ඓතිහාසික ශ්රී දළදා වහන්සේ වැඩසිටි පෞරාණික ‘මහ කරඬුව’ ඉවත් කර ඒ වෙනුවට නව කරඬුවක් යොදාගැනීම සම්බන්ධයෙන් පැනනැගී ඇති බරපතළ සැකසංකා හා චෝදනා විමර්ශනය කිරීම සඳහා වහාම ස්වාධීන ජනාධිපති විමර්ශන කමිටුවක් පත් කරන ලෙස ‘මහාසෝන් බලකාය’ සංවිධානය ජනාධිපති අනුර කුමාර දිසානායක මහතාගෙන් ඉල්ලා සිටියි.
ජනාධිපතිවරයා වෙත ලිපියක් යොමු කරමින් එම සංවිධානය පෙන්වා දෙන්නේ, විශ්රාමික ශ්රේෂ්ඨාධිකරණ විනිසුරුවරයකුගේ හෝ ස්වාධීන ජ්යෙෂ්ඨ නීතිවේදියකුගේ ප්රධානත්වයෙන් යුතුව පුරාවිද්යා, ඉතිහාස, බෞද්ධ ශාසන, නීති සහ විගණන ක්ෂේත්ර නියෝජනය වන පරිදි මෙම විශේෂ කමිටුව පත් කළ යුතු බවයි.
පැරණි මහ කරඬුව ඉවත් කිරීම, නව කරඬුවක් නිර්මාණය කිරීම, ඒ සඳහා ලබාගත් ලිඛිත අනුමැතීන්, නව කරඬුවට මුදල් යෙදවූ පාර්ශ්වයන් සහ පැරණි කරඬුවේ වර්තමාන තත්ත්වය පිළිබඳව සමාජය තුළ බලවත් කතාබහක් නිර්මාණය වී ඇති බැවින්, ඒ පිළිබඳ පුර්ණ හා විනිවිදභාවයෙන් යුතු විමර්ශනයක් පැවැත්වීම රජයේ වගකීමක් බව එම ලිපියේ සඳහන් වේ. මේ සම්බන්ධයෙන් මේ වන විටත් අපරාධ පරීක්ෂණ දෙපාර්තමේන්තුවට සහ බෞද්ධ කටයුතු කොමසාරිස්වරයා වෙත ද පැමිණිලි ඉදිරිපත්ව ඇති බව ඔවුහු පෙන්වා දෙති.
එම සංවිධානය විසින් ජනාධිපතිවරයා හමුවේ තබා ඇති ප්රධාන ඉල්ලීම් මෙසේය:
- පැරණි කරඬුව මේ වන විට පවතින්නේ කොතැනද, එහි භෞතික සුරක්ෂිතතාව කෙබඳුද යන්න පිළිබඳ නිල වාර්තාවක් සකසා ජනතාවට හෙළිදරව් කිරීම.
- එය ඉවත් කිරීමට තීරණය කළේ කවුරුන්ද, ඒ සඳහා මල්වතු - අස්ගිරි උභය මහා විහාරවල සහ පුරාවිද්යා විශේෂඥයන්ගේ නිසි අනුමැතිය ලැබී තිබුණේද යන්න විමර්ශනය කිරීම.
- නව කරඬුව නිර්මාණය කිරීමට මූල්ය දායකත්වය ලබාදුන්නේ කවුරුන්ද, එහි සැබෑ වටිනාකම සහ එය ශ්රී දළදා මාළිගාවට භාරදුන් නෛතික හා පරිපාලන ක්රමවේදය සොයා බැලීම.
- මාධ්ය වාර්තාවල නම් සඳහන් වන සියලු පාර්ශ්ව කැඳවා ඔවුන්ට ද කරුණු පැහැදිලි කිරීමට සාධාරණ අවස්ථාවක් ලබා දෙමින් ප්රකාශ ලබා ගැනීම.
මෙම විමර්ශන කටයුතු දින 90ක් ඇතුළත අවසන් කර එහි මූලික සොයාගැනීම් ජනතාවට ප්රකාශ කළ යුතු බවට කාලසීමාවක් නියම කරන මහාසෝන් බලකාය, මල්වතු - අස්ගිරි උභය මහා විහාරීය මහානායක හිමිවරුන් සමග සාකච්ඡා කර ශ්රී දළදා වහන්සේ නැවත පැරණි ඓතිහාසික මහ කරඬුව තුළ තැන්පත් කිරීමට පියවර ගන්නා ලෙස ද ඉල්ලා සිටියි.
දින 90ක කාලය තුළ සාධාරණ රාජ්ය මැදිහත්වීමක් සිදු නොවන්නේ නම්, රටේ පවතින නීතිය හා ප්රජාතන්ත්රවාදය කුප්රකට ව්යාපාරික කල්ලියකට යටත්ව ඇති බවට හැඟී යන බැවින්, ඉදිරියේදී සිදුවන ක්රියාමාර්ග පිළිබඳව රජය වගකිව යුතු බව ද අදාළ ලිපිය මගින් වැඩිදුරටත් අවධාරණය කර තිබේ.
Demands for Independent Inquiry into Removal of Historic Sri Dalada Maligawa's Sacred Relic Casket
The Maha Sons organization has urgently called for the establishment of an independent presidential commission to investigate serious allegations surrounding the removal of the ancient 'Maha Karanduwa' at the Sri Dalada Maligawa. They claim that a new casket has been introduced in its place, prompting concerns and accusations that warrant immediate scrutiny.
In a formal letter addressed to President Anura Kumara Dissanayake, the organization stressed that the special commission should be led by a retired Supreme Court judge or an independent senior legal expert, comprising representatives from the fields of archaeology, history, Buddhism, law, and numerology.
The letter highlights the significant public discourse regarding the removal of the old casket, the creation of a new one, the written approvals obtained for these actions, the financial stakeholders involved, and the current condition of the old casket. It asserts that a thorough and transparent investigation is the government's obligation. The organization noted that complaints regarding this matter have already been submitted to the Criminal Investigation Department and the Commissioner of Buddhist Affairs.
The key demands presented to the President include:
- Preparation and public disclosure of an official report detailing the whereabouts and physical security of the old casket.
- An inquiry into who made the decision to remove it and whether proper approval from the Malwathu and Asgiriya Chapters and archaeological experts was obtained.
- Investigation into the sources of financial donations for the creation of the new casket, its actual value, and the legal and administrative procedures followed in transferring it to the Sri Dalada Maligawa.
- Summoning all parties named in media reports to provide clarifications and granting them a fair opportunity to respond.
The Maha Sons organization has set a deadline for the completion of these inquiries within 90 days, emphasizing that the preliminary findings must be shared with the public. They are also urging discussions with the Chief Monks of the Malwathu and Asgiriya Chapters to take steps to restore the historic Maha Karanduwa.
If there is no fair state intervention within this 90-day period, the letter warns of growing concerns that the country's existing laws and democracy may be subjugated to a notorious business clique, holding the government accountable for any future actions that might arise.
