2030 වසර වන විට ශ්‍රී ලංකාවේ නිමි තේ නිෂ්පාදනය කිලෝග්‍රෑම් මිලියන 400 දක්වාත්, තේ අපනයන ආදායම ඇමෙරිකානු ඩොලර් බිලියන 2.5 දක්වාත් ඉහළ නැංවීමේ ජාතික ඉලක්කය සාක්ෂාත් කර ගැනීමේ අරමුණින්, වැවිලි සහ ප්‍රජා යටිතල පහසුකම් අමාත්‍යාංශය විසින් “Ceylon Tea Village” (සිලෝන් ටී විලේජ්) හෙවත් තේ ගම්මාන 500ක් ස්ථාපිත කිරීමේ අරමුණෙන් පසුගිය ජූලි 15 වන දින ජාතික මට්ටමින් ආරම්භ කරන ලද "සිලෝන් ටී විලේජ්" (Ceylon Tea Village) තේ ගම්මාන 500 ව්‍යාපෘතිය විධිමත් ලෙස සංවිධානය කිරීම, පූර්ණ මෙහෙයුම් මට්ටමට ගෙන ඒම සහ ප්‍රවර්ධනය කිරීම පිළිබඳ විශේෂ සාකච්ඡාවක් වැවිලි සහ ප්‍රජා යටිතල පහසුකම් අමාත්‍ය සමන්ත විද්‍යාරත්න මහතාගේ ප්‍රධානත්වයෙන්  වැවිලි සහ ප්‍රජා යටිතල පහසුකම් අමාත්‍යාංශ පරිශ්‍රයේදී පැවැත්විණි.

එහිදි පැමිණි සිටි පිරිස අමතමින් අමාත්‍යවරයා කියා සිටියේ, “අප ආරම්භ කළ මෙම 'සිලෝන් ටී විලේජ්' ව්‍යාපෘතිය හුදෙක් ආරම්භයකින් පමණක් නොවන බවත්, එය සංවිධානාත්මකව ඉදිරියට ගෙන යන මෙහෙයුමක් ලෙස ක්‍රියාත්මක කිරීමට අවශ්‍ය සියලු සැලසුම් සකස් කර තිබෙන බවත්ය. 

අප ඉලක්ක කරගත් අරමුණ දක්වා මෙම ව්‍යාපෘතිය සාර්ථකව ගෙන යාම සඳහා සෑම තේ ගම්මානයකම තේ තවානක් සහ ආදර්ශ වගාවක් බැගින් ස්ථාපිත කරමින්, ගම මට්ටමින් විධිමත් සමීක්ෂණයක් සිදු කරන බවත්, මෙම තේ ගම්මාන 500 වැඩසටහන බිම් මට්ටමින්ම ශක්තිමත් කිරිමට කටයුතු කරන බවත් අමාත්‍යවරයා මෙහිදි අවධාරණය කලේය.

මෙම සාකච්ඡාවේදි, දැනට දිවයින පුරා ආරම්භ කර ඇති තේ ගම්මාන 144 සඳහා අවශ්‍ය මූල්‍ය, තාක්ෂණික සහ යටිතල පහසුකම් සැලසීම ඇතුළත්ව ප්‍රධාන තීරණ කිහිපයක් මෙහිදී ගනු ලැබීය. ඒ අනුව, සාම්ප්‍රදායික රාමුවෙන් මිදී මෙම ව්‍යාපෘතිය සක්‍රීය මෙහෙයුමක් ලෙස ක්‍රියාත්මක කිරීම සඳහා මට්ටම් තුනකින් යුත් කමිටු පද්ධතියක් ස්ථාපිත කිරීමට අමාත්‍යාංශය පියවර ගෙන ඇත. ඒ අනුව ජාතික මට්ටමින් අමාත්‍යාංශයේ ජ්‍යෙෂ්ඨ අතිරේක ලේකම්වරයාගේ සහ අදාළ ආයතනවල මූලිකත්වයෙන් ජාතික මෙහෙයුම් කමිටුව ක්‍රියාත්මක වන අතර, ප්‍රාදේශීය මට්ටමින් දිවයිනේ තේ කලාප 8හි ප්‍රාදේශීය කළමනාකරුවන්, පාර්ලිමේන්තු මන්ත්‍රීවරුන්, බිම් මට්ටමේ සමිති සහ රාජ්‍ය නිලධාරීන් එක්ව කටයුතු කරයි. ගම්මාන (සිලෝන් ටී විලේජ්) මට්ටමින් තේ පරීක්ෂකවරයා, කුඩා තේ වතු සමිතියේ ප්‍රධානීන්, ප්‍රජාශක්ති සභාපතිවරයා සහ වැවිලි නියෝජිතයන්ගේ එකමුතුවෙන් සංවිධාන කටයුතු සිදු කෙරේ.

තවද, මෙම ව්‍යාපෘතියේ මූලික අදියර සාර්ථකව පවත්වාගෙන යාම වෙනුවෙන් රුපියල් මිලියන 237ක අතිරේක මුදලක් වෙන් කර ඇති අතර,ඉන් කුඩා තේ වතු සංවර්ධන අධිකාරිය විසින් ආරම්භක තේ ගම්මාන 144 හි ආදර්ශ වගාවක් ඇති කිරිම සඳහා රුපියල් මිලියන 68ක්ද, ග්‍රාමීය සංවර්ධන, සමාජ ආරක්ෂණ සහ ප්‍රජා සවිබලගැන්වීම් අමාත්‍යාංශය මගින් ප්‍රමිතියෙන් යුත් පැළ තවාන් සකස් කිරීම වෙනුවෙන් රුපියල් මිලියන 169ක මුදලක් ද එම අමාත්‍යාංශයෙන් වෙන්  කිරිමට සැලසුම් කර ඇත.

මෙම අවස්ථාවට වැවිලි සහ ප්‍රජා යටිතල පහසුකම් අමාත්‍යාංශයේ ලේකම් ගුණදාස සමරසිංහ මහතා, අමාත්‍යාංශයේ අතිරේක ලේකම්වරුන්, කුඩා තේ වතු සංවර්ධන අධිකාරියේ සභාපති සහ නිලධාරීන්, ශ්‍රී ලංකා තේ මණ්ඩලයේ තේ කොමසාරිස් සහ නිලධාරීන්, ශ්‍රී ලංකා තේ පර්යේෂණ ආයතනයේ සභාපති සහ නිලධාරීන් මෙන්ම ව්‍යාපෘතියට සම්බන්ධ අනෙකුත් ආයතනවල නිලධාරීන් ද සහභාගි වූහ.

Launch of 'Ceylon Tea Village' Project to Boost Sri Lanka's Tea Production and Exports

In a significant move aimed at revitalizing Sri Lanka’s tea industry, the Ministry of Irrigation and Community Infrastructure has officially initiated the 'Ceylon Tea Village' project. Launched on July 15, this ambitious initiative seeks to establish 500 tea villages across the country, with the goal of increasing tea production to 400 million kilograms and export revenue to $2.5 billion by 2030.

The unveiling of the project was marked by a key discussion led by Minister Samatha Vidyarathna at the ministry's headquarters, focusing on organizing and implementing the project effectively. Addressing the attendees, the Minister emphasized that the 'Ceylon Tea Village' is not merely a starting point but a well-planned and organized operation aimed at sustainable growth.

To ensure the project’s success, a structured approach will be taken, with designated tea cultivation areas and model farms established within each tea village. Furthermore, systematic assessments will be conducted at the village level to enhance operational efficacy. The Minister highlighted the objective of strengthening the project from grassroots levels to ensure a robust foundation.

During the discussions, critical decisions were made regarding the provision of financial, technical, and infrastructural support for 144 existing tea villages nationwide. To facilitate effective operation of the project, a three-tier committee structure will be implemented, enabling the establishment of a National Operations Committee led by the ministry's Senior Additional Secretary along with relevant stakeholders. At the district level, regional managers from Sri Lanka’s eight tea-growing regions, along with local politicians and community leaders, will collaborate to ensure project success. Additionally, activities at the village level will be organized by tea inspectors and chairpersons of small tea growers' associations.

To kickstart this project, an additional allocation of Rs 237 million has been set aside. Of this amount, Rs 68 million will be directed towards developing model tea farms in the 144 initiating tea villages by the Small Tea Grower Development Authority. Moreover, Rs 169 million will be allocated by the Ministry of Rural Development, Social Security, and Community Empowerment for the preparation of standard seedlings.

Key figures present at the launch included Goonathilaka Samarasinghe, Secretary to the Ministry of Irrigation and Community Infrastructure, additional secretaries, heads of the Small Tea Grower Development Authority, officers from the Sri Lanka Tea Board, and officials from the Sri Lanka Tea Research Institute, along with representatives from other associated organizations.
