 අධිකරණ ක්ෂේත්‍රයේ පවතින්නේ අද ඊයේ ඇති වු ගැටළු නොවෙයි, එම ගැටළු වසර 15 ක් 20 ක් තිස්සේ පැවති ඒවායි යයි අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍ය, නීතිඥ හර්ෂණ නානායක්කාර මහතා මෙම අදහස් පළ කළේය.

සාකච්ඡාවකදී අධිකරණ අමාත්‍යතුමා මෙසේ සඳහන් කළේය.

‘අධිකරණ ක්ෂේත්‍රයේ පවතින්නේ අද ඊයේ ඇති වු ගැටළු නොවෙයි. එම ප්‍රශ්න වසර 15 ක් 20 ක් තිස්සේ පැවති ඒවායි. පැවති දේශපාලන සංස්කෘතිය ඒකට බලපෑවා. දේශපාලන සංස්කෘතියේ පැවති බලපෑම නිසා රාජ්‍ය සේවයේ සංස්කෘතියටත් එය බලපෑවා. අද නීති ක්ෂේත්‍රයේ පමණක් නොවෙයි, වෙනත් ඇමතිවරුන් සමඟ කථා කළත් ප්‍රශ්න පවතින බව සඳහන් කරනවා.  අද වන විට සෑම ආයතනයකම පවතින ප්‍රශ්න විසඳිය යුතු අභියෝග බවට අපි දකිනවා. ඒවා විසදීමේ හැකියාව තිබෙනවා.

ප්‍රශ්න නිර්මාණය කර තිබෙන්නේ මනුෂ්‍යා විසින් නම් ඒවා විසඳිය හැකියි. අනුමත කාර්ය මණ්ඩල පුරප්පාඩු 6021 ක් අධිකරණ සහ ජාතික ඒකාබද්ධතා අමාත්‍යාංශයේ තුළ තිබුණා. පවතින ආර්ථික තත්වයන් හමුවේ වුවත් ඉන් 1800 කට ආසන්න සංඛ්‍යාවක් දැන් බඳවා ගැනීමට ක්‍රියා කර තිබෙනවා. අද වන විට අංග සම්පුර්ණ අධිකරණ සංකීර්ණ රට තුළ නැහැ. රජයේ රාජකාරී සිදු කිරීමේදී පවතින රෙගුලාසි අනුව කටයුතු කළ යුතුයි. මේ ප්‍රශ්න විසදීමේදී විවෘත මනසකින් යුතුව අපි කටයුතු කරනවා. අමාත්‍යාංශයේ පුරප්පාඩු සියල්ල බඳවා ගැනීමට එකවර සිදු කළ නොහැකියි. මහා භාණ්ඩාගාරයේ පවතින තත්වය අනුව ක්‍රියා කල යුතුයි. ජාත්‍යන්තර මුල්‍ය අරමුදලට හා  මුල්‍ය කළමණාකරණ පනතට අනුව අපි කටයුතු කළ යුතු වෙනවා. පසුගිය රජයන්ට වගේ මුදල් අච්චු ගහන්න බැහැ’

ස්ථාවරව අභියෝග ජය ගනිමින් පියවරින් පියවර පවතින ප්‍රශ්න සාකච්ඡා කරමින් ඉදිරියට යා යුතු බවද අමාත්‍යතුමා සඳහන් කළේය.

මහෙස්ත්‍රාත් අධිකරණ පහසුකම්, අධිකරණ පරිශ්‍රයේ ස්ථාපිත සම්මන්ත්‍රණ ශාලාවට පහසුකම් ලබාදීම, කාර්ය මණ්ඩලයේ පුරප්පාඩු ලබාදීම, සහතික පිටපත් ලබා ගැනීමේ උපකරණ ලබාදීම, අධිකරණ පරිශ්‍රය සඳහා ස්වයංක්‍රිය බැංකු පහසුකම් ලබාදීම, නීතිඥ කාර්යාල ඉඩම් ගැටළුව සහ සේවාදායක ජනතාව වෙනුවෙන් අවශ්‍ය පහසුකම් සැපයීම ආදී කරුණු  පිළිබඳව මෙහිදී සාකච්ඡා විණි.

නීතිඥ කාර්යාල සංකීර්ණයේ පහසුකම් පිළිබඳව සොයා බැලීමේ නිරීක්ෂණ චාරිකාවකද අධිකරණ අමාත්‍යතුමා නිරත විය.

Judicial Challenges Rooted in Years of Political Culture, Says Minister Harshana

Minister of Justice and National Integration, Harshana Rajakaruna, emphasized that the current challenges within the judiciary are not isolated incidents arising recently, but rather deep-rooted issues that have persisted for 15 to 20 years. His remarks were made during a recent discussion focused on the judiciary's ongoing difficulties.

He pointed out the profound impact of longstanding political culture on these problems, stating, "The issues we face today are not new. They have been influenced by a political culture that has existed for years. The repercussions of this political culture have also affected the state service." Rajakaruna remarked on ongoing challenges not just within the legal sector but across various governmental departments, underscoring the necessity for solutions within all institutions.

Highlighting that these problems were created by human actions, he remarked that they can similarly be resolved by people. The ministry currently faces a backlog of 6,021 approved staff vacancies. Despite the prevailing economic conditions, efforts are underway to fill approximately 1,800 of these positions. According to him, there is no complete judicial complex available in the country at present, necessitating adherence to existing regulations for conducting governmental duties.

“Addressing these issues requires us to engage with an open mind. We cannot fill all vacancies at once; we must act according to the conditions set by the Treasury. Our actions must comply with the guidelines of the International Monetary Fund and the Financial Management Act. Unlike previous governments, we cannot simply dispense funds indiscriminately,” he stated.

Rajakaruna also expressed the importance of systematically progressing through the existing challenges, advocating for a step-by-step approach to discussions moving forward.

Key points of discussion included enhancing facilities at the Magistrate's Courts, upgrading assembly rooms within court premises, filling staff vacancies, improving accessibility to certified copies, providing automated banking facilities for court complexes, and resolving land allocation issues for legal offices, all aimed at better serving the public.

The Minister was also involved in an observational tour to assess the facilities within the legal office complex, demonstrating his commitment to understanding and addressing the existing limitations.
