බන්ධනාගාරයේ පවතින තත්වය පිළිබදව නිරීක්ෂණයක ද අමාත්‍යතුමා නිරත වු අතර, එහිදී සිරකරුවන් මුහුණ දී ඇති ගැටළු සම්බන්ධයෙන් ඔවුන් සමග සාකච්ඡාව කරන ලදී.

Minister Highlights Salary Raises for Prison Officers in Upcoming Budget

The Minister of Justice and National Integration, Harshana Rajapaksha, has drawn attention to proposed salary increases and allowances for prison officers in the upcoming budget. This statement was made during discussions following the establishment of an integrated mechanism aimed at addressing issues faced by officers at the Dumbar Boagama and Pallegama prisons.

During the meeting, the Minister emphasized the need for financial compensation for the families of prison officers who lost their lives due to an incident at the Meegamuwa Prison. He confirmed that steps are underway to provide monetary compensation to their next of kin. Additionally, requests for enhanced salaries and allowances for prison officers have reached the authorities through the Commissioner General of Prisons.

Rajapaksha articulated the critical need to elevate salaries and allowances to appropriately reward the exceptional services provided by prison officers. He revealed that discussions had also taken place with the President regarding granting allowances to these officers in the next budget. Notably, the prison department currently faces a significant number of officer vacancies, and Rajapaksha stressed the importance of recognizing the officers' services beyond their monetary value.

Measures are being taken to minimize overcrowding in prisons, and a plan has been devised to ensure that individuals confined pending trial would not be held for more than three months due to delays in forensic reports by January 31 of the coming year.

On the issue of drug-related offenses, Rajapaksha stated that while those who fall victim to drug addiction may be pardoned, there would be no leniency shown to drug traffickers. He asserted that the authorities have the capability to curb the supply of narcotics but stressed the necessity for societal support to halt the demand. “Economic issues may persist, but actions that disrupt societal harmony should be avoided,” he urged.

The Minister underscored the significance of maintaining the dignity of the prison service, advocating for prison officers to act honorably. He acknowledged that some officers might engage in misconduct amid expectations for certain benefits, reiterating the importance of not allowing another life to be wasted for mere advantages.

Discussions also encompassed the complexities faced by officials during the transportation of detainees for court hearings, including issues related to the welfare of detainees and officers.

The Minister conducted an observation of the existing conditions within prisons, engaging in discussions with inmates to hear their concerns. A robust mechanism is being established to ensure a proactive response to any violent incidents within prison settings, aiming for a seamless coordination of the welfare activities for the detainees.

To facilitate this, key officers from various law enforcement agencies have come together, including representatives from the police, navy, air force, and state institutions like the Fire Brigade and Water Supply Board, to ensure comprehensive collaboration.
