මෙරට දෛනික මගී ප්‍රවාහන අවශ්‍යතාවන් සපුරාලීම සඳහා වන ප්‍රධානතම ප්‍රවාහන මාධ්‍යය බස් රථ ප්‍රවාහනය වන අතර, එකී සේවාව ශ්‍රී ලංකා ගමනාගමන මණ්ඩලය සහ ස්වාධීන පෞද්ගලික බස් රථ ක්‍රියාකරුවන් විශාල සංඛ්‍යාවක් විසින් ක්‍රියාත්මක කරනු ලබයි.

පොදු මගී ප්‍රවාහන සේවා සැපයීමේදී කලක් තිස්සේ ක්‍රියාත්මක වන එම මෙහෙයුම් ක්‍රම වේදය හේතුවෙන් අධික තරගකාරිත්වය, නියමිත කාලසටහන් පිළිපැදීමේ දුර්වලතාව, මාර්ගවල අධික බස් රථ ප්‍රමාණයක් ක්‍රියාත්මක වීම, බස් රථ ධාවනයේ අනාරක්ෂිත හැසිරීම්, මගීන්ට මුහුණ දීමට සිදුවන අපහසුතා, රථ වාහන තදබදය, සේවා අසමතුලිතතාවය සහ සම්පත් අකාර්යක්ෂම ලෙස භාවිත කිරීම වැනි ගැටලු රැසක් පැන නැගී ඇත.

එවැනි ගැටලු සඳහා සාර්ථක විසඳුමක් වශයෙන් ලෝකයේ බොහෝ රටවල ' බස් රථ ක්ෂේත්‍ර පොකුරු කරණය' (Bus Sector Clustering) හඳුන්වා දී එකම ප්‍රවාහන කොරිඩෝවක හෝ භූගෝලීය ප්‍රදේශයක ක්‍රියාත්මක වන

බස් රථ සේවාවන් ඒකාබද්ධ කළමනා කරණයක් යටතේ ක්‍රියාත්මක කරනු ලබයි.

එකිනෙකට සම්බන්ධ මාර්ගවල ධාවනය වන බස් රථ සේවාවන් තනි තනි මෙහෙයුම් ඒකක ලෙස නොව, ඒකාබද්ධ හා සම්බන්ධීකරණය කරන ලද සේවා පොකුරක් ලෙස කළමනා කරණය කිරීමේ ක්‍රම වේදයක් වන බස් රථ ක්ෂේත්‍ර පොකුරු කරණය ශ්‍රී ලංකාවට ද හඳුන්වා දීම මඟින් ඵලදායි මගී ප්‍රවාහන සේවාවක් සැලසීමට මෙන්ම, වර්තමානයේ බස් රථ ක්ෂේත්‍රය තුළ පවතින බොහෝ මෙහෙයුම් හා සාමාජීය ගැටලු අවම කර ගැනීමට හැකියාවක් පවතින බව හඳුනා ගනු ලැබ ඇත.

ඒ අනුව, ප්‍රවාහන මහා මාර්ග සහ නාගරික සංවර්ධන අමාත්‍යතුමා ඉදිරිපත් කළ කරුණු සැලකිල්ලට ගෙන, ප්‍රථම කොට, බස් මාර්ග අංක 170, 177 සහ 190 ආවරණය වන බස් රථ කොරිඩෝවන්හි ක්ෂේත්‍ර පොකුරු කරණයට අදාළ නියමු වැඩසටහනක් අදාළ පාර්ශ්වකරුවන්ගේ සහභාගිත්වයෙන් ක්‍රියාත්මක කිරීමටත්, එහි ප්‍රතිඵල මත එම වැඩසටහන තවදුරටත් ව්‍යාප්ත කිරීමටත් අමාත්‍ය මණ්ඩලයේ එකඟතාව ලබා දෙන ලදී.

Bus Sector Clustering Initiative Aims to Enhance Public Transportation in Sri Lanka

In Sri Lanka, buses serve as the primary mode of daily passenger transport, operated by a multitude of entities including the Sri Lanka Transport Board and numerous private operators. However, the public transportation system has been fraught with challenges, stemming from longstanding operational methodologies.

Issues such as intense competition, adherence to schedules, an oversaturation of buses on certain routes, unsafe driving behaviors, passenger inconveniences, traffic congestion, service imbalances, and inefficient resource utilization have emerged as substantial hurdles to effective transportation.

To address these challenges, many countries have adopted 'Bus Sector Clustering', a strategy that consolidates bus services under a unified management framework within a specific transport corridor or geographic area. This approach encourages the integration of bus services that operate along interconnected routes, allowing them to be managed as coordinated service clusters rather than independent operating units.

Introducing Bus Sector Clustering in Sri Lanka is seen as a means not only to provide an efficient public transportation service but also to mitigate numerous operational and social issues currently plaguing the bus sector.

In line with this initiative, the Minister of Transport and Urban Development recently proposed a framework for implementing pilot bus corridors, specifically targeting routes 170, 177, and 190. The initiative will engage relevant stakeholders in its execution, with plans to expand the program based on its outcomes, a suggestion that has received approval from the cabinet.
