Government Discusses Current Economic and Poverty Indicators

A detailed discussion regarding the current state of poverty, income distribution, and household welfare took place during a session of the government's Monetary Affairs Committee, chaired by Member of Parliament Dr. Harsha de Silva.

The committee focused on the scientific methods used for collecting social and economic data in Sri Lanka. They particularly examined the responsibilities of the Ministry of Finance, Department of Census and Statistics, Central Bank of Sri Lanka, and the Board of Social Welfare, as well as how this data is employed to measure the poverty line.

Opposition Leader Sajith Premadasa joined deputy ministers Chathura Abeysinghe and Nishantha Jayawickrama, alongside several parliamentarians including lawyers Rauff Hakeem, Ravi Karunanayake, and others, contributing to the discussions.

The 'Cost of Basic Needs' methodology, which takes into account a daily calorie requirement of 2,030 and associated non-food essential costs, was clarified in the context of measuring Sri Lanka's official poverty line. Estimates suggest that by August 2024, the national poverty line would amount to LKR 17,719 per person per month.

Further discussions addressed the timeline for releasing the final report of the Household Income and Expenditure Survey (HIES) for 2025. Initially scheduled for publication in October 2026, officials noted that data cleansing complexities and delays in computing would push this release to December 2026.

Data for this survey was gathered over a 12-month period from 25,000 households across the nation, with data verification and analysis currently ongoing. The urgency of reporting results in a timely manner to accurately reflect economic and social changes was emphasized during the meeting.

The committee also spotlighted the contributions of social protection programs in alleviating poverty. Data from 2019 indicated that if beneficiaries of these programs did not receive support, the poverty rate could have escalated from 14.3% to 20.5%. Additionally, the absence of pension benefits could increase the poverty rate to 16.7%.

Discussions highlighted the need to revise the consumer basket used for calculating poverty levels, ensuring it accurately reflects contemporary social and economic changes. The adequacy of using outdated data and commodity collections to assess current living costs and essential needs was critically analyzed.

Lastly, the necessity of using updated data that accurately portrays current household income and expenditure levels for identifying beneficiaries of social welfare programs, such as subsidies, was also underscored.
