from the Health Ministry regarding the implementation of the annual transfer process.
