පසුගිය කාලයේ සිදුවූ වංචා දූෂණවලට එරෙහිව හොරුන් ඇල්ලීම පමණක් රටක් ආර්ථික වශයෙන් ගොඩනැගීමට ප්‍රමාණවත් නොවන බවත්, ඒ සමඟම සමස්ත ආර්ථිකය හා රාජ්‍ය යාන්ත්‍රණය කඩිනමින් ශක්තිමත් කළ යුතු බවත් කෘෂිකර්ම, පශු සම්පත්, ඉඩම් සහ වාරිමාර්ග අමාත්‍ය කේ. ඩී. ලාල් කාන්ත මහතා පවසයි.

මාධ්‍යවේදීන් නැගූ ප්‍රශ්න කිහිපයකට පිළිතුරු දෙමින් අමාත්‍යවරයා පෙන්වා දුන්නේ, බලයට පත්වූ රජය හොරකම් නොකර සිටීම මෙන්ම අතීතයේ සිදුවූ මහා පරිමාණ දූෂණවලට සම්බන්ධ පුද්ගලයන් නීතිය හමුවට පැමිණවීම ජනවරමේ ප්‍රමුඛ අපේක්ෂාවක් බවයි.

ඉදිරියේදී කිසිවෙකුට හෝ දේශපාලනයට පැමිණ මෙවැනි වංචාවන් සිදුකිරීමට නොසිතෙන පරිසරයක් නිර්මාණය කළ හැක්කේ එම නීතිමය ක්‍රියාමාර්ග අඛණ්ඩව ඉදිරියට ගෙන යාමෙන් පමණක් බවද හෙතෙම සඳහන් කළේය.

එහෙත්, හොරුන් ඇල්ලීමෙන් පමණක් රටක ආර්ථික ගැටලු නිරාකරණය නොවන බව අවධාරණය කළ ලාල් කාන්ත මහතා, අයවැයෙන් වෙන් කරන මුදල් සියයට සියයක් ඵලදායී ලෙස රටේ සංවර්ධනයට යෙදවීමේදී රාජ්‍ය සේවයේ පවතින නිලධාරී හිඟය සහ සීමිත ධාරිතාව බරපතළ බාධාවක් වී ඇති බව පැවසීය.

එබැවින් වෙන් කෙරෙන මුදල් නිසි ලෙස කළමනාකරණය කර සංවර්ධන අරමුණු සාක්ෂාත් කරගැනීමට නම් රාජ්‍ය අංශය කඩිනමින් ශක්තිමත් කළ යුතු බව හෙතෙම පෙන්වා දුන්නේය.

අධිකරණ ක්‍රියාවලිය සම්බන්ධයෙන් ජනාධිපතිවරයා සිදුකළ ප්‍රකාශයක් පිළිබඳව පැහැදිලි කළ අමාත්‍යවරයා, අධිකරණයේ ස්වාධීනත්වයට හා නීතියේ ආධිපත්‍යයට රජය කිසිසේත් ඇඟිලි නොගසන බව අවධාරණය කළේය.

"අපරාධ හෝ මුදල් වංචා කළ පුද්ගලයන් අත්අඩංගුවට ගැනීම, ඇප ලබාදීම හෝ දඬුවම් නියම කිරීම අධිකරණ ක්‍රියාවලියක්. උදාහරණයක් ලෙස නාමල් රාජපක්ෂ අත්අඩංගුවට ගෙන සිරගත කිරීමට ආණ්ඩුව සෘජුව මැදිහත් වන්නේ නැහැ; ඒ සියල්ල නීතිපති දෙපාර්තමේන්තුව සහ අධිකරණ පද්ධතිය හරහා ස්වාධීනව සිදුවිය යුතුයි. අප සිදුකරන්නේ අවශ්‍ය යටිතල පහසුකම් සපයමින් අධිකරණ පද්ධතිය ශක්තිමත් කිරීම පමණයි," යනුවෙන් ඔහු කියා සිටියේය.

මේ අතර, දුම්රිය වැඩවර්ජනය ඇතුළු වෘත්තීය සමිති ක්‍රියාමාර්ග පිළිබඳව අදහස් දක්වමින් ඒ මහතා කියා සිටියේ, ඕනෑම වෘත්තීය සමිතියකට සිය අයිතිවාසිකම් වෙනුවෙන් උද්ඝෝෂණය කිරීමට හෝ වර්ජනය කිරීමට පූර්ණ නිදහස පවතින බවයි. පසුගිය වසර දෙක තුළ මතුවූ මෙවැනි ගැටලු රැසක් සාකච්ඡා මාර්ගයෙන් විසඳා ගත් ආකාරයටම, පවතින දුම්රිය වැඩවර්ජනයද සාකච්ඡා මගින් සාමකාමීව විසඳාගත හැකි වනු ඇතැයි රජය දැඩිව විශ්වාස කරන බවද අමාත්‍ය ලාල් කාන්ත මහතා වැඩිදුරටත් සඳහන් කළේය.

Strengthening Governance Essential for Economic Revival, Says Minister Lal Kantha

The recent surge in scams and corruption suggests that merely apprehending thieves will not be sufficient to elevate the nation's economy, emphasized Minister of Agriculture, Livestock, Land, and Irrigation, K.D. Lal Kantha. He argued for the urgent need to fortify both the overall economy and state apparatus alongside such actions.

Responding to several inquiries from journalists, the minister indicated that a government determined to maintain integrity must also ensure that individuals linked to significant past corruption cases are held accountable under the law. This accountability is viewed as a pressing expectation among the public.

Minister Lal Kantha pointed out that creating an environment where no one would dare commit such frauds in politics is possible only through consistent legal action. He stressed that simply catching criminals is not a comprehensive solution to the country's economic challenges.

The minister highlighted the critical issue of financial mismanagement, stating that the ideal 100% allocation of budgeted funds for development is hindered by a severe lack of personnel in the civil service and limited capacity, posing substantial barriers to progress.

To effectively manage allocated funds and achieve development goals, he asserted that strengthening the public sector is imperative. He further clarified that the government will not interfere with the independence of the judiciary or the authority of the law, in light of recent remarks made by the President regarding judicial processes.

“Arresting or prosecuting individuals involved in crimes or financial fraud is a matter for the judicial process. For example, the government should not intervene directly in the arrest or imprisonment of Namal Rajapaksa; these actions must unfold independently through the Attorney General's Department and the judicial system. We are focused solely on strengthening the judicial system by providing the necessary infrastructure," he stated.

In commenting on the ongoing railway strike and other trade union actions, the minister affirmed that every trade union has the complete freedom to advocate for their rights through protests or strikes. He expressed confidence that, similar to numerous issues resolved through dialogue over the past two years, the current railway strike could also be settled peacefully through discussions.
