ශ්‍රී ලංකා වරලත් මාධ්‍ය වෘත්තිකයින්ගේ ආයතනය පිහිටුවීම සඳහා වන පනත් කෙටුම්පත (ජුලි 22) සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මහතා ශ්‍රී ලංකා පාර්ලිමේන්තුවට ඉදිරිපත් කළේය.

මෙම පනත් කෙටුම්පත, ජනමාධ්‍ය වෘත්තිකයින් සඳහා වෘත්තීය ප්‍රමිති හඳුන්වා දීමේ හා පවත්වාගෙන යාමේ අරමුණින් ශ්‍රී ලංකා වරලත් මාධ්‍ය වෘත්තිකයිනගේ ආයතනය පිහිටුවීම සඳහා සහ ඒ හා සම්බන්ධ හෝ ආනුෂංගික කාරණා සඳහා විධිවිධාන සැලැස්වීම පිණිස ඉදිරිපත් කරන ලදී.

සෞඛ්‍ය හා ජනමාධ්‍ය අමාත්‍ය වෛද්‍ය නලින්ද ජයතිස්ස මහතා මෙම පනත් කෙටුම්පත පාර්ලිමේන්තුවට ඉදිරිපත් කරමින් ප්‍රකාශ කළේ මෙම පනත් කෙටුම්පත ඉදිරිපත් කිරීම ජනමාධ්‍යවේදීන්ට හා මාධ්‍ය වෘත්තිකයින්ට ඉතා වැදගත් අවස්ථාවක් බවයි.

මාධ්‍ය වෘත්තිකයින් සඳහා වන වරලත් ආයතනයක් (Chartered Institute for Media Professionals) යනු මාධ්‍ය ක්ෂේත්‍රයේ නියැලී සිටින වෘත්තිකයින්ගේ ප්‍රමිතිය, ගුණාත්මකභාවය සහ ආචාරධර්ම නියාමනය කිරීම හා ප්‍රවර්ධනය කිරීම සඳහා පාර්ලිමේන්තු පනතකින් හෝ විශේෂ නීත්‍යානුකූල අධිකාරියකින් ස්ථාපිත කරනු ලබන නිල වෘත්තීය ආයතනයකි.

මෙය ඉංජිනේරු, ගණකාධිකාරී හෝ නීති වැනි වෙනත් පිළිගත් වෘත්තීන් සඳහා පවතින වරලත් ආයතන හා සමාන සංකල්පයකි. මාධ්‍යකරණය ද සමාජයට ඉහළ බලපෑමක් සහ වගකීමක් සහිත විශේෂඥ වෘත්තියක් ලෙස නීත්‍යානුකූලව සහ සමාජීය වශයෙන් පිළිගැනීම මෙහි මූලික අරමුණ වේ.

මෙවැනි ආයතනයක ප්‍රධාන කාර්යභාරයන් සහ අරමුණු පහත පරිදි වේ.

වෘත්තීය ප්‍රමිති සහ ආචාරධර්ම පවත්වා ගැනීම - මාධ්‍ය වෘත්තිකයින් අනුගමනය කළ යුතු ජාතික සහ ජාත්‍යන්තර මට්ටමේ වෘත්තීය මාර්ගෝපදේශ සහ ආචාරධර්ම පද්ධතියක් හඳුන්වා දීම හා එය ක්‍රියාත්මක කිරීම.

වෘත්තීය සුදුසුකම් සහ පිළිගැනීම ලබා දීම - නිසි අධ්‍යාපනික සුදුසුකම් සහ ප්‍රමාණවත් වෘත්තීය පළපුරුද්දක් සහිත මාධ්‍යවේදීන්ට "වරලත් මාධ්‍ය වෘත්තිකයා" (Chartered Media Professional) යන නිල පිළිගැනීම සහ සහතිකය පිරිනැමීම.

අඛණ්ඩ වෘත්තීය සංවර්ධනය (CPD) -  ක්ෂේත්‍රයට අලුතින් එක්වන්නන්ට සහ දැනට නියැලී සිටින්නන්ට අවශ්‍ය නවීන තාක්ෂණික, නෛතික හා න්‍යායාත්මක පුහුණුව ලබා දීම මෙන්ම පර්යේෂණ සඳහා පහසුකම් සැලසීම. 

මාධ්‍ය නිදහස සහ වෘත්තිකයින්ගේ අයිතීන් සුරැකීම - දේශපාලන හෝ වාණිජ බලපෑම්වලින් තොරව, අපක්ෂපාතීව සහ ස්වාධීනව කටයුතු කිරීමට මාධ්‍යවේදීන්ට අවශ්‍ය වටපිටාව නිර්මාණය කිරීම සහ ඔවුන්ගේ රැකියා සුරක්ෂිතභාවය වෙනුවෙන් පෙනී සිටීම.

ප්‍රතිපත්ති සම්පාදනයට දායක වීම - ජාතික මාධ්‍ය ප්‍රතිපත්ති සකස් කිරීමේදී, මාධ්‍ය නීති ප්‍රතිසංස්කරණය කිරීමේදී සහ ආයතනික නවීකරණ කටයුතුවලදී රජයට අදාළ විශේෂඥ උපදෙස් ලබා දීම.

සමස්තයක් ලෙස ගත් කල, මෙවැනි ආයතනයක් මගින් අපේක්ෂා කරන්නේ මාධ්‍ය ක්ෂේත්‍රය තුළ වගවීම (Accountability) සහ වගකීම (Responsibility) තහවුරු කරමින්, මහජනතාවට වඩාත් විශ්වසනීය මාධ්‍ය සංස්කෘතියක් ගොඩනැගීමට අවශ්‍ය ව්‍යුහාත්මක පසුබිම නිර්මාණය කිරීමයි.

Launch of Chartered Institute for Media Professionals Proposed in Sri Lanka

The establishment of a Chartered Institute for Media Professionals in Sri Lanka has been proposed through a bill presented in Parliament on July 22 by Minister of Health and Media, Dr. Nalinda Jayatissa.

This legislation aims to set up a professional body for media practitioners, intended to introduce and maintain professional standards, along with establishing regulations for associated matters. The initiative is touted as a significant milestone for journalists and media professionals alike.

Dr. Jayatissa highlighted the critical importance of this bill, asserting that it represents a pivotal moment for those within the media profession. The proposed Chartered Institute for Media Professionals is designed to enhance and promote the standard, quality, and ethics within the media sector, and will be formalized through parliamentary legislation or under a specialized legal authority.

This concept mirrors that of established professional bodies in fields such as engineering, accounting, and law. One of the fundamental goals is to achieve legal and social recognition of journalism as a specialized profession with a profound impact and responsibility within society.

The primary functions and objectives of such an institute are as follows:

Upholding Professional Standards and Ethics: The institute will introduce and enforce a framework of national and international guidelines and ethical standards that media professionals must adhere to.

Providing Professional Qualifications and Accreditation: Media professionals with the appropriate educational credentials and sufficient professional experience will receive official accreditation as "Chartered Media Professionals," along with a corresponding certification.

Continuous Professional Development (CPD): The institute will offer necessary training in contemporary technical, ethical, and methodological practices for both newcomers and established professionals, along with resources for research purposes.

Ensuring Media Freedom and Protecting Professional Rights: It will create an environment where journalists can operate impartially and independently, free from political or commercial pressures, while advocating for their job security.

Contributing to Policy Development: The institute will provide the government with specialized advice during the formulation of national media policies, reform of media laws, and institutional innovation initiatives.

Ultimately, the establishment of this institute aims to foster accountability and responsibility within the media sector, thereby laying the groundwork for a trustworthy media culture that serves the public effectively.
