ඩීසල් මිල වැඩි කල යුතු බව සමාගම් රජයට දන්වයි..


ලෝක වෙළෙඳපොළේ ඉන්ධන මිල අස්ථාවර වීම හමුවේ, මෙරට ක්‍රියාත්මක පෞද්ගලික ඉන්ධන සමාගම් වෙත ගොඩබෑමේ පිරිවැය මත පදනම්ව සිය ඉන්ධන මිල ගණන් සංශෝධනය කර ගැනීමට අවසර ලබාදීමේ ඉල්ලීම කෙරෙහි රජයේ අවධානය යොමුව ඇති බව බලශක්ති අමාත්‍ය අනුර කරුණාතිලක මහතා ප්‍රකාශ කළ බව ‘සන්ඩේ ටයිම්ස්’ පුවත්පත වාර්තා කරයි.

එම පෞද්ගලික සමාගම් සමඟ දැනට ඇති කරගෙන තිබෙන ගිවිසුම් ප්‍රකාරව එවැනි මිල සංශෝධනයක් සිදු කිරීම සඳහා කිසිදු නෛතික බාධාවක් නොමැති බව අමාත්‍යවරයා එම පුවත්පත වෙත වැඩිදුරටත් සඳහන් කර තිබේ.

මැදපෙරදිග කලාපයේ උද්ගතව ඇති යුද ගැටුම් හේතුවෙන් නාවික ගමනාගමනයට එල්ල වී ඇති බාධා හමුවේ ඉන්ධන මෙරටට ගොඩබෑමේ පිරිවැය දැවැන්ත ලෙස ඉහළ ගොස් ඇති බවත්, ඒ හේතුවෙන් පවතින සිල්ලර මිල ගණන් යටතේ ඉන්ධන අලෙවි කිරීම දුෂ්කර වී ඇති බවත් පෞද්ගලික ඉන්ධන බෙදාහැරීමේ සමාගම් රජයට දැනුම් දී ඇත. එල්.අයි.ඕ.සී. (LIOC), සිනොපෙක් (Sinopec) සහ ආර්.එම්. පාක්ස් (RM Parks) යන සමාගම් මේ පිළිබඳව සිය දැඩි කනස්සල්ල පළ කර ඇති බව රජයේ ජ්‍යෙෂ්ඨ නිලධාරියෙකු උපුටා දක්වමින් එම වාර්තාවේ දැක්වේ.

කෙසේ වෙතත්, පිරිවැය ශීඝ්‍රයෙන් ඉහළ ගියද ලංකා ඛනිජ තෙල් නීතිගත සංස්ථාව එම අමතර ගොඩබෑමේ පිරිවැය පාරිභෝගිකයා වෙත නොපටවන බව එම නිලධාරියා පවසා තිබේ. ඒ හේතුවෙන් ඛනිජ තෙල් සංස්ථාව දැවැන්ත මූල්‍ය පාඩුවක් ලබමින් සිටියද, ගොඩබෑමේ පිරිවැය මත පමණක් පදනම්ව මිල සංශෝධනය නොකරන බව ඔහු තහවුරු කර ඇත.

මේ අතර, ලෝක වෙළෙඳපොළේ බොරතෙල් සහ පිරිපහදු කළ ඉන්ධන මිලෙහි පවතින දැඩි උච්චාවචනයන් හමුවේ, ලබන මාසයේ සිට වඩාත් නිරන්තර කාල පරාසයන් තුළ ඉන්ධන මිල සංශෝධනය කිරීමට ඛනිජ තෙල් සංස්ථාවට සිදුවනු ඇතැයිද රජයේ ජ්‍යෙෂ්ඨ නිලධාරියෙකු ප්‍රකාශ කර තිබේ.

වර්තමානයේ ක්‍රියාත්මක වන කාලානුරූපී මිල සූත්‍රය මගින් ලෝක වෙළෙඳපොළේ ක්ෂණික මිල වෙනස්වීම් නිසි ලෙස නිරූපණය නොවන බැවින් සංස්ථාව විශාල පාඩුවක් ලබන බවත්, එබැවින් ඉදිරියේදී නිරන්තරයෙන් මිල සංශෝධන සිදු කිරීමට සිදුවනු ඇති බවත් හෙතෙම පෙන්වා දෙයි.

බටහිර ආසියානු කලාපයේ පවතින යුද තත්ත්වය හේතුවෙන් පෙට්‍රල් සහ ඩීසල් යන දෙවර්ගයේම මිල ගණන් සැලකිය යුතු ලෙස ඉහළ ගොස් ඇති බව මේ පිළිබඳව අදහස් දක්වමින් ලංකා ඛනිජ තෙල් නීතිගත සංස්ථාවේ සභාපති ඩී.ජේ. රාජකරුණා මහතා සඳහන් කර ඇත.

සාමාන්‍යයෙන් ඇණවුමක් ලබාදී මාස දෙකකට පමණ පසුව ඉන්ධන තොග මෙරටට ළඟා වන බැවින්, නෞකාවලින් ඉන්ධන ගොඩබෑමේදී ගණනය කෙරෙන විවිධ අස්ථාවර විචල්‍යයන් මත පදනම් වූ ‘ගොඩබෑමේ පිරිවැය සූත්‍රය’ අනුව අවසන් මිල වෙනස් වන බව ඔහු පැහැදිලි කළේය.

කෙසේ වෙතත්, මහජනතාවට සේවය සැලසීමේ අරමුණින් මෙම අධික මිල වැඩිවීමේ පීඩනය යම් මට්ටමකින් අවම කර සහනයක් ලබාදීමට ඛනිජ තෙල් සංස්ථාව උපරිමයෙන් කටයුතු කරන බවද සභාපතිවරයා වැඩිදුරටත් කියා සිටියේය.





Government Considers Fuel Price Adjustments Amidst Global Market Fluctuations

As global fuel prices remain volatile, the Sri Lankan government is focusing on a request by private fuel companies to revise their pricing structures based on increased import costs. Energy Minister Anura Yapa Karunatilaka confirmed this development, emphasizing the government's attentiveness to the situation.

The Minister indicated that there are no legal barriers preventing these private companies, already bound by existing agreements, from making necessary price adjustments. He further elaborated that the costs associated with importing fuel have significantly escalated due to disruptions in maritime transport caused by conflicts in the Middle East, complicating the sale of fuel under the existing retail price framework.

This spike in costs has been acknowledged by companies like Lanka IOC, Sinopec, and RM Parks, which have expressed their concerns to the government regarding their operational sustainability. A senior official noted that despite these challenges, the state-owned Ceylon Petroleum Corporation (CPC) has not transferred the additional costs onto consumers, continuing to absorb significant financial losses.

The official confirmed that while costs are rising rapidly, the CPC remains firm against adjusting prices solely based on import costs. However, with the intense fluctuations in the international oil and refined fuel markets, there are indications that adjustments in fuel prices may be imminent in the upcoming months, as hinted by a senior government official.

The current pricing formula, which is tied to mean international prices, is reportedly not reflecting immediate market changes adequately, adding to the corporation's financial difficulties. Moving forward, continuous price adjustments may be necessary, as highlighted by the official’s remarks.

Furthermore, the Chairman of the CPC, D.J. Rajakaruna, pointed out that the ongoing war in the West Asian region has significantly influenced price increases for both petrol and diesel. He mentioned the logistical challenges inherent in fuel deliveries, which typically take around two months from order to arrival, dictate that final prices are subject to a "cost of import formula" influenced by various volatile factors during transportation.

Despite these challenges, the CPC is making every effort to mitigate the impact of these soaring prices and ensure basic services to the public, according to Rajakaruna.
