ළමා නිවාසවල සිටින දරුවන්ගේ බැංකු ගිණුමකට හැම මසකම රුපියල් 5000ක්..

දරුවන් යනු ජාතියේ නිධානය බැවින් ඔවුන්ගේ ජීවිත සුරක්ෂිත කිරීම වගකිව යුතු රජයක වගකීම බව ජනාධිපති අනුර කුමාර දිසානායක මහතා පැවසීය.

‘දිවියට සවියක්’ නිවාස වැඩසටහන තුළින් ළමා සංවර්ධන මධ්‍යස්ථානවල හැදී වැඩෙන දරුවන්ගේ  ජීවිත සුරක්ෂිත කිරීමේ අරමුණින් සුරක්ෂිත නිවසක් වෙනුවෙන් පසුගිය වසරේ රුපියල් මිලියනයක් ලබා දුන් බවද, මේ වසරේදී එය රුපියල් මිලියන දෙක දක්වා වැඩි කළ බවද පැවසූ ජනාධිපතිවරයා ඒ මුදල ප්‍රමාණවත් නොවන්නේ නම් තව දුරටත් ප්‍රතිපාදන වෙන් කිරීමට සූදානම් බවද ප්‍රකාශ කළේය. 

ජනාධිපති අනුර කුමාර දිසානායක මහතා මේ බව සඳහන් කළේ ළමා හා කාන්තා කටයුතු අමාත්‍යාංශය විසින් ක්‍රියාත්මක කරන දිවියට සවියක් නිවාස වැඩසටහනේ සමාරම්භක උත්සවයට ජනාධිපති ලේකම් කාර්යාලයේදී (17) සහභාගි වෙමිනි.  

මෙම වැඩසටහන යටතේ ළමා සංවර්ධන මධ්‍යස්ථානවල සිට සමාජ ගත වු වයස අවුරුදු දහඅටට වැඩි තරුණ තරුණියන් සහ අනාරක්ෂිත සහ අධිඅවදානම් සහිත තත්ත්වයේ පසුවන බවට හඳුනා ගත් දරුවන් සඳහා නිවාස ඉදිකිරීමට මිලියන දෙකක ආධාර මුදලක් පිරිනමනු ලබන අතර අද දිනයේදී බස්නාහිර පළාතේ ප්‍රතිලාභීන් වෙත එම මුදල් අධාර පිරිනමනු ලැබීය. 

මෙහිදී වැඩිදුරටත් අදහස් දැක්වූ  ජනාධිපති අනුර කුමාර දිසානායක මහතා, 

දිවියට සවියක් වැඩසටහන අපේ රටේ වැදගත් ක්ෂේත්‍රයක ආරම්භයක්. දරුවන් කියන්නේ ජාතියේ නිධානය. අපේ රටේ දෙමාපිය රැකවරණය යටතේ හැදෙන දරුවන් ඉන්නවා. අම්මා තාත්තා යටතේ නැත්නම් ආච්චි සීයා යටතේ හැදෙන දරුවෝ ඉන්නවා. එහෙම නැත්නම්  ළමා සංවර්ධන මධ්‍යස්ථාන වල හැදෙන දරුවෝ ඉන්නවා. මේ ආකාරයට විවිධ ස්ථානවල අපේ දරුවෝ ගොඩනැගෙනවා. කොතැන කොයි ආකාරයෙන් ජීවත් වුණත් ඒ අපේ දරුවෝ. 

දෙමාපියන් සහ දරුවන් අතර බැඳීමක් තිබෙනවා. ඔවුන් උත්සාහ කරනවා තමන්ගේ දරුවන් ජීවිත යහපත් කරන්න. ආරක්ෂා කරන්න. ඒ වගේම සමාජය සහ දරුවන් අතර සම්බන්ධයකුත් තියෙනවා. සමාජය හැම විටම උත්සාහ කරනවා දරුවන්ට හොඳ රැකවරණයක් ලබාදීමට. රජය සහ දරුවන් අතරත් බැඳීමක් තිබෙනවා. රජය දරුවන්ට රැකවරණය සැලසීමට කටයුතු කරනවා. ඔවුන්ගේ අවශ්‍යතාවයන් ඉටු කිරීමට ඒ සඳහා සුදුසු පරිසරයක් නිර්මාණය කිරීමට කටයුතු කරනවා. ඒක රජයේ වගකීමක්. 

සංස්කෘතිකමය වශයෙන් ගත්තම මේ බැඳීම් ඉතාමත් යහපත් මට්ටමක තිබුණත් තවමත් අපි කිසිසේත් අපේක්‍ෂා නොකරන සිදුවීම්වලට දරුවන්ට මුහුණ දීමට සිදුවෙනවා. ඒ  කියන්නේ අපි තවමත් සමත් වෙලා නෑ, දරුවන්ට සම්පූර්ණයෙන්ම රැකවරණය සලසන්න. ඔවුන්ට ජීවත් වෙන්න සුදුසු  වාතාවරණයක් සහිත පරිසරයක් නිර්මාණය කරන්න අපි තවමත් සමත් වෙලා නැහැ. සමාජයට, රාජ්‍යයට, දෙමාපියන්ට අපි කාටත් ලොකු වගකීමක් තියෙනවා මේ දරුවන්ගේ රැකවරණය සැලසීම පිළිබඳව. කිසිම දරුවෙක් අනාරක්ෂිතව හෝ  සෙනෙහසකින් තොරව ගොඩනැගිය යුතුය කියලා අපි විශ්වාස කරන්නේ නැහැ. අපේ වගකීම සෑම දරුවෙකුටම ජීවත් වෙන්න පුළුවන් වටපිටාවක් සහිත පරිසරයක් ගොඩනැගීම. ඔවුන්ගේ ආරක්ෂාව තහවුරු කිරීම.  

1956 වසරේ සිට ළමා ශ්‍රමය තහනම් වී තිබුණත් 1998 තමයි එහි කාර්යභාරය සම්පූර්ණ වුණේ. නමුත් ළමයින්ගේ ජීවිත අනාරක්ෂිත වුනේ ළමා ශ්‍රමය විකිණීමෙන් පමණක් නෙවෙයි. තවත් ක්ෂේත්‍ර ගණනාවක් තුළින් ඔවුන් පීඩාවට පත්වුණා.අනාරක්ෂිත වුණා. ඒ නිසා තවත් ක්ෂේත්‍ර ගණනාවක් ඔස්සේ අපි ඔවුන්ගේ ආරක්ෂාවට තහවුරු කිරීමට කටයුතු කළ යුතුයි. 

අද මේ වැඩසටහන තුළින් අපි බලාපොරොත්තු වෙන්නේ ඉන් එක් පැත්තක්. එකක් ළමා සංවර්ධන මධ්‍යස්ථානයක හැදී සමාජගත වන තරුණ තරුණියන්ගේ  ජීවිත සුරක්ෂිත කිරීම. අනාරක්ෂිත නිවාස වල ජීවත්වන දරුවන්ගේ ජීවිත සුරක්ෂිත කිරීම. තමන්ගේ උපන් දිනය දන්නේ නැති, වාසගමක් දන්නේ නැති දරුවෝ අපිට මුණගැහිලා තියෙනවා. හැම අම්මා තාත්තා කෙනකුටම තමන්ගේ දරුවන් පිළිබඳව සිහිනයක් තිබෙනවා. නමුත් මේ දරුවෝ ගැන සිහින දකින්නේ කවුද? ආර්ථික හැකියාව අනුව දෙමව්පියන් තමන්ගේ දරුවන්ගේ අනාගතය, ඔවුන්ට අවශ්‍ය ගේ දොර ගොඩ නගනවා. මේ මධ්‍යස්ථානවල ඉන්න දරුවන් වෙනුවෙන් ගෙවල් දොරවල් හදන්නේ කවුද? අන්න ඒ වගකීම තමයි අපි මේ ඉටු කරන්න උත්සාහ කරන්නේ. ඒක අපේ වගකීමක්. 

ළමා සුරැකුම් මධ්‍යස්ථානවල සිටින දරුවන් සමාජයට එකතු වන විට ඔවුන්ට යම් මුල්‍ය ඉතිරියක්, තමන්ටම වූ වත්කමක් හිමි කර දිය යුතුයි කියන අදහසින් අපි මේ නිවාසවල ඉන්න හැම දරුවෙකුටම බැංකු ගිණුමක් ආරම්භ කර හැම මාසයකම එක් ගිණුමකට රුපියල් 5000ක මුදලක් තැන්පත් කිරීමේ වැඩසටහනක් ආරම්භ කළා. සමහර දරුවන්ගේ ගිණුම් විවෘත කිරීමේදිත් යම් යම් ගැටලු මතු වෙලා තිබුණා. නමුත් අපි ඒක කරනවා. ඒ වගේම අපි අවුරුදු 18 සම්පූර්ණ වෙලා සමාජ ගත වූ දරුවන්ට තමන්ගේ අනාගතය සුරක්ෂිතව ගත කළ හැකි පරිදි නිවසක් ලබාදෙන්න තීරණය කළා. ඒ වගේම අනාරක්ෂිත නිවාසවල ජීවත්වන දරුවන්ගේ ජීවිත සුරක්ෂිත කිරීමත් අපේ වගකීමක්. සමහර නිවාසවල පවතින ඉඩ කඩ ප්‍රමාණවත් නොවීම නිසාම සමහර දරුවන්ගේ ජීවිත අනාරක්ෂිත වෙලා. ඒ අනුව අපි ගිය වසරේ ඔවුන්ගේ ප්‍රධාන අවශ්‍යතාවයක් වුණ සුරක්ෂිත නිවසක් වෙනුවෙන් රුපියල් ලක්ෂ දහයක් ලබාදුන්නා. ඒක ප්‍රමාණවත් නෑ කියපු නිසා මේ වසරේ ලක්ෂ විස්සක් නැත්නම් මිලියන දෙකක් වෙන් කළා. ඒකත් මදි නම් කියන්න අපි ලෑස්තියි තව ප්‍රතිපාදන වෙන් කරන්න. මොකද දරුවන්ගේ අනාගතය සුරක්ෂිත කිරිම අපේ වගකීමක්. අපි වැඩ කරන්නේ ඒ වගකීම භාරගත් ආණ්ඩුවක් හැටියටයි. 

ඒ වගේම ජාතියේ නිධානය වන දරුවන්ගේ ජීවිත සුරක්ෂිත කිරීමට සමාජයටත් ලොකු වගකීමක් පැවරී තිබෙන බව අපි විශ්වාස කරනවා. කුමක් හෝ හේතුවකට දරුවන් සහ දෙමාපියන් අතර තිබුණ යහපත් සබඳතාවය බිඳ වැටෙමින් තිබෙනවා. සමාජය හා දරුවන් අතර සබඳතාවයත් දුර්වල වෙමින් තිබෙනවා. දරුවා දරුවෙක් ලෙස තේරුම් ගනිමින් ඔවුන්ගේ රැකවරණය සැලසිය යුතුයි. එය අපේ වගකීමක්. ඒ සම්බන්ධයෙන් රජයට වගකීමක් තිබෙනවා. නමුත් රජයට විතරක් මේක කරන්න බැහැ. දරුවන්ගේ සුරක්ෂිතභාවය තහවුරු වෙන්න නම් සමාජය ඒ වෙනුවෙන් කැපවීමෙන් කටයුතු කළ යුතුයි. නමුත් සමාජය හා දරුවන් අතර සබඳතාවය බිඳ වැටෙමින් තිබෙනවා. 

ඒ සමාජය අපි ඉහළ තලයකට ඔසවා තැබිය යුතුයි. අපේ දරුවන් රැකබලා ගැනීමේ වගකීම ජාතික වශයෙන් අපි භාරගත යුතුයි. එක දරුවෙකුට හෝ හානියක් සිදු නොවිය යුතුයි.අපි රජයක් ලෙස ඒ වෙනුවෙන් විශාල කැපවීමකින් කටයුතු කරනවා. කාන්තා හා ළමා කටයුතු අමාත්‍යාංශය ඒ වෙනුවෙන් කැපවීමෙන් කටයුතු කරනවා. සමාජයක් ලෙස ඒ වගකීම ඉටු කරන ලෙස ඔබ සියලු දෙනාගෙන්ද ඉල්ලා සිටිනවා.

President Anura Kumara Dissanayake Stresses the Importance of Child Protection

President Anura Kumara Dissanayake emphasized that ensuring the safety of children is a fundamental responsibility of the government, as they represent the nation's most valuable asset. Speaking at the inaugural ceremony of the 'Diviyata Saviyak' housing program organized by the Ministry of Children and Women's Affairs, he highlighted the government's commitment to safeguarding the lives of vulnerable children who are placed in child development centers.

Last year, the government allocated one million rupees to provide secure housing for these children, with funding increased to two million rupees this year. Should this amount prove insufficient, the President indicated a willingness to allocate further resources to meet the needs of these vulnerable populations.

During the event held at the Presidential Secretariat on the 17th, Dissanayake outlined that the program aims to construct homes for youth above the age of 18 who had been identified as living in insecure and hazardous conditions. Today, beneficiaries from the Western Province received funds to support these initiatives.

He elaborated on the initiative’s significance for society: "Children are the nation’s treasure. There are children being raised under the care of parents, grandparents, and those in child development centers. Regardless of their living conditions, these are our children," he noted, acknowledging the various circumstances in which children grow up.

Acknowledging the critical link between parents and children, Dissanayake pointed out that families strive to ensure their children lead safe and prosperous lives. He also spoke of the government's role in providing a nurturing environment to fulfill their needs.

Despite strong cultural ties, the President reiterated the ongoing challenges children face, indicating that there is still much work to be done to ensure all children have access to a suitable living environment and that their safety is guaranteed. "We have a collective responsibility—governments, communities, and parents—to care for these children and to create an environment where no child lives in insecurity or without affection," he remarked.

Although child labor has been banned since 1956, and its complete eradication was achieved in 1998, many children still face insecurity not just from labor exploitation but across various sectors. Thus, he called for continued efforts to ensure their protection across multiple domains.

This program seeks to specifically protect youth from developmental centers and those living in unsafe housing conditions. Many of these children lack basic awareness about their birthdays or stable residences, underscoring the dire need for intervention. "Every parent dreams of a future for their children; however, who dreams for these children?" Dissanayake questioned, stressing the importance of taking on the responsibility for their futures.

In an effort to foster financial independence among these children, the government has initiated a program that opens bank accounts for each child living in the homes, depositing 5,000 rupees monthly to help them build their assets. Although challenges arose during the account setups, the administration remains committed to this cause. Moreover, the government plans to ensure that those transitioning out of the system at 18 years are adequately provided for.

Noting that safe housing is crucial for many children, Dissanayake stated that the government provided ten million rupees last year for housing, which has been increased to twenty million this year, demonstrating a commitment to the safety of children's futures.

He reiterated the broader societal responsibility of protecting the nation’s children amid deteriorating relationships between parents and children and the society at large. "Child protection is a shared duty, not the sole responsibility of the government. It requires community commitment to safeguard our youth," he urged, reinforcing the need for collective action.

In closing, Dissanayake called for a national commitment to elevate child protection and ensure that no child suffers harm. "As a government, we are dedicated to this cause, and I urge everyone in our society to fulfill this vital responsibility," he concluded.
