IMF ශ‍්‍රී ලංකාව අගයයි...

ශ්‍රී ලංකා ආර්ථිකය මේ වන විට ස්ථාවරත්වයේ මාවතට පිවිස ඇති බව මෑතකාලීන ආර්ථික සාධක රැසකින් පැහැදිලි වන බවත්, එම ස්ථාවරත්වය මත රට පරිවර්තනීය යුගයක් කරා ගෙන යාම රජයේ අරමුණ බවත් ජනාධිපති අනුර කුමාර දිසානායක මහතා අවධාරණය කළේය.

එමෙන්ම, රට අත්කර ගෙන තිබෙන මෙම ආර්ථික ජයග්‍රහණ ජනතාවගේ ජිවන තත්ත්වය පහසු කිරීමට සහ උසස් කිරීමට යෙදවීම රජයේ අරමුණ බවද ජනාධිපතිවරයා සඳහන් කළේය.

ජනාධිපති අනුර කුමාර දිසානායක මහතා මේ බව සඳහන් කළේ ජාත්‍යන්තර මූල්‍ය අරමුදලේ මෙහෙයුම් ප්‍රධානී Evan Papageorgiou මහතා ඇතුළු නියෝජිතයින් සමග අද (17) ජනාධිපති කාර්යාලයේ පැවති සාකච්ඡාවට එක් වෙමිනි.

මෙම නියෝජිත පිරිස, ශ්‍රී ලංකාවේ විස්තීර්ණ ණය පහසුකම් (EFF) වැඩසටහනේ හත්වන සමාලෝචනයට සහ 2026 IV වගන්තිය යටතේ වන උපදේශනය සඳහා මෙරටට පැමිණ සිටින අතර ඔවුන් සැප්තැම්බර් 10 සිට 23 දක්වා කොළඹ රැඳී සිටීමට නියමිතය.

ශ්‍රී ලංකාව මේ වන විට උදාකර ගෙන ඇති සුවිශේෂී ආර්ථික ප්‍රගතිය මෙහිදී Evan Papageorgiou මහතාගේ ඇගයීමට ලක් වූ අතර, විශේෂයෙන් රාජ්‍ය ආදායම ඉහළ නංවා ගැනීම, විදේශ ආයෝජන කැඳවා ගැනීම ඇතුළු මූල්‍ය විනය පවත්වා ගැනීමට පසුගිය කාල සීමාව තුළ ශ්‍රී ලංකාව අනුගමනය කළ ක්‍රියාමාර්ගද පැසසුමට ලක් කෙරිණි.

උදා කරගත්  මෙම ආර්ථික ස්ථාවරත්වය අඛණ්ඩව පවත්වා ගැනීම පිළිබඳ අවධානය යොමු කිරීමේ වැදගත්කමද ඒ මහතා පෙන්වා දුන්නේය. 

මෙහිදී අදහස් දැක්වූ ජනාධිපති අනුර කුමාර දිසානායක මහතා වැඩිදුරටත් සඳහන් කළේ ශ්‍රී ලංකාවට සිය ආර්ථික ස්ථාවරත්වය උදා කර ගැනීමේදී රජය සහ ජාත්‍යන්තර මූල්‍ය අරමුදල අතර ක්‍රියාත්මක වැඩසටහන වැදගත් පදනමක් සැපයූ බවයි. මෑත කාලයේ ශ්‍රී ලංකාව මුහුණ දුන් දැවැන්ත ස්වභාවික ව්‍යසනය වූ දිට්වා ආපදා තත්ත්වයට මෙන්ම මැද පෙරදිග ඇති වූ යුදමය තත්ත්වය හේතුවෙන් මෙරට ආර්ථිකයට එල්ල වූ බලපෑමටද ශක්තිමත්ව මුහුණ දීමට එම ආර්ථික ස්ථාවරත්වය ඉවහල් වූ බව ජනාධිපතිවරයා පෙන්වා දුන්නේය. 

එමෙන්ම, මෙම වසරේ දෙවන කාර්තුවේදී මෙරට ආර්ථික වර්ධන වේගය 4.2%ක මට්ටමක පවත්වා ගැනීමට හැකි වී තිබීමද, ආර්ථිකය යථා තත්ත්වයට පත්වෙමින් පවතින බවට වූ වැදගත් සංඥාවක් බව ජනාධිපතිවරයා සඳහන් කළේය. 

පසුගිය වසර දෙක තුළ රජය බදු ආදායම් රැස් කිරීමේදී දැක්වූ කාර්යසාධනයද ජනාධිපතිවරයා මෙහිදී සිහිපත් කළේය.

ජාත්‍යන්තර මූල්‍ය අරමුදල සමග වන වැඩසටහනේ වැදගත් ප්‍රතිඵලයක් වන සමාජ සුබ සාධන වැඩසටහන් ක්‍රියාත්මක කිරීමේදී අත්කරගෙන ඇති ප්‍රගතිය සහ මැද පෙරදිග මතුව ඇති තත්ත්වය හේතුවෙන් බලශක්ති පිරිවැය පිළිබද ජනතාවට මුහුණ දීමට සිදුව තිබෙන අසීරුතා පිළිබඳවද මෙහිදී අවධානය යොමු විය.

මහබැංකු අධිපති ආචාර්ය නන්දලාල් වීරසිංහ, මුදල්, ක්‍රමසම්පාදන සහ ආර්ථික සංවර්ධන අමාත්‍යාංශයේ ලේකම් ආචාර්ය හර්ෂණ සූරියප්පෙරුම, ජනාධිපති ජ්‍යෙෂ්ඨ ආර්ථික උපදේශක දුමින්ද හුලංගමුව, ජනාධිපති ජ්‍යෙෂ්ඨ අතිරේක ලේකම් රසල් අපොන්සු යන මහත්වරුද මෙම අවස්ථාවට එක්ව සිටියහ.

Sri Lanka's Economy Enters Stability Phase, President Asserts Vision for Transformation

The Sri Lankan economy has entered a phase of stability, a sentiment echoed by President Anura Kumara Dissanayake, who emphasized that this stabilization is a crucial step towards ushering the country into a transformative era. Recent economic indicators reinforce this assertion, signaling a shift in the nation’s financial landscape.

Alongside achieving this economic stability, the government aims to leverage these gains to enhance and improve the living standards of its citizens, the President noted, highlighting a commitment to societal welfare.

During a discussion held today, August 17, with international Monetary Fund (IMF) Operations Chief Evan Papageorgiou and other representatives at the Presidential Office, further insights into this transformation were shared. The contingent is in Sri Lanka for the seventh review of the Extended Fund Facility (EFF) program and will remain in Colombo from September 10 to 23 for consultations under the 2026 IV Article.

President Dissanayake acknowledged the unique economic progress achieved by Sri Lanka, particularly commending steps taken to bolster state revenue and attract foreign investments, as well as the maintenance of fiscal discipline during previous phases. Papageorgiou recognized these efforts and their significant contributions to the current economic evaluation.

The importance of sustaining this economic stability was also underscored, with emphasis placed on the collaborative framework between the government and the IMF program, which has formed a crucial foundation for regaining financial steadiness. The President pointed out that this stability has been vital in facing challenges presented by recent natural disasters and regional conflicts that have adversely impacted the economy.

Furthermore, the President indicated that Sri Lanka has successfully sustained an economic growth rate of 4.2% in the second quarter of this year, marking a significant sign of recovery and stability. He reflected on the government's performance in revenue collection over the past two years, commending the achievements made in this regard.

Attention was drawn to the social improvement programs, vital outcomes of the collaboration with the IMF, particularly in light of the economic pressures stemming from rising energy costs faced by the population due to ongoing circumstances in the region.

The discussion was attended by key figures including Central Bank Governor Dr. Nandalal Weerasinghe, Secretary to the Ministry of Finance, Economic Stabilization and Development Dr. Harshan Suriyapperuma, Senior Economic Advisor to the President Duminda Hulangamuwa, and Chief Secretary to the President Rasul Aponso, who contributed to the dialogue on these crucial economic matters.
