කොළඹ වරායේ දොඹකර ටෙන්ඩරය තෙවැනි වරටත් කල් යයි.. ලංසුකරුවන්ගෙන් ජනපතිට පැමිණිල්ලක්....

 කොළඹ වරායේ ජය බහලුම් පර්යන්තයේ ස්ථාපනය කර ඇති පැරණි ගැන්ට්‍රි දොඹකර හතරක් ඉවත් කිරීම සඳහා කැඳවා ඇති රුපියල් මිලියන 200කට අධික වටිනාකමකින් යුත් ටෙන්ඩරය තෙවැනි වරටත් කල් දමා තිබේ.

මෙම ප්‍රමාදය සහ ටෙන්ඩර් ක්‍රියාවලියේ පවතින විනිවිදභාවය පිළිබඳව ලංසුකරුවන් කිහිප දෙනෙකු සිය දැඩි කනස්සල්ල පළ කර සිටිති.

මුලින් ජූලි 16 වැනිදා අවසන් වීමට නියමිතව තිබූ මෙම ටෙන්ඩරය, පසුව ජූලි 28 දක්වාත්, දැන් අගෝස්තු 11 දක්වාත් දීර්ඝ කර ඇත.

ලංසුකරුවන් 11 දෙනෙකුගෙන් දෙදෙනෙකු දක්වා සංඛ්‍යාව අඩු කිරීම නිසා තරගකාරිත්වය හීන වී රජයේ ආදායමට බලපෑම් එල්ල විය හැකි බව පවසමින්, මෙම ටෙන්ඩර් ක්‍රියාවලිය යළි සමාලෝචනය කරන ලෙස ලංසුකරුවන් පිරිසක් ජනාධිපති අනුර කුමාර දිසානායක මහතාගෙන් ඉල්ලීමක් කර තිබේ.

වරාය අංශයේ නිලධාරීන් පවසන පරිදි, මීට පෙර කොළඹ වරායේ දොඹකර ඉවත් කිරීමේ ව්‍යාපෘති සාර්ථකව නිම කළ පළපුරුදු සමාගම් කිහිපයක්ම අවසන් වටයේදී තේරීම් ක්‍රියාවලියෙන් ඉවත් කර ඇත.

ප්‍රතික්ෂේප වූ අයදුම්කරුවන් ඉදිරිපත් කරන අභියාචනා සලකා බැලීම සඳහා ස්වාධීන කමිටුවක් වෙනුවට, එම ටෙන්ඩර් කමිටුවම යොදා ගැනීම පිළිබඳවද ලංසුකරුවෝ ප්‍රශ්න මතු කරති.

මෙම ක්‍රියාවලිය මගින් කිසියම් නිශ්චිත ලංසුකරුවෙකුට වාසි සහගත තත්ත්වයක් නිර්මාණය විය හැකි බවටද ඔවුහු සැක පළ කරති.

මේ සම්බන්ධයෙන් අදහස් දැක්වූ ශ්‍රී ලංකා වරාය අධිකාරියේ සභාපති පරාක්‍රම දිසානායක මහතා සඳහන් කළේ, ටෙන්ඩර් ක්‍රියාවලිය තවමත් ක්‍රියාත්මක මට්ටමේ පවතින බවයි.

එය කමිටු දෙකක් මගින් විධිමත්ව මෙහෙයවන බැවින් මේ අවස්ථාවේ වැඩිදුර අදහස් දැක්වීම උචිත නොවන බවද ඔහු කියා සිටියේය.

1980 දශකයේ ස්ථාපනය කරන ලද මෙම දොඹකර හතර මේ වන විට යල් පැන ගොස් ඇති අතර, වරාය මෙහෙයුම් නවීකරණය කිරීමේ පියවරක් ලෙස ඒවා ඉවත් කිරීමට වරාය අධිකාරිය තීරණය කර තිබේ.

Colombo Port Tender for Old Dredgers Delayed Again Amidst Concerns

The tender process for the removal of four old dredgers installed at the Jayabhanu Dockyard in Colombo Port has been postponed for the third time, with a value exceeding Rs. 200 million. This delay has stirred significant frustration among several bidders regarding the transparency of the tendering process.

Initially set to conclude on July 16, the deadline was later extended to July 28 and has now been pushed to August 11.

Bidders have raised alarms over the reduction in competitor numbers from eleven to just two, warning that this lack of competition could adversely impact government revenue. A group of bidders has appealed to President Ranil Wickremesinghe for a reevaluation of the tender process.

Officials from the port authority indicate that several experienced companies, which successfully completed previous dredging projects in the Colombo Port, have been removed from the final selection process.

Concerns have also been voiced by bidders regarding the use of the tender committee itself to review appeals from rejected applicants, rather than appointing an independent committee for this purpose.

There are fears that this might create a favorable condition for a specific bidder, raising questions about the integrity of the procedures.

In response to these concerns, the Chairman of the Sri Lanka Ports Authority, Parakrama Dissanayake, stated that the tender process is still active. He noted that it is being conducted systematically by two committees and expressed that further comments at this stage would not be appropriate.

Originally established in the 1980s, these dredgers have now fallen into disrepair, prompting the port authority to decide on their removal as part of a broader effort to modernize port operations.
