ජනාධිපති වෙනුවෙන් වෙන් කළ ජනාධිපති මන්දිරවල වෙනත් පුද්ගලයන් භාවිත කිරීම හරහා සාවද්‍ය මුදල් පරිහරණයක් සිදුවී තිබෙන බවත් ඊට අමතරව එමගින් පැලවත්තේ කණ්ඩායම් ජනාධිපති මන්දිර භාවිත කර තිබෙන බවට හෙළි වන බවත් සමගි ජන බලවේග ජාතික සංවිධායක තිස්ස අත්තනායක මහතා පැවසීය. 

එම පක්ෂ ප්‍රධාන කාර්යාලයේ  පැවැති මාධ්‍ය හමුවට සහභාගි වූ ඔහු එහිදී වැඩිදුරටත් අදහස් දක්වමින් මෙසේද කියා සිටියේය.

ආණ්ඩුව ශ්‍රේෂ්ඨාධිකරණයේ සහ අභියාචනාධිකරණයේ විනිසුරුවරුන්ගේ වයස දීර්ඝ කිරීමේ වැඩපිළිවෙල ක්‍රියාත්මක කරන්න තවදුරටත් උත්සහ දරමින් සිටිනවා. ඒ වගේම ඒ සම්බන්ධයෙන් වන යෝජනාව කැබිනට් මණ්ඩලයට ඉදිරිපත් කරන බව මාධ්‍ය වාර්තා කර තිබුණා. ආණ්ඩුව මෙවැනි හිතුවක්කාර තීන්දුවක් ගන්න සූදානම් වන්නේ කුමන අරමුණක් සඳහාදැයි ප්‍රශ්නයක් මතුවෙනවා. නඩු විශාල සංඛ්‍යාවක් ගොඩ ගැසී තිබෙන නිසා විනිසුරුවරුන්ගේ කාලය දීර්ඝ කරන්න කටයුතු කරන බව නලින්ද ජයතිස්ස ඇමැතිවරයා ප්‍රකාශ කර තිබෙනවා. ඒ වගේම මිනිසාගේ ආයු කාලය වැඩි වන නිසා මෙවැනි තීරණයක් ආණ්ඩුව ගත් බව ආණ්ඩුව ප්‍රකාශ කරනවා. මෙම තර්ක දෙකම බොලඳ තර්ක. නඩු ගොඩ ගැසී තිබෙනවා නම් එම නඩු කාර්යක්ෂම කරගැනීමට වැඩපිළිවෙළක් සකස් කිරීමේ කිසිදු ගැටලු‍වක් නැහැ. ඒ පිළිබඳව ගන්නා විධිමත් ක්‍රියාමාර්ගවලට විපක්ෂයේ සහායත් ලබාදෙන්න සූදානම්.

ඒ වගේම නඩු විශාල ප්‍රමාණයක් විභාග කිරීමට තිබෙනවා නම් ඒ සම්බන්ධයෙන් සොයා බලන්න පාර්ලිමේන්තු තේරීම් කාරක සභාවක් පත්කළ යුතුයි. ඒ තේරීම් කාරක සභාව හරහා පොදු තීරණයකට එළඹීමට හැකියාව තිබෙනවා. කෙසේ නමුත් අධිකරණය කාර්යක්ෂම කිරීම ජාතික ජනබලවේග පක්ෂයේ කාර්යය භාර්යයක් නෙවෙයි. ඒ වගේම අතිරේක උසාවි නිර්මාණය කරන්න, විනිසුරුවරුන් බඳවාගැනීම සිදුකළ යුතුයි. ඒ වගේම ඇතැම් නඩුවල සාක්ෂිවල ගැටලු‍ තිබෙනවා. රජයේ රස පරීක්ෂණ වාර්තා ලැබීමට විශාල කාලයක් ගතවෙනවා. ඒ නිසා මේ අඩුපාඩු සකස් කළ යුතුයි. කෙසේ හෝ ආණ්ඩුව පුද්ගලයෙකු කේන්ද්‍රකරගත් ව්‍යවස්ථා සංශෝධනයක් සිදුකිරීමට කටයුතු කරමින් සිටිනවා. ඒ වගේම ආණ්ඩුවකට බහුතර බලයක් තිබුණාට ආණ්ඩුවෙන් අවශ්‍ය පරිදි ව්‍යවස්ථාව සංශෝධනය කළ නොහැකියි. එය පොදු මහජනතාවගේ යහපත උදෙසා සංශෝධනය කළ යුතුයි. කෙසේ නමුත් ආණ්ඩුව ව්‍යවස්ථාව වෙනස් කිරීමට අවශ්‍ය නම් ජනමත විචාරණයක් පැවැත්විය යුතුයි. මෙම කාරණය ජාතික ජනබලවේග ප්‍රතිපත්ති ප්‍රකාශනයේ සඳහන් වෙන්නෙත් නැහැ. ඒ නිසා මෙම කාරණය අනුමත කරන්න ජනමත විචාරණයක් පැවැත්විය යුතුයි. පුද්ගලයෙක් කේන්ද්‍රකරගත් ව්‍යවස්ථා සංශෝධනයක් ආණ්ඩුව සිදුකරන්න යනවානම් ඒ සඳහා විපක්ෂයේ දැඩි විරෝධය පළ කරනවා. ආණ්ඩුව බලහත්කාරයෙන් මෙම තීරණය සම්මත කළොත් ආණ්ඩුවට එහි පළ විපාක විඳින්න සිදුවෙයි. ඒ වගේම අධිකරණයට බලපෑම් කළ සෑම ආණ්ඩුවක්ම කෙටි කාලයක් තුළ කඩාගෙන වැටී තිබෙනවා.

රට තුළ මේ වනවිට ජනාධිපති මන්දිර 7 ක් තිබෙනවා. මේ ජනාධිපති මන්දිර නඩත්තු කිරීමෙන් විශාල මුදල් නාස්තියක් සිදුවන බවත් මෙම ජනාධිපති මන්දිර සංචාරක නිකේතන බවට පත් කරන බව ආණ්ඩුව ප්‍රකාශ කළා. නමුත් මේ වනවිට ජනාධිපති මන්දිර නඩත්තුව සඳහා 2025 දී මිලියන 33 ක මුදලක් වියදම් වී තිබෙන බව විගණන කාර්යාලය සඳහන් කර තිබෙනවා. ඒ වගේම ජනාධිපති අනුර දිසානායක මහතා ජනාධිපති මන්දිරවල සිටියේ නැති බවත් වාර්තා වෙනවා. නමුත් ජනාධිපති මන්දිර පුද්ගලයන් 3089 ක් පරිහරණය කර තිබෙන බවත් විගණන කාර්යාලය සඳහන් කර තිබෙනවා. ජනාධිපතිවරයා වෙනුවෙන් වෙන් කළ ජනාධිපති මන්දිර වෙනත් පුද්ගලයන් භාවිතා කිරීම හරහා සාවද්‍ය මුදල් පරිහරණයක් සිදුවී තිබෙනවා. පැලවත්තේ කණ්ඩායම් ජනාධිපති මන්දිර භාවිතා කර තිබෙන බවයි එයින් හෙළි වන්නේ. මේ සඳහා ආණ්ඩුව නිවැරදි පිළිතුරක් ලබා දිය යුතුයි. ඒ වගේම ඇමැති බංගලාත් සංචාරක නිකේතනවලට ලබාදෙන බව ආණ්ඩුව ප්‍රකාශ කළා. නමුත් එම බංගලාත් දැන් දිරාපත්වෙමින් තිබෙනවා. මේ හරහා විශාල රාජ්‍ය මුදලක් නාස්ති වෙනවා.

Concerns Raised Over Misuse of Presidential Residences and Judicial Delays in Sri Lanka

Thissa Aththanayake, the National Organizer of the Samagi Jana Balawegaya, has raised serious allegations regarding the misuse of presidential residences, suggesting that individuals other than the President are utilizing these properties, leading to potential financial misconduct. He disclosed these concerns during a media briefing held at the party's main office.

Aththanayake further elaborated that the government remains committed to enhancing the age of judges in the Supreme Court and the Court of Appeal. Reports indicate that proposals related to this initiative are underway for submission to the Cabinet. However, he questioned the motives behind such decisions, particularly given the extensive backlog of cases currently pending in the judicial system. Minister Nalinda Jayatissa has stated that the measures aim to extend judges’ tenure to address the vast number of unresolved cases, claiming this decision is beneficial for the longevity of law practitioners, a rationale that he criticized as lacking substance.

He emphasized that if case backlogs are indeed a concern, the government should focus on developing robust strategies to streamline case management, suggesting that the opposition is willing to support well-structured initiatives in this regard. Additionally, he called for the establishment of a Parliamentary Select Committee to investigate the enormous volume of cases demanding review, allowing for public consensus on necessary reforms.

Aththanayake highlighted that the effectiveness of the judiciary does not solely rest on the National People's Power party. He pointed out the necessity of appointing additional judges and addressing issues related to evidence in certain cases, noting the extensive delays in receiving government forensic reports. He remarked that these shortcomings must be rectified for the system to function optimally.

Despite the government's concentration of power, he argued that constitutional amendments should be executed for the public's welfare, not unilaterally imposed. He insisted that any significant constitutional changes necessitate a referendum, a measure not currently reflected in the National People's Power's policy announcements, thereby calling for public discourse on such matters. He warned that any unilateral constitutional reforms could prompt substantial opposition from the opposition party, predicting that any attempts to force these changes could lead to severe repercussions for the government, noting that past governments have fallen rapidly when attempting to interfere with judicial independence.

Currently, Sri Lanka boasts seven presidential residences, a situation that Aththanayake claims incurs significant maintenance costs. Although the government intends to transform these residences into tourist accommodations to mitigate financial losses, audit reports reveal that a staggering LKR 33 million has already been spent on their upkeep in 2025 alone. Notably, reports indicate that President Anura Dissanayake has not been residing in these residences, which have been occupied by 3,089 individuals, raising further questions about potential misuse of state resources.

In light of these findings, Aththanayake insists the government must provide a comprehensive explanation regarding the management of presidential properties. Moreover, the government has announced its intention to allocate Bangalawatha residences for tourism purposes, although these properties are reportedly deteriorating. This, he argues, signals a significant wastage of public funds.
