මීළඟ පිපිරීම ගාල්ල බන්ධනාගාරයෙන්...?

 

මීගමුව බන්ධනාගාරයේ මෑතකදී ඇති වූ නොසන්සුන්කාරී තත්ත්වය සහ එහි ප්‍රතිඵලයක් ලෙස සිදු වූ ඛේදවාචකය සම්බන්ධයෙන් සිරකරු අයිතිවාසිකම් සුරැකීමේ කමිටුවේ සභාපති, නීතිඥ සේනක පෙරේරා මහතා  අනාවරණයක් සිදු කරයි. 

ඔහු පවසන්නේ බන්ධනාගාර පද්ධතිය තුළ පවතින දැඩි පීඩනය හේතුවෙන් මීළඟ බන්ධනාගාර පිපිරීම ගාල්ල බන්ධනාගාරයෙන් වාර්තා විය හැකි බවයි.

"සංදේශය" යූ ටියුබ් නාලිකාව සමඟ පැවැත්වූ විශේෂ සාකච්ඡාවකදී ඒ මහතා මේ බව සඳහන් කළේය.

බන්ධනාගාරවල සිදුවන මෙවැනි ගැටුම් සහ ඝාතන විමර්ශනය කිරීමට රජය විසින් පත් කරනු ලබන කමිටු පිළිබඳව සිය දැඩි විවේචනය එල්ල කළ පෙරේරා මහතා, මීට පෙර පත්කළ කමිටුවල නිර්දේශ පවා මෙතෙක් ක්‍රියාත්මක කර නොමැති බව පෙන්වා දුන්නේය.

රජය මෙවැනි කමිටු පත් කරන්නේ සත්‍ය වශයෙන්ම විසඳුම් ලබා දීමට නොව, උද්ගතව ඇති මහජන විරෝධය සහ ජනමතය තාවකාලිකව යටපත් කිරීමට බව ඔහු අවධාරණය කළේය.

"ලෝකයේ කිසිදු පුද්ගලයෙකු උපතින්ම අපරාධකරුවෙකු ලෙස මෙලොවට බිහි නොවන" බව පවසන ඒ මහතා, පුද්ගලයෙකු අපරාධකරුවෙකු බවට පත් කරන්නේ පවතින සමාජ ක්‍රමය විසින් බව පෙන්වා දුන්නේය.

මත්ද්‍රව්‍යවලට ඇබ්බැහි වූවන් කුඩුකාරයන් මරා දැමීම වරදක් නොවන බවට සමාජය තුළ මුල් බැසගෙන ඇති අමානුෂික ආකල්ප පිළිබඳව ද ඔහු සිය කනගාටුව පළ කළේය. එවැනි මතවාද දරන සමාජයක් අමනුස්ස සමාජයක් ලෙස ඔහු හැඳින්වීය.

මහර බන්ධනාගාරයේ සිදු වූ ඝාතන සිද්ධීන් සිහිපත් කරමින් නීතිඥ සේනක පෙරේරා මහතා කියා සිටියේ, එම ඛේදවාචකයට අදාළව වින්දිතයන්ට මෙතෙක් යුක්තිය ඉටු වී නොමැති බවයි.

පවතින පද්ධතියේ දෝෂ නිවැරදි නොකර සහ වැරදිකරුවන්ට දඬුවම් ලබා නොදී බන්ධනාගාර තුළ සාමය ඇති කළ නොහැකි බව ඔහු වැඩිදුරටත් සඳහන් කළේය.

Concerns Raised Over Imminent Prison Crisis in Sri Lanka Amid Recent Disturbances

Recent turmoil at the Meegamuwa Prison has drawn significant attention, with Sena Pereira, chairman of the Prisoners' Rights Protection Committee, shedding light on its consequences. He disclosed that escalating pressures within the prison system could lead to a major incident similar to the recent outburst at the Galle Prison.

During a special discussion on the “Sandeshaya” YouTube channel, Pereira expressed grave concerns about the state of affairs within Sri Lankan prisons, highlighting that past commissions established to investigate such conflicts and violent incidents have yet to implement any of their recommendations.

He criticized the government's approach, suggesting that the establishment of these committees serves more to suppress public dissent and control perceptions rather than provide genuine solutions. "The committees are not set up with the intention of delivering actual resolutions," he pointedly remarked.

Pereira emphasized that no one is inherently born a criminal, attributing criminal behavior to existing societal structures that shape individuals. He expressed disappointment over the inhumane attitudes emerging in society that deem the killing of drug addicts as acceptable, calling such views indicative of a dehumanizing society.

Reflecting on the violent incidents at the Mahara Prison, the legal expert noted that justice for the victims remains unfulfilled. He further asserted that without addressing systemic flaws and ensuring accountability for offenders, peace within the prison system will remain unattainable.

The ongoing crisis within Sri Lankan prisons demands urgent attention, as experts warn that the current environment fosters more violence and unrest if not addressed comprehensively.
