ශ්‍යාමෝපාලි මහා නිකායේ අස්ගිරි පාර්ශ්වයේ මහා ලේඛකාධිකාරි ආචාර්ය පූජ්‍ය මැදගම ධම්මානන්ද නායක ස්වාමීන්වහන්සේ ප්‍රමුඛ පූජනීය ත්‍රෛනිකායික මහා සංඝරත්නය ( පාර්ශ්ව 31) සහභාගිත්වයෙන්, 20 දින බුද්ධශාසන අමාත්‍යාංශය "දහම්පය" පරිශ්‍රයේ දී බුද්ධශාසන සභාව රැස්විය.
බුද්ධශාසන ආගමික හා සංස්කෘතික කටයුතු අමාත්‍ය ආචාර්ය හිනිදුම සුනිල් සෙනෙවි මහතා, නියෝජ්‍ය අමාත්‍ය ගමගෙදර දිසානායක මහතා, අමාත්‍යාංශ ලේකම් ප්‍රින්ස් සේනාධිර මහතා, බෞද්ධ කටයුතු කොමසාරිස් ආර්.එම්.ජී සේනාරත්න මහතා ඇතුළු පිරිස මීට සහභාගී වූහ.
බුද්ධ ශාසන සභාව රැස්වීමේ සුවිශේෂ කාරණාව බවට පත් වූයේ පූජ්‍ය ගලබොඩඅත්තේ ඥානසාර ස්වාමීන් වහන්සේගේ චීවරය ඉවත් කිරීම සම්බන්ධව සමාජය තුළ පැනනැගී තිබෙන කරුණු පිළිබඳ මහා සංඝරත්නයේ අදහස් යෝජනා ලබා ගැනීම සහ රජය වශයෙන් ගෙන ඇති ක්‍රියාමාර්ග පිළිබඳව මහා සංඝරත්නය දැනුවත් කිරීමයි.
ගරු ජනාධිපතිතුමා විසින් පත්කරනන ලද කමිටුවේ සභාපතිවරයා ලෙස බුද්ධශාසන, ආගමික හා සංස්කෘතික කටයුතු අමාත්‍යාංශය ලේකම් ප්‍රින්ස් සේනාධිර මහතා කමිටු යෝජනා පිළිබඳව මහා සංඝරත්නය දැනුවත් කරන ලදි. පනතේ 356 සහ 550 වගන්ති සංශෝධනය කිරීම සඳහා ගෙන එන ලද යෝජනා පිළිබඳව පැහැදිලි කරන ලදී.
විශේෂයෙන්ම බන්ධනාගාර ගත කරන ලද බෞද්ධ භික්ෂූන් වහන්සේ නමක් නැවත උසාවියට ඉදිරිපත් කරන අවස්ථාවක දී හෝ වෙනත් කටයුත්තක් සඳහා බැහැරට ගෙනයාමේ දීී චීවරය සහිතව ගෙනයාම පිළිබඳව අදාළ නිකාය පාර්ශ්වයේ හෝ සංඝ සභාවේ නිර්දේශ මත ක්‍රියා කළ යුතු බවට වන යෝජනාව මහා සංඝරත්නයට ඉදිරිපත් කරන ලදි.
එම කමිටු නිර්දේශය මහා සංඝරත්නයේ අනුමැතියට ලක් වූ අතර මෙම නීතිය ප්‍රායෝගිකව භාවිත කිරීම සම්බන්ධයෙන් ත්‍රෛනිකායික මහා සංඝරත්නය පාර්ශ්ව 31හෝ සංඝ සභාව, එකතු වී සාකච්ඡා කර සුදුසු පොදු වැඩපිළිවෙළක් සකස් කළ යුතු බව මහා සංඝරත්නයේ අදහස විය.
Buddhist Affairs Ministry Hosts Key Meeting in Colombo
On October 20, a significant gathering was held at the "Daham Paya" premises, hosted by the Ministry of Buddha Sasana. The assembly brought together prominent figures from the Buddhist clergy, including the Chief Secretary of the Asgiriya Chapter, Dr. Most Venerable Madagama Dhammānanda Nayaka Thera, as well as government officials and dignitaries.
Attendees of the meeting included Minister of Religious and Cultural Affairs, Dr. Hininuma Sunil Senewi, Deputy Minister Gamagedera Dissanayake, Secretary to the Ministry Prince Senadhira, and the Commissioner of Buddhist Affairs, R.M.G. Senarathna, demonstrating a strong commitment to engaging the Buddhist community in discussions of mutual interest.
A critical focus of the meeting was to gather input from the clergy regarding the recent controversy surrounding the removal of the robe from the Venerable Galaboda Aththe Gnanasara Thera, a move that has sparked considerable debate within society. The discussions aimed to inform the Sangha of governmental actions taken in response to community sentiments.
As part of the discussions, Prince Senadhira was designated as the chairperson of a committee appointed by the President. He briefed the Sangha on proposed amendments to Sections 356 and 550 of the relevant legislation, outlining the committee's objectives.
Additionally, recommendations were presented to the Sangha regarding the proper protocols for handling Buddhist monks who may face legal proceedings or other issues. It was emphasized that the robes should be conferred only based on the directives from the relevant Chapter or the Sangha Council during such instances.
The committee's recommendations received approval from the assembly, and it was agreed that the Tri-Nikaya Sangha should collaborate to create a public framework for the practical implementation of these laws, ensuring that considerations are well-coordinated within the Buddhist community.
