ගෝලීය වෙළෙඳපොළේ ඉන්ධන මිල ඉහළ යාම හමුවේ දේශීය වශයෙන් පෙට්රල් සහ ඩීසල් මිල වැඩිවීමෙන් ජනතාව මත පැටවෙන අමතර ආර්ථික පීඩනය වැළැක්වීම සඳහා නව ඉන්ධන සහනාධාරයක් ක්රියාත්මක කිරීමට රජය ජාත්යන්තර මූල්ය අරමුදල සමඟ සාකච්ඡා ආරම්භ කිරීමට නියමිත බව රජයේ ජ්යෙෂ්ඨ නිලධාරියෙකු උපුටා දක්වමින් Sunday Times වාර්තා කරයි.
බටහිර ආසියානු කලාපයේ උද්ගතව ඇති යුදමය වාතාවරණය හේතුවෙන් ලෝක බලශක්ති සැපයුමට බාධා එල්ල වෙමින් පවතින අතර, ජාත්යන්තර වෙළෙඳපොළේ ඉන්ධන මිල ශීඝ්රයෙන් ඉහළ යාම හමුවේ මෙම සාකච්ඡා කඩිනමින් ආරම්භ කිරීමට නියමිතය.
"ඉන්ධන පිරිවැය තවදුරටත් ඉහළ දැමුවහොත් එය සාමාන්ය ජනතාවට දැඩි බරක් වනවා පමණක් නොව, කර්මාන්තශාලා ආශ්රිත නිෂ්පාදන කටයුතු, විදුලි උත්පාදන වියදම් සහ ප්රවාහන ක්ෂේත්රය කෙරෙහි ද සෘජුව බලපානවා. එබැවින් පවතින තත්ත්වය යහපත් අතට හැරෙන තෙක් සීමිත කාලසීමාවක් සඳහා ඉන්ධන සහනාධාරයක් ලබාදීම සම්බන්ධයෙන් ජාත්යන්තර මූල්ය අරමුදල සමඟ සාකච්ඡා කිරීමට අප බලාපොරොත්තු වෙනවා," යැයි අදාළ නිලධාරියා සඳහන් කර ඇත.
බටහිර ආසියානු අර්බුදය හමුවේ බලශක්ති ක්ෂේත්රය මුහුණ දුන් දැඩි පීඩනය සැලකිල්ලට ගනිමින් පසුගිය අප්රේල් මාසයේදී ද රජය විසින් රුපියල් බිලියන 100ක සහන පැකේජයක් ප්රකාශයට පත් කරන ලදී. එම වැඩපිළිවෙළ යටතේ ඩීසල් ලීටරයකට රුපියල් 100ක් සහ පෙට්රල් ලීටරයකට රුපියල් 20ක් දක්වා වූ සහනාධාරයක් ලබාදුන් අතර, ඒ සඳහා මසකට රුපියල් බිලියන 20ක් බැගින් මාස තුනක කාලසීමාව සඳහා රුපියල් බිලියන 60ක් වැය විය. එම සහනාධාර වැඩසටහන පසුගිය ජූලි මස මැද භාගයේදී අවසන් කෙරිණි.
ශ්රී ලංකාවට ලබා දී ඇති ඩොලර් බිලියන 2.9ක විස්තිර්ණ ණය පහසුකම යටතේ, සැබෑ වියදම පියවා ගැනීමේ මිල සූත්රයක් මත පදනම්ව ඉන්ධන මිල තීරණය කළ යුතු බවට ජාත්යන්තර මූල්ය අරමුදල දැඩි කොන්දේසියක් පනවා ඇත.
කෙසේවෙතත්, යුද අර්බුදය තවදුරටත් උග්රවීම හේතුවෙන් ලෝක වෙළෙඳපොළ මිල මෙන්ම ගොඩබෑමේ පිරිවැය සහ අදාළ අනෙකුත් ගාස්තු සීඝ්රයෙන් ඉහළ ගොස් ඇති බව පෞද්ගලික ඉන්ධන සැපයුම්කරුවන් රජයට දැනුම් දී තිබේ. ඒ හේතුවෙන් දැනට පවතින මිල ගණන් යටතේ තවදුරටත් ඉන්ධන සැපයීමට නොහැකි බවත්, මේ වන විට ඩීසල් ලීටරයකින් රුපියල් 100කට ආසන්න පාඩුවක් ලබන බැවින් ඩීසල් මිල ඉහළ දැමීමට අවසර ලබාදෙන ලෙසත් පෞද්ගලික සමාගම් බලශක්ති අමාත්යාංශයෙන් ඉල්ලා ඇත.
මේ අතර, ජාත්යන්තර මූල්ය අරමුදලේ වැඩසටහනකට යටත්ව සිටින කලාපීය රාජ්යයක් වන පාකිස්තානය ද පවතින ගෝලීය ඉන්ධන අර්බුදයට මුහුණ දීම සඳහා රාජ්ය වාහන සඳහා ලබාදෙන ඉන්ධන කෝටාව මාස තුනක කාලයක් සඳහා සියයට 50කින් කප්පාදු කිරීමටත්, රාජ්ය නිලධාරීන්ගේ සංචාර සහ වියදම් සීමා කිරීමටත් පසුගියදා පියවර ගෙන තිබිණි.
Sri Lanka Initiates Discussions with IMF for Fuel Subsidy Amid Rising Prices
As global fuel prices surge, Sri Lanka is set to engage in discussions with the International Monetary Fund (IMF) to implement a new fuel subsidy aimed at alleviating the financial burden on citizens. A senior government official revealed this plan to the Sunday Times, emphasizing the need for timely action.
The ongoing military tensions in the West Asian region have severely impacted global energy supplies, driving up fuel prices at an alarming rate in international markets. Consequently, these discussions are expected to commence urgently to address the escalating costs.
"If fuel costs continue to rise, it will not only impose a significant strain on the general public but will also directly affect production activities reliant on industrial operations, electricity generation expenses, and the transportation sector. Therefore, we anticipate engaging with the IMF regarding fuel subsidies for a limited duration until the situation improves," the official highlighted.
In light of the intense pressure on the energy sector due to the West Asian crisis, the government previously unveiled a relief package worth 100 billion Sri Lankan Rupees in April. Under this plan, diesel and petrol received subsidies of up to 100 and 20 Rupees per liter, respectively, costing the treasury 60 billion Rupees over a three-month period. This relief program concluded in mid-July.
The IMF has stipulated a crucial condition for its extended loan facility of 2.9 billion US dollars: the determination of fuel prices must be based on a formula reflecting actual expense trends.
However, private fuel suppliers have alerted the government that escalating global market prices, along with rising construction and related costs, have rendered the current price levels unsustainable for continued supply. They have requested permission from the Ministry of Energy to raise diesel prices, given that they are currently incurring losses of approximately 100 Rupees per liter.
Meanwhile, Pakistan, another regional state under an IMF program, has recently taken steps to combat the global fuel crisis by cutting the fuel quota for government vehicles by 50% for three months and introducing limits on travel and expenses for public officials.
