 දිවයින පුරා සෞඛ්‍ය සේවයේ අනුමත කාර්ය මණ්ඩල පුරප්පාඩු සංඛ්‍යාව වසර දහයකට ආසන්න කාලයකින් සංශෝධනය කර නොමැති වීම හේතුවෙන් සමස්ත සෞඛ්‍ය සේවයම බිඳවැටීමේ දැඩි අර්බුදයකට මුහුණ දී ඇතැයි රජයේ වෛද්‍ය නිලධාරීන්ගේ සංගමය අනතුරු අඟවයි.

සාමාන්‍යයෙන් සෑම වසර පහකට වරක්ම සිදු කළ යුතු පූර්ණ කාර්ය මණ්ඩල සංශෝධනයක් මෙරට අවසන් වරට සිදු කර ඇත්තේ 2015 වසරේදී බව පෙන්වා දෙන එම සංගමය, ඉන් අනතුරුව ගෙවී ගිය දශකයක කාලය තුළ එවැනි කිසිදු සංශෝධනයක් සිදු කිරීමට සෞඛ්‍ය බලධාරීන් පියවර ගෙන නොමැති බව විශේෂ මාධ්‍ය නිවේදනයක් නිකුත් කරමින් පෙන්වා දෙයි.

මාධ්‍ය නිවේදනය

සෞඛ්‍ය සේවයේ අනුමත කාර්ය මණ්ඩල පුරප්පාඩු සංඛ්‍යා සංශෝධනය නොකිරීම නිසා ඇතිවන ගැටලු සම්බන්ධයෙන් දැනුවත් කිරීම.

ශ්‍රී ලාංකීය සෞඛ්‍ය සේවය යනු ඉහල ඵලදායිතාවයක් අඩු වියදමකින් සපුරා ගත් ලොව පිළිගැනීමට ලක් වූ සෞඛ්‍ය සේවයකි. දශක ගණනාවක් පුරාවට ඉහළ ඵලදායිතාවයක් පෙන්වීමට සහ ඉහළ සෞඛ්‍ය දර්ශක ලබා ගැනීමට ශ්‍රී ලාංකීය සෞඛ්‍ය සේවයට හැකි වූයේ ඉහළ සුදුසුකම් සහිත විශේෂඥ වෛද්‍යවරුන් ඇතුළු සෞඛ්‍ය කාර්ය මණ්ඩලවල කැපවීම නිසාවෙනි. 

නිරන්තරයෙන් දියුණු වීම් වලට සහ තාක්ෂණික වෙනස් වීම් වලට ලක්වන සේවාවක් වශයෙන් සෞඛ්‍ය සේවාවේ කාර්යක්ෂමව සහ ඵලදායිව ලබාදීමේ දී නිවැරදි පුහුණුවලත් ප්‍රමාණවත් කාර්ය මණ්ඩලයක අවශ්‍යතාවය ඉතාමත් වැදගත්ය. 

සෞඛ්‍ය කාර්ය මණ්ඩලය නිසි ප්‍රමිතීන්ගෙන් සහ නිසි සංඛ්‍යාවෙන් පවත්වා ගැනීම සඳහා කාලයෙන් කාලයට සිදුකරන කාර්ය මණ්ඩල පුරප්පාඩු සංඛ්‍යාවන්ගේ සංශෝධනයන් ඉතාමත් වැදගත් වන අතර සාමාන්‍ය වශයෙන් වසර පහකට වරක් සෞඛ්‍ය අමාත්‍යාංශය මගින් සිදු කරන ලදී.

පූර්ණ මට්ටමේ දිවයිනම ආවරණය වන පරිද සිදු කරන ලද අවසන් කාර්ය මණ්ඩල සංශෝධනය 2015 වර්ෂයේදී සිදු කරන ලද අතර 2015 වර්ෂයෙන් පසු මේ දක්වා පූර්ණ කාර්ය මණ්ඩල සංශෝධනයක් සිදුවී නොමැත

නමුත් 2015 වසරට පසු ප්‍රතිකාර ලබා ගන්නා රෝගීන්ගේ සංඛ්‍යාව, සිදු කරන ශල්‍ය හා අනිත් ක්‍රියා පටිපාටි, පරීක්ෂණ ප්‍රමාණය විශාල ලෙස ඉහළ ගොස් ඇති අතර ප්‍රතිකාර සේවාවන්හි සංකීර්ණතාවය මෙන්ම නව තාක්ෂණික ක්‍රමවේද යොදා ගැනීම් ද වැඩි වී ඇත. එසේම නව රෝහල් හා සයන ඒකක පිහිටුවීම සහ පැවති සේවාවන් තවදුරටත් පුළුල් වීමද පසුගිය දශකය පුරාවට සිදු වීඇත.

නමුත් මෙම සේවාවන් පුළුල් වීම් සියල්ල සිදුවූයේ නිසි පරිදි කාර්ය මණ්ඩල පුරප්පාඩු සංඛ්‍යා සංශෝධනය කිරීමකින් තොරව වන අතර 2015 වර්ෂයේදී අනුමත කාර්ය මණ්ඩල සමඟ ඉහත සේවාවන් පුළුල් කිරීම් බොහෝ දුරට සිදුවිය.

එමෙන්ම පසුගිය ආර්ථික අර්බුදය කාලසීමාවේදී සැලකිය යුතු වෛද්‍යවරුන් පිරිසක් රට හැර යාම මගින් සෞඛ්‍ය සේවයට දහස් ගණනක වෛද්‍යවරුන්ගේ සේවය අහිමි විය.

සෞඛ්‍ය සේවාව තුළ අනුමත කාර්ය මණ්ඩල සංශෝධනය නිසි පරිදි සිදු කිරීමකින් තොරව වෛද්‍යවරුන් ඇතුළු සෞඛ්‍ය සේවකයන් බඳවා ගැනීමේ ගැටලු ඇතිවී තිබෙන අතර සෞඛ්‍ය සේවය බිඳ වැටීමට ආසන්න තත්ත්වයට පත්වී ඇත.

මෙම තත්ත්වය පසුගිය කාලය පුරාමටම රජයේ වෛද්‍ය නිලධාරීන්ගේ සංගමය විසින් සෞඛ්‍ය අමාත්‍යාංශය සමඟ සාකච්ඡා කරන ලද අතර මේ දක්වා යහපත් ප්‍රතිචාරයත් සෞඛ්‍ය අමාත්‍යාංශය පාර්ශවයෙන් පළවී නොමැත.

ලෝක සෞඛ්‍ය සංවිධානය මඟින් පිළිගත් සෞඛ්‍ය කාර්ය මණ්ඩල ප්‍රමාණයන් නිර්ණය කිරීමේ විද්‍යාත්මක ක්‍රමවේද ඇත. නමුත් දැනට ශ්‍රී ලංකාව තුල සෞඛ්‍ය ‍කාර්ය මණ්ඩල පුරප්පාඩු සංශෝධනය සඳහා භාවිතා වන කිසිදු විද්‍යාත්මක ක්‍රමවේදයක් සෞඛ්‍ය අමාත්‍යාංශය පාර්ශවයෙන් හරියාකාරව භාවිතා කරන බවක් පෙනී නොයන අතර මේ සම්බන්ධයෙන් සති දෙකකට පමණ ඉහතදී තොරතුරු දැන ගැනීමේ පනත හරහා අප විසින් විමසන ලද අතර මෙතෙක් ඒ සම්බන්ධයෙන් සාධනීය පිළිතුරක් ලබාදීනොමැත

එමෙන්ම වර්තමාන රජය විසින් යෝජනා කරන සෞඛ්‍ය සේවාවේ ප්‍රතිසංවිධානයන් සහ වෙනස් කිරීම් සියල්ල සිදුකිරීම සඳහා ද පුහුණු කාර්ය මණ්ඩලික අවශ්‍යතාවය පවතින අතරින්ම වැඩපිළිවෙල වැනි සාර්ථක කර ගැනීමට නම් සෞඛ්‍ය කාර්ය මණ්ඩල පුරප්පාඩු සංශෝධනය අත්‍යවශ්‍ය කාරණයක්ව තිබේ.

Healthcare Services in Sri Lanka Face Crisis Due to Unaddressed Staff Vacancies

Government medical officers have raised alarming concerns regarding the healthcare system in Sri Lanka, highlighting a dire crisis stemming from nearly a decade-long failure to amend staff vacancies across the entire health service.

The Medical Officers' Association disclosed that the last comprehensive staff review, which should ordinarily occur every five years, was conducted back in 2015. Since that time, no updates or adjustments have been made, despite significant changes in the healthcare environment.

The association's statement elaborated on the critical issues arising from the failure to address the number of approved staff vacancies.

This statement serves to inform about the problems related to the lack of adjustments in the approved healthcare staff vacancies.

Sri Lanka's healthcare services have garnered global recognition for delivering high efficiency at a low cost. The ability to achieve such high health indicators over the decades has been largely attributed to the dedication of well-qualified medical professionals within the system.

As a system undergoing continuous advancements and technological transformations, the efficient and effective provision of healthcare necessitates a properly trained and adequately sized workforce.

Periodic adjustments to the staff vacancy numbers are crucial for maintaining the right standards and numbers, traditionally conducted every five years by the Ministry of Health. The last extensive review to cover the entire country took place in 2015, and since then, no comprehensive staff review has occurred.

In stark contrast, the number of patients seeking treatment, surgical operations, and tests has seen a notable increase, alongside heightened complexity in treatment services and the integration of new technological methods. Additionally, the past decade has seen the establishment of new hospitals and ward units, as well as the broadening of existing services.

However, all these expansions occurred without appropriate adjustments to the staff vacancy numbers, which have remained unchanged since the approved staff levels of 2015, leading to significant operational challenges.

The recent economic crisis has also seen many qualified doctors leaving the country, further exacerbating the situation and resulting in thousands of medical professionals becoming unavailable to the healthcare system.

Without proper adjustments to approved staff numbers, recruitment challenges for healthcare workers, including physicians, have emerged, pushing the health service to the brink of collapse.

This ongoing situation has been a point of discussion between the Medical Officers' Association and the Ministry of Health for some time; however, no positive feedback has been reported from the ministry thus far.

The World Health Organization has outlined scientific methodologies for determining suitable healthcare staff levels. However, it appears that the Ministry of Health is not effectively using any scientific methods for adjusting staffing vacancies, despite prior inquiries made under the Right to Information Act about two weeks ago, which have yet to yield constructive responses.

Moreover, as current governmental proposals for reorganizing and modifying healthcare services unfold, there remains a pressing need for trained staff. For these initiatives to be successful, addressing staff vacancy adjustments is an absolutely vital component.
