හයර් නැති පෝනියන් වාහනවලට පනී...

නුවරඑළියට දෙස් විදෙස් සංචාරකයන් පැමිණෙන අවස්ථාවල සංචාරකයන්ව පෝනියන් පිට රැගෙන ගොස් ආදායම් ලබන පෝනියන්ගේ අයිතිකරුවන් බව පැවසෙන පිරිස සංචාරකයන් නොමැති අවස්ථාවල පෝනියන්ව අයාලේ යෑමට අතහැරීමෙන් සත්ව හිංසනයක් මෙන්ම පරිසර හානියක් සිදු වන බවයි නුවරඑළිය ප්‍රදේශවාසීන් කියා සිටින්නේ.

නුවරඑළිය නාගරික ප්‍රදේශවල ඇති දැඩි කරන පෝනියන් බොහෝ විට තෘණ තණකොළ කෑම සඳහා නිදහසේ සැරිසැරීමට ඉඩ හැරීම නිසා, ආහාර සොයා පෝනියන් ප්‍රධාන නගරය පුරා සැරිසරන අතර, බොහෝ අවස්ථාවල මාර්ග අයිනේ වැවී ඇති තණකොළ සහ බිත්තිවල අලවා ඇති පෝස්ටර් පවා ආහාරයට ගන්නා අතර, ඉන්පසු ප්‍රධාන මාර්ග මතම සැහැල්ලුවෙන් වැතිරී නිදා ගනී. 

පෝනියන් මාර්ගය අභියස බිම වැතිරි සිටීම හේතුවෙන් රියදුරන්ට දැඩි ගැටලුවක් මෙන්ම බියකරු අත්දැකීමක් බවට පත්ව ඇත. 

බිම වැතිරි සිටින පෝනියන් එක්වරම මාර්ග හරහා දිව යෑමත්, ඇතැම් අවස්ථාවල පෝනියන් රංචු පිටින් මාර්ගය හරහා ගමන් කිරිමත් නිසා රිය අනතුරු බහුල වශයෙන් සිදු වන අතර, රථවාහන ගමනා ගමනයට බාධාවක්ද පැමිණ ඇත.

පෝනියන්ගේ අයිතිකරුවන් විසින් නගර සභාවේ අනුමැතිය ඇතිව තම පරිශ්‍රයන් තුළම සකස් කරන ලද ආවරණය කළ ස්ථානවල (ගාල්වල) මෙම සතුන් ඇති දැඩි කළ යුතු වූවත්, එම සතුන් නිදැල්ලේ සැරි සැරීමට ඉඩ හැරීම නිසා එම සතුන් පොදු ස්ථානවල හෝ ප්‍රධාන මාර්ගවල සැරිසරමින් මහජනතාවට සහ රථවාහන ගමනාගමනයට බාධා කරන අයුරින් හසු වූවහොත්, එම සතුන් නුවරඑළිය මහ නගර සභාව භාරයට ගෙන එම සතුන් නුවරඑළියේ නගර සභා ඉඩමක ගාල් කර එම සතුන්ට ආහාර පාන ලබාදි පසුව අයිතිකරුවන්ට දඩ මුදලක් නියම කර එම සතුන් යලිත් ඔවුන් වෙත මුදා හරිනු ලබයි.

මෙසේ එම සතුන් අයාලේ යෑමට ඉඩ හැරීම තුලින් නුවරඑළියට පැමිණි සංචාරකයන්ට සපා කෑමටත් පහර දීමටත් මෙම සතුන් ඇතැම් අවස්ථාවල ක්‍රියා කර ඇත.

නුවරඑළිය ප්‍රධාන මාර්ගවල සැරිසරන මෙම සතුන් සම්බන්ධ අනතුරු මෑතකදී ඉහළ ගොස් තිබේ. ඊට අමතරව, නුවරඑළිය ප්‍රදේශයට වැසි ඇද හැලෙන විට, එම සතුන්ගේ අසූචි සහ මුත්‍රා වර්ෂා ජලයට එකතු වීම නිසා මාර්ග ලිස්සන සුළු ස්වභාවයක් ගන්නා අතර, එමගින් අනතුරු සිදුවීමේ අවදානම තවදුරටත් වැඩි කරනු ලබන අතර, ඒ තුලින් සෞඛ්‍ය තර්ජනයක්ද එල්ල වේ.

මෙම සතුන් පාලනය කිරීමට පියවර ගැනීමට නගර සභා නිලධාරීන් දිගින් දිගටම පසුබට වීම නිසා, ඔවුන්ගෙන් සිදුවන පීඩාව දිනෙන් දින උග්‍ර වෙමින් පවතී.‍

නුවරඑළියේ සිටින අයිතිකරුවන් බොහෝ විට අවධානය යොමු කරන්නේ මෙම සතුන් යොදාගෙන සිදු කරන සවාරි (pony rides) මගින් මුදල් ඉපයීමට පමණි. 

සතුන් කෙරෙහි අයිතිකරුවන්ට සැලකිල්ලක් හෝ වගකීමක් නොමැති වීම නිසා, මේ වන විට නුවරඑළිය නගර සීමාව තුල පෝනියන් විශාල ප්‍රමාණයක් බෝ වී ඇත.

අප මේ සම්බන්ධයෙන් නුවරඑළිය කොට්ඨාශ රථවාහන අංශයේ ස්ථානාධිපති ප්‍රධාන පොලිස් පරික්ෂක රෝෂන් කුරේ මහතාගෙන් කල විමසුමකට ඔහු කියා සිටියේ, මේ සම්බන්ධයෙන් නුවරඑළිය මහ නගර සභාව සමග සාකච්ඡා කර පෝනියන්ගේ අයිතිකරුවන් ලියාපදිංචි කර නිර්ණායක කිහිපයක් යටතේ පෝනියන් සවාරි රැගෙන යෑමට අවසර ලබා දීමටත්, සංචාරකයන් නොමැති අවස්ථාවල එම සතුන් ගාල් කර ඇති කිරිමටත්, අයිතිකරුවන් නොමැති පෝනියන් නගර සභා ඉඩමක ගාල් කර තැබීමටත් පියවර ගන්නා බවයි.

Concerns Mount Over Treatment of Ponies Amid Tourist Decline in Nuwara Eliya

The local community in Nuwara Eliya is alarmed by reports of environmental degradation and animal cruelty linked to the treatment of ponies owned by vendors catering to tourists. Residents have voiced concerns that during off-peak tourist seasons, these ponies are left without care and often seen roaming freely in city areas, which poses a significant risk to both the animals and motorists.

In urban areas of Nuwara Eliya, ponies can frequently be spotted searching for food, meandering through the city, and even eating grass from roadside patches or banners. This behavior results in many instances of them collapsing from exhaustion on main roads, creating hazardous situations for drivers.

Road users have reported that the presence of these stray ponies on roadways has become a serious concern, leading to accidents and creating dangers for vehicles. The risk escalates when the ponies attempt to cross streets or wander off ranches, luring motorists into potentially dangerous encounters.

Property owners, while permitted by the municipal council to keep their ponies within designated enclosures, often allow them to roam freely. If these animals interfere with public spaces or inhibit traffic flow, the municipal authorities plan to seize them and provide them with food and water, subsequently imposing fines on the owners before returning the animals. Such measures are increasingly necessary as the animals occasionally attempt to access food from tourists.

Recent incidents involving ponies on main roads have risen sharply. Moreover, with the onset of rain, the contamination of stormwater with pony waste raises additional public health risks, leading to slippery road conditions and increasing the likelihood of accidents.

Despite the pressing issues, city officials have been slow to take action. This lack of oversight has exacerbated the situation, placing further pressure on local communities. Instead, pony owners appear more focused on earning income from pony rides for tourists.

The number of ponies continues to surge within the municipal limits due to the absence of responsibility or oversight from their owners. In a recent inquiry regarding the situation, Inspector Roshan Kurera, head of the Nuwara Eliya division of the vehicle section, stated that discussions are underway with the Nuwara Eliya Municipal Council to develop a regulatory framework for pony rides, promote pony ownership registration, and ensure that wandering ponies are impounded when their owners are irresponsible.
