විදුලි බිල්පත් සම්බන්ධයෙන් මහජනතාව වෙත සහන සැලසීම අරමුණු කරගනිමින් ඉදිරිපත් කරන ලද රුපියල් මිලියන 17,213ක පරිපූරක ඇස්තමේන්තුව සහ අපනයන කෘෂිකර්මාන්තය ප්රවර්ධන (සංශෝධන) පනත් කෙටුම්පත අද (23) පාර්ලිමේන්තුවේදී විවාදයට ගැනීමෙන් අනතුරුව සම්මත විය.
බලශක්ති අමාත්යාංශයට අදාළ 2026 අංක 05 දරන මෙම පරිපූරක ඇස්තමේන්තුව ඊයේ (22) රජයේ මුදල් පිළිබඳ කාරක සභාවේදී ද විවාදයට ගෙන අනුමැතිය ලබා තිබිණි. 2026 වර්ෂය සඳහා රේඛීය අමාත්යාංශ වෙත වෙන් කර ඇති නමුත්, වසර අවසානය දක්වා උපයෝජනය නොවන බවට හඳුනාගෙන ඇති ප්රතිපාදන මඟින් මෙම මුදල සපුරා ගැනීමට නියමිතය. ඒ අනුව, මෙම ප්රතිපාදන මාරු කිරීම හේතුවෙන් 2025 අංක 23 දරන විසර්ජන පනත මඟින් අනුමත කරන ලද සමස්ත වියදම් සීමාවට හෝ රජයේ උපරිම ණය ගැනීමේ සීමාවට කිසිදු බලපෑමක් සිදු නොවන බව පාර්ලිමේන්තු සන්නිවේදන දෙපාර්තමේන්තුව සඳහන් කරයි.
මේ අතර, අද දින විවාදයට ගැණුනු අපනයන කෘෂිකර්මාන්තය ප්රවර්ධන (සංශෝධන) පනත් කෙටුම්පත ද කිසිදු සංශෝධනයක් රහිතව පාර්ලිමේන්තුවේදී ඒකමතිකව සම්මත විය. 1992 අංක 46 දරන අපනයන කෘෂිකර්මාන්තය ප්රවර්ධන පනත සංශෝධනය කිරීම සඳහා මෙම කෙටුම්පත ඉදිරිපත් කෙරිණි.
අපනයන කෘෂිකර්ම දෙපාර්තමේන්තුවේ ආයතනික ව්යුහය ප්රතිව්යුහගත කිරීම යටතේ ‘අධ්යක්ෂවරයා’ යන තනතුරු නාමය ‘අධ්යක්ෂ ජනරාල්වරයා’ ලෙස උත්ශ්රේණිගත කිරීම සහ ඊට අනුශාංගික අනෙකුත් තනතුරු නාමයන්හි සංශෝධන මෙම නව පනත් කෙටුම්පත මඟින් නීතිගත කර ඇත.
මීට අමතරව, වර්තමාන වෙළෙඳපොළ තත්ත්වයන්ට ගැළපෙන පරිදි පනතේ 19 වැනි වගන්තියේ සඳහන් "අපනයන කෘෂිකර්ම භෝගය" යන්නෙහි අර්ථ නිරූපණය ද සංශෝධනය කර තිබේ. ඒ අනුව, වී, එළවළු, පළතුරු, අල සහ අතිරේක ආහාර භෝග මෙන්ම වැවිලි භෝග ලෙස හඳුනාගත් භෝග හැර, දේශීය පරිභෝජනයට අමතරව අපනයනය කිරීමේ හැකියාව පවතින හා විෂයභාර අමාත්යවරයා විසින් ප්රකාශයට පත් කරනු ලබන භෝග "නිවේදිත කෘෂිකාර්මික භෝග" ලෙස අර්ථ ගැන්වීමට නියමිතය.
Parliament Approves Rs. 17.2 Billion Supplementary Estimate for Electricity Relief
In a significant move to ease the burden of electricity bills on the public, the Parliament has approved a supplementary estimate of Rs. 17.213 billion. This decision was made during discussions today (23rd) in Parliament, alongside the endorsement of the Export Agriculture Development (Amendment) Bill.
The supplementary estimate, numbered 2026/05, had previously been debated and approved in the Government Financial Committee on the 22nd. Although this allocation is earmarked for the year 2026, it has been recognized that certain provisions will remain unutilized by the end of the year, allowing for the repurposing of these funds. Consequently, the Parliament's Communications Department indicated that this transfer will not impact the overall expenditure limits authorized by the Appropriation Act of 2025 or the government's maximum borrowing limit.
In tandem with this, the Export Agriculture Development (Amendment) Bill was also passed unanimously in Parliament today without any amendments. This legislation seeks to amend the Export Agriculture Development Act No. 46 of 1992.
Among the changes introduced, the designation of 'Director' within the restructuring of the Export Agriculture Department will be upgraded to 'Director General', along with related modifications to other titles. The new bill will formally enshrine these changes.
Furthermore, the interpretation of “export agriculture crops” mentioned in Article 19 of the law has been revised to align with current market conditions. This will now include crops deemed “notifiable agricultural produce,” which are capable of being exported in addition to local consumption, excluding rice, vegetables, fruits, potatoes, and staple food crops, as declared by the relevant minister.
