විස්තීර්ණ ණය පහසුකම (EFF) යටතේ වන හත්වැනි සමාලෝචනයට අදාළ කාර්ය මණ්ඩල මට්ටමේ එකඟතාව ප්රකාශයට පත් කරමින් එම අරමුදල පෙන්වා දෙන්නේ, ගෝලීය ඉන්ධන මිල ඉහළ යාමකදී රාජ්ය භාණ්ඩාගාරය මත පීඩනයක් ඇති කර නොගෙන පිරිවැය ආවරණය වන මිලකරණයක් පවත්වා ගැනීම අත්යවශ්ය බවයි.
කෙසේ වෙතත්, ඉන්ධන මිල ඉහළ යාමේදී පීඩාවට පත්වන දිළිඳු සහ අවදානමට ලක්විය හැකි ජනතාව ආරක්ෂා කිරීම සඳහා ඉලක්කගත මුදල් සහනාධාර ක්රමවේදයක් භාවිත කළ යුතු බවද IMF අවධාරණය කරයි.
එවැනි සහනාධාර ලබාදීමේදී රාජ්ය මූල්ය හා ණය තිරසාරභාවයට හානි නොවන අයුරින්, අයවැය රාමුව තුළ සිටිමින් නිශ්චිත කාලසීමාවකට යටත්ව ඉතා ප්රවේශමෙන් එය කළ යුතු බවත්, එසේ නොවුණහොත් මෙරට ආර්ථික ප්රකෘතිමත්භාවය යළි පසුබෑමකට ලක්විය හැකි බවත් එහි සඳහන් වේ.
එමෙන්ම, මැදපෙරදිග යුද්ධය හේතුවෙන් දෙවන වටයේ උද්ධමනකාරී පීඩනයක් මතුවුවහොත්, උද්ධමනය පාලනය කිරීම සඳහා දැඩි මූල්ය ප්රතිපත්ති ක්රියාමාර්ග ගැනීමට මහ බැංකුව සූදානමින් සිටිය යුතු බවද ජාත්යන්තර මූල්ය අරමුදල වැඩිදුරටත් පෙන්වා දී තිබේ.
මේ අතර, 2027 අයවැය වැඩසටහන් පරාමිතීන්ට අනුව ඉදිරිපත් කිරීම ඇතුළු පූර්ව කොන්දේසි මත හත්වැනි සමාලෝචනයට අදාළ කාර්ය මණ්ඩල එකඟතාවට එළඹුණු බවත්, විධායක මණ්ඩල අනුමැතියෙන් පසු ශ්රී ලංකාවට ඩොලර් මිලියන 345 ක මූල්ය වාරිකයක් හිමිවන බවත් IMF දූත මණ්ඩල ප්රධානී එවන් පපජෝර්ජියෝ මහතා නිකුත් කළ නිවේදනයේ වැඩිදුරටත් දැක්වේ.
IMF Urges Sri Lanka to Adjust Fuel Prices Amid Global Market Fluctuations
The International Monetary Fund (IMF) has advised the Sri Lankan government to remain flexible regarding domestic fuel price adjustments, citing the necessity of aligning prices with international market trends. The IMF underscored the importance of maintaining a price mechanism that effectively covers costs while avoiding undue pressure on the state treasury during periods of rising global fuel prices.
In a statement following the seventh review conducted under the Extended Fund Facility (EFF), the IMF emphasized that it is crucial to uphold a pricing strategy that can withstand external shocks. Such measures are vital to ensure fiscal stability without compromising the public coffers.
However, the organization highlighted the need for a targeted cash assistance program to protect vulnerable and at-risk populations who may be adversely affected by increases in fuel prices. This approach aims to mitigate the impact on those most in need while preserving fiscal integrity.
The IMF further noted that any assistance provided must be implemented cautiously within the fiscal framework, adhering to a specified timeline to avoid jeopardizing the sustainability of Sri Lanka’s financial status. They warned that failing to do so might reverse the country's ongoing economic recovery.
Additionally, the IMF indicated that, in the event of second-round inflationary pressures resulting from the ongoing geopolitical conflicts, the Central Bank should be prepared to adopt stringent monetary policy measures to control inflation effectively.
In line with the fiscal parameters set for the 2027 budget program, the mission's agreement on the seventh review has been reached, leading to an expected disbursement of $345 million for Sri Lanka, pending approval from the executive board. IMF Mission Chief Evgeny Sokolovskiy made these details public in a recent announcement.
