Former Secretary of Power Ministry Summoned by Presidential Commission Over Coal Procurement Scandal

The Presidential Commission investigating coal procurement deals has formally requested former Secretary of the Ministry of Power and Energy, M.M.C. Fernando, to return to Sri Lanka for a crucial meeting. This summons comes as the commission seeks detailed evidence regarding allegations linked to the country's coal procurement practices.

Currently residing abroad, Fernando has been informed of the commission's request through an official email. His experience extends beyond the role of Secretary of the Ministry of Power; he also served as the chairman of the Ceylon Electricity Board, making him a key figure in the administrative operations of the energy sector.

The investigation is focused on serious allegations that the procurement of coal for the Norochcholai Lakvijaya Power Plant violated tender procedures and disregarded procurement guidelines, leading to substantial financial losses for the government. This specialized Presidential Commission was established specifically to address these grave accusations.

To date, the commission has collected detailed testimonies from 72 heads of various entities within the power and energy sector and recorded statements from an additional 370 individuals. This extensive inquiry underscores the urgency and seriousness of the allegations under review.

The commission, chaired by Supreme Court Justice Gihan Kulatunga, is expected to conclude its official hearings by December 16. Ahead of this deadline, it aims to finalize and submit its comprehensive report to the President in the first week of December, indicating that preparations for the preliminary findings are already underway. Alongside Justice Kulatunga, the commission includes Appeals Court Justice Adithya Patabendi and High Court Justice Sanjeev Sooriyabandara as significant members.
