Plans for $280 Million Logistics Hub at Colombo Port Abandoned
The Sri Lanka Ports Authority (SLPA) has confirmed the abandonment of plans to establish a $280 million integrated commercial and logistics hub at Colombo Port in collaboration with China Merchants Port Holdings and local firm Access Engineering.
Instead, a new initiative will be launched under a public-private partnership model, aiming for a competitive open bidding process to develop a modern integrated logistics facility within the port. This decision reflects a shift towards attracting investment through a more transparent and competitive approach.
The proposed project, named the South Asia Commercial and Logistics Hub (SACLH), was envisioned to enhance Colombo Port's capacity and position it as a leading maritime center in the region. The initiative included plans for a 150,000 square meter facility, with 70% ownership intended to be held by a fully owned subsidiary of China Merchants, while SLPA and Access Engineering were to hold 15% each. The project's timeline targeted commencement in 2023.
however, stakeholders have decided not to proceed with the project after reviewing current external market conditions, commercial viability, and strategic requirements. This led to plans for reallocation of a remaining investment of $29.8 million among the partner firms based on their respective ownership percentages.
While this initial plan has been scrapped, the SLPA emphasized its unwavering commitment to developing state-of-the-art logistics infrastructure at Colombo Port to meet contemporary global supply chain demands.
Moving forward, the SLPA aims to maximize the usage of valuable port land effectively, encouraging private sector participation and attracting new investments through a transparent competitive bidding process.
This initiative seeks to elevate Colombo Port from merely being a container transshipment hub to a comprehensive maritime center that adds significant value through various services for international shipping companies and freight operators. The goal is to catalyze this new venture with a financially robust model, addressing national economic needs.
China Merchants Port Holdings currently holds an 85% stake in the Colombo International Container Terminal (CICT) at Colombo Port and actively manages operations at the Hambantota International Port.
As new deep-sea ports like Vizhinjam in India’s Kerala State come into operation, competition in the South Asian transshipment market is intensifying. Experts warn that for Sri Lanka's maritime future, it is crucial to expand Colombo Port’s facilities to provide not only transshipment services but also warehousing, LCL/multi-country consolidation, and enhanced value-added logistics services.
